The National Nuclear Security Administration (NNSA), a semi- autonomous agency within the U.S. Department of Energy (DOE), is announcing this amendment to the September 26, 2008 Record of Decision (ROD) for the Site-Wide Environmental Impact Statement (SWEIS) for the Continued Operation of Los Alamos National Laboratory (LANL), Los Alamos, NM (2008 LANL SWEIS ROD). In this Amended ROD, NNSA announces its decision to implement elements of the 2008 LANL SWEIS Expanded Operations Alternative needed to produce a minimum of 30 war reserve pits per year during 2026 for the national pit production mission and to implement surge efforts to exceed 30 pits per year to meet Nuclear Posture Review (NPR) and national policy. NNSA has previously evaluated this action at the programmatic level in the Complex Transformation SPEIS and at the site-specific level in the LANL Sitewide Environmental Impact Statement (SWEIS), and recently completed a review of those prior analyses in a separate Supplement Analysis (SA) for each document.

The National Nuclear Security Administration (NNSA), a semi- autonomous agency within the U.S. Department of Energy (DOE), is announcing this amendment to the December 19, 2008, Record of Decision (ROD) for the Complex Transformation Supplemental Programmatic Environmental Impact StatementOperations Involving Plutonium, Uranium, and the Assembly and Disassembly of Nuclear Weapons (Complex Transformation SPEIS2008 Programmatic ROD). In this Amended ROD, NNSA announces its programmatic decision to implement elements of a Modified Distributed Centers of Excellence (DCE) Alternative whereby Los Alamos National Laboratory (LANL) will produce a minimum of 30 war reserve pits per year for the national pit production mission during 2026 and implement surge efforts to exceed 30 pits per year as needed. NNSA will implement this decision without construction of the Chemistry and Metallurgy Research and Replacement Nuclear Facility (CMRR-NF). NNSA has previously evaluated this action at the programmatic level in the Complex Transformation SPEIS and at the site-specific level in the LANL Sitewide Environmental Impact Statement (SWEIS), and recently completed a review of those prior analyses in a separate Supplement Analysis (SA) for each document. The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Energy Priorities and Allocations System, OMB Control Number 1910-5159. The proposed collection will be used to allow persons to request special priorities assistance from DOE to fill a rated order issued in accordance with the Defense Production Act (DPA) and DOE's implementing regulations. DOE published a Federal Register notice on May 4, 2020 soliciting 60 days of public comment. DOE received one comment on that notice.

The Assistant Secretary for Electricity confirms, approves, and places into effect on a final basis the Boulder Canyon Project (BCP) base charge and rates for fiscal year (FY) 2021 under Rate Schedule BCP-F10. The base charge decreased 1.5 percent from $66.4 million in FY 2020 to $65.4 million in FY 2021. The reduction is primarily the result of an increase in prior year carryover funds.

On August 13, 2020, the U.S. Department of Energy (``DOE'') published in the Federal Register a notice of proposed rulemaking (``NOPR'') regarding proposals to amend the test procedures for showerheads and to request comment on the proposals. That NOPR also announced a webinar but did not announce a webinar date. DOE is announcing that the webinar will be held on September 3, 2020, from 12 p.m. to 4 p.m. Additionally, on August 18, 2020, DOE received a request from Plumbing Manufacturers International (PMI) to extend the comment period for the NOPR by 30 days. DOE is announcing the comment period is extended to September 30, 2020.

The U.S. Department of Energy (``DOE'' or the ``Department'') proposes to revise its existing enforcement regulations for certain consumer products and commercial and industrial equipment covered under the Energy Policy and Conservation Act of 1975, as amended (EPCA or the ``Act''). The proposal, if adopted, would provide the regulated industry with further clarity and transparency about DOE's enforcement process, including enforcement sampling procedures and test notice requirements. The proposal provides for a process to petition DOE for reexamination of a pending determination of noncompliance, and for DOE to have the discretion to consider third-party certification program testing as official enforcement test data. Ultimately, the proposal will further align DOE's regulations with its statutory authority, foster communication between DOE and the regulated industry, and promote the effective and systematic enforcement of DOE's regulations.

The Department of Energy's National Nuclear Security Administration (DOE/NNSA) is announcing this amendment to the April 2003 Amended Record of Decision (AROD) for the Final Surplus Plutonium Disposition Environmental Impact Statement (Final SPD EIS) (DOE/EIS- 0283). In this AROD, DOE/NNSA is announcing its decision to use the dilute and dispose method to disposition up to 7.1 MT of non-pit plutonium as contact handled transuranic (CH-TRU) waste at the Waste Isolation Pilot Plant (WIPP). This AROD changes the disposition pathway for a portion of the 34 MT of surplus plutonium DOE/NNSA previously announced and decided in 2003 to fabricate into mixed oxide (MOX) fuel. DOE/NNSA prepared a Supplement Analysis (SA) for Disposition of Additional Non-Pit Surplus Plutonium (DOE/EIS-0283-SA-4, August 2020) to inform this decision.
