The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on January 21, 2015, by Eni USA Gas Marketing LLC (Eni USA Gas Marketing), requesting blanket authorization to export liquefied natural gas (LNG) previously imported into the United States from foreign sources in an amount up to the equivalent of 100 billion cubic feet (Bcf) of natural gas on a short-term or spot market basis for a two-year period commencing on April 21, 2015.\1\ Eni USA Gas Marketing seeks authorization to export the LNG from the Cameron LNG Terminalowned by Cameron LNG, LLC, and located in Cameron Parish, Louisianato any country with the capacity to import LNG via ocean-going carrier and with which trade is not prohibited by U.S. law or policy. Eni USA Gas Marketing states that it does not seek authorization to export any domestically produced natural gas or LNG. DOE/FE notes that Eni USA Gas Marketing currently holds a blanket authorization to import LNG from various international sources by vessel in an amount up to the equivalent of 400 Bcf of natural gas.\2\ Eni USA Gas Marketing is requesting this authorization both on its own behalf and as agent for other parties who hold title to the LNG at the time of export. Energy Conservation Program: Data Collection and Comparison With Forecasted Unit Sales of Five Lamp Types

The U.S. Department of Energy (DOE) is informing the public of its collection of shipment data and creation of spreadsheet models to provide comparisons between actual and benchmark estimate unit sales of five lamp types (i.e., rough service lamps, vibration service lamps, 3- way incandescent lamps, 2,601-3,300 lumen general service incandescent lamps, and shatter-resistant lamps) that are currently exempt from energy conservation standards. As the actual sales do not exceed the forecasted estimate by 100 percent for any lamp type (i.e., the threshold triggering a rulemaking for an energy conservation standard), DOE has determined that no regulatory action is necessary at this time. However, DOE will continue to track sales data for these exempted lamps. Relating to this activity, DOE has prepared, and is making available on its Web site, a spreadsheet showing the comparisons of anticipated versus actual sales, as well as the model used to generate the original sales estimates. Downeast LNG, Inc.; Application for Long-Term Authorization To Export Liquefied Natural Gas Produced From Domestic Natural Gas Resources to Non-Free Trade Agreement Countries for a 20-Year Period

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on October 15, 2014, by Downeast LNG, Inc. (DELNG), requesting long-term, multi-contract authorization to export domestically produced natural gas in a volume equivalent to approximately 168 billion cubic feet (Bcf) per year, or approximately 0.46 Bcf per day. DELNG seeks authorization to export the natural gas as liquefied natural gas (LNG) by vessel from its proposed LNG terminal to be located in Robbinston, Maine, referred to as the Downeast LNG Import-Export Project. DELNG requests authorization to export LNG to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas and with which trade is not prohibited by U.S. law or policy (non-FTA countries). DELNG requests this non-FTA export authorization for a 20-year term to commence on the earlier of the date of first export or eight years from the date the authorization is granted. DELNG requests this authorization both on its own behalf and as agent for other entities who hold title to the LNG at the time of export. Disruptive Conduct at Commission Open Meetings

The Commission is amending the CFR regulations which specify the roles available to the public at the Commission's open meetings. This rule utilizes language from the Federal Communication Commission's (FCC) open meeting regulation, and the Rural Telephone Bank's open meeting regulation, to clarify that the term ``observe'' does not include disruptive behavior. The rule also uses language from the FCC's open meeting regulation to clarify that communications made or presented by unscheduled presenters will not be considered by the Commission. Finally, the rule uses language similar to the Consumer Product Safety Commission's open meeting regulation, to clarify that members of the public may use electronic audio and visual equipment to record open meetings in a non-disruptive manner. The rule imposes no new obligations on the public.

The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including residential furnaces. EPCA also requires the U.S. Department of Energy (DOE) to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would save a significant amount of energy. In this document, DOE proposes amended energy conservation standards for residential non- weatherized gas furnaces and mobile home furnaces, in partial fulfillment of a court-ordered remand of DOE's 2011 rulemaking for these products. The proposed rule also announces a public meeting to receive comment on these proposed standards and associated analyses and results.

The U.S. Department of Energy (DOE) proposes to revise its test procedure for residential furnaces and boilers established under the Energy Policy and Conservation Act. This rulemaking will fulfill DOE's obligation to review its test procedures for covered products at least once every seven years. The proposed rule generally considers revisions based on the latest industry standards incorporated by reference, clarifications to the set-up and methodology, as well as new procedures for verification of the design requirements for certain categories of boilers and for estimating electrical consumption of furnaces and boilers. DOE is also announcing a public meeting to discuss and receive comments on issues presented in this test procedure rulemaking.

The U.S. Department of Energy (DOE) has published a notice of proposed rulemaking (NOPR), which proposes regulations under section 934 of the Energy Independence and Security Act of 2007 (EISA). The proposed regulations would establish a retrospective risk pooling program whereby nuclear suppliers would pay for any contribution made by the United States government to an international supplementary fund created under the Convention for Supplementary Compensation for Nuclear Damage (CSC) in the event of certain nuclear incidents not covered by the Price-Anderson Act. The NOPR provided a deadline of March 17, 2015 for comments. In response to requests for an extension, this document announces an extension of the comment period to April 17, 2015. This document also requests comment by April 17, 2015 on specific questions to inform a process for DOE to obtain additional data and information.
