State Energy Advisory Board (STEAB)

Energy Conservation Program: Energy Conservation Standards for Residential Boilers
The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including residential boilers. EPCA also requires the U.S. Department of Energy (DOE) to periodically determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would save a significant amount of energy. In this notice, DOE proposes amended energy conservation standards for residential boilers. The notice also announces a public meeting to receive comment on these proposed standards and associated analyses and results.
Proposed Subsequent Arrangement
This document is being issued under the authority of the Atomic Energy Act of 1954, as amended. The Department is providing notice of a proposed subsequent arrangement under the Agreement for Cooperation Concerning Civil Uses of Nuclear Energy Between the Government of the United States of America and the Government of Canada and the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy Between the United States of America and the European Atomic Energy Community.
Hooper Springs Transmission Project
This notice announces the availability of the ROD to implement the Hooper Springs Transmission Project in Caribou County, Idaho. BPA has decided to implement the South Alternative's Option 3A (Option 3A) identified in the Hooper Springs Transmission Project Final Environmental Impact Statement (DOE/EIS-0451, January 2015). Option 3A consists of: (1) A new 138/115-kilovolt (kV) Hooper Springs Substation located near the city of Soda Springs, Idaho; (2) a new, approximately 24-mile-long, double-circuit 115-kV transmission line extending generally north then east from the Hooper Springs Substation to a new BPA connection facility that will connect the new line to Lower Valley Energy's (LVE) existing transmission system in northeastern Caribou County; (3) a new, approximately 0.2-mile-long, single-circuit 138-kV transmission line extending generally south from the Hooper Springs Substation to PacifiCorp's existing Threemile Knoll Substation to connect the new line to the regional transmission grid; and (4) required ancillary facilities such as access roads. The new Hooper Springs Substation will be constructed as a 138/115- kV substation, meaning that it will include a transformer capable of converting 138-kV electricity to 115-kV electricity. BPA will acquire 100-foot-wide right-of-way for the length of the 115-kV line. Approximately 174 new double-circuit 115-kV steel structures, ranging in height from 55 to 120 feet with an average span length between structures of 730 feet, will be installed in this new right-of-way. The BPA connection facility will be located about two miles southeast of the intersection of Blackfoot River Road and Diamond Creek Road and will consist of overhead line disconnect switches to connect the new 115-kV line to the existing LVE line. For the single-circuit 138-kV transmission line, two wood, H-frame structures approximately 80 to 85 feet tall will be installed within a new 125-foot-wide right-of-way. A fiber optic cable also will be installed along the 138-kV transmission line. About 14 miles of new access roads will be constructed and about 2.4 miles of existing access roads will be improved or reconstructed. All mitigation measures identified in the EIS are adopted.
Energy Conservation Program: Energy Conservation Standards for Residential Clothes Dryers
The U.S. Department of Energy (DOE) is initiating an effort to determine whether to amend the current energy conservation standards for residential clothes dryers. According to the Energy Policy and Conservation Act's 6-year review requirement, DOE must publish a notice of proposed rulemaking to propose amended standards for residential clothes dryers or a notice of determination that the existing standards do not need to be amended by August 24, 2017. This notice seeks to solicit information from the public to help DOE determine whether amended standards for residential clothes dryers would result in a significant amount of additional energy savings and whether those standards would be technologically feasible and economically justified.
Energy Conservation Program for Consumer Products: Decision and Order Granting a Waiver to Empire Comfort Systems From the Department of Energy Vented Home Heating Equipment Test Procedure
The U.S. Department of Energy (DOE) gives notice of its Decision and Order in Case No. VHE-002, which grants Empire Comfort Systems, Inc. (Empire) a waiver from the existing DOE test procedure for determining the energy consumption of residential vented home heating equipment. DOE previously published the Empire Petition for Waiver and solicited comments, data, and information regarding the petition, which requested permission to use the DOE test procedure proposed in the Notice of Proposed Rulemaking (NOPR) for Direct Heating Equipment and Pool Heaters published in the Federal Register on October 24, 2013, as an alternate test procedure to account for the energy consumption of its condensing-type direct heating equipment (DHE) models. Under this Decision and Order, Empire shall be required to test and rate its condensing-type direct DHE models using the applicable provisions of the DOE test procedure final rule for DHE published in the Federal Register on January 6, 2015. Empire shall use those provisions as an alternate test procedure until July 6, 2015, the mandatory compliance date for the amended test procedure, at which point this waiver shall terminate.
American LNG Marketing LLC; Application for Long-Term, Multi-Contract Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Nations
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on December 31, 2014, by American LNG Marketing LLC (American LNG), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in a volume equivalent to approximately 3.02 billion cubic feet per year (Bcf/yr) of natural gas (0.008 Bcf/day). American LNG seeks to export the LNG from a proposed natural gas liquefaction project under construction in Medley, Florida, on the northern portion of the Hialeah Railyard (Hialeah Facility).\1\ According to American LNG, the LNG typically will be delivered into approved ISO IMO7/TVAC-ASME LNG (ISO) containers (truck or rail mounted), then loaded onto container ships or roll-on/ roll-off ocean-going carriers for export at the nearby Port of Miami or other ports in Florida capable of handling ISO containers without modification (including Port Everglades, Port Canaveral, Port of Palm Beach, and Port of Jacksonville). American LNG requests authorization to export this LNG to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas and with which trade is not prohibited by U.S. law or policy (non-FTA countries).\2\ American LNG requests the authorization for a 20-year term to commence on the earlier of the date of first export or seven years from the date the authorization is granted. American LNG seeks to export this LNG on its own behalf and as agent for other entities who hold title to the LNG at the time of export. The Application was filed under section 3 of the Natural Gas Act (NGA). Agency Information Collection Extension
The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB). Comments are invited on: (a) Whether the extended collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

Energy Conservation Program for Consumer Products: Energy Conservation Standards for Direct Heating Equipment and Pool Heaters
The U.S. Department of Energy (DOE) is initiating a rulemaking to consider amended energy conservation standards for direct heating equipment and pool heaters. Once completed, this rulemaking will fulfill DOE's statutory obligation to either propose amended energy conservation standards for these products or to determine that the existing standards do not need to be amended. This RFI seeks to solicit information to help DOE determine whether national standards more stringent than those that are currently in place would result in a significant amount of additional energy savings and whether such amended national standards would be technologically feasible and economically justified. In overview, this document presents a brief description of the analysis DOE plans to perform for this rulemaking and requests comment on various issues relating to each of the analyses (e.g., market assessment, engineering analysis, energy use analysis, life-cycle cost and payback period analysis, national impact analysis, and manufacturer impact analysis). Although this document contains several specific topics on which the Department is particularly interested in receiving written comment, DOE welcomes suggestions and information from the public on any subject within the scope of this rulemaking, including topics not raised in this RFI.

Revised Exhibit Submission Requirements for Commission Hearings
The Commission proposes to amend Rule 508 of the Commission's Rules of Practice and Procedure to eliminate the requirement that participants in Commission trial-type evidentiary hearings must provide paper copies of all exhibits introduced as evidence. The Proposed Rule will facilitate a shift toward electronic hearing procedures which should improve the efficiency and administrative convenience of the Commission hearing process, reduce the burden and expense associated with paper exhibits, and facilitate the compilation and transmittal of the hearing record to the Commission in electronic format.
Acquisition Regulation: Technical and Administrative Changes to Department of Energy Acquisition Regulation
The Department of Energy (DOE) is proposing to amend the Department of Energy Acquisition Regulation (DEAR) to make technical and administrative changes to the DEAR, including changes to conform to the Federal Acquisition Regulation (FAR), remove out-of-date coverage, update references, and correct minor errors and omissions. This proposed rule does not alter substantive rights or obligations under current law.
