This notice announces a meeting of the National Coal Council (NCC). Federal Advisory Committee Act (Pub. L. 92-463, 86 Stats. 770) requires notice of these meetings be announced in the Federal Register.

The Energy Policy and Conservation Act (EPCA) prescribes energy conservation standards for various consumer products and commercial and industrial equipment, and requires the Department of Energy (DOE) to administer an energy conservation program for these products. In this notice, DOE is proposing amended energy conservation standards for packaged terminal air conditioners (PTACs) and packaged terminal heat pumps (PTHPs) and is announcing a public meeting.

The Department of Energy (DOE) invites public comment on a proposed collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

On December 11, 2008, the Federal Energy Regulatory Commission convened a technical conference on interconnection queuing practices. This order follows up that technical conference and directs Regional Transmission Organizations and Independent System Operators to file reports on the status of their efforts to improve the processing of their interconnection queues.

As required by the Privacy Act of 1974, 5 U.S.C. 552a, and the Office of Management and Budget (OMB) Circular A-130, the Department of Energy including the National Nuclear Security Agency (NNSA) (hereinafter referred to collectively as ``DOE'' or the Department'') is announcing the Department's intent to publish a proposed compilation of Privacy Act Systems of Records. This notice, which reflects various significant and administrative changes to the existing systems of records, proposes to: (1) Add a new routine use disclosure to all systems of records to allow disclosure of information in the event of a breach; (2) further amend three existing systems of records; (3) establish a new system of records; and (4) delete one system of records from the inventory of systems.

On February 21, 2008, the Federal Energy Regulatory Commission issued Order No. 707, which amended its regulation to codify restrictions on affiliate transactions between franchised public utilities that have captive customers or that own or provide transmission service over jurisdictional transmission facilities, and their market-regulated power sales affiliates or non-utility affiliates. The Commission is extending the time for any contracts, agreements or arrangements entered into on or after March 31, 2008, the effective date of Order No. 707, to comply with the requirements of Order No. 707.
