Coyote Business Park Project
This notice announces the availability of the ROD to implement BPA's portion of the Proposed Action identified in the United States Department of the Interior, Bureau of Indian Affairs' (BIA) Coyote Business Park Final Environmental Impact Statement (EIS) (DOE/EIS-0371, September 2006). BPA will remove and replace some existing wood transmission line structures with taller steel poles on BPA's portion of its Roundup-LaGrande 230-kilovolt (kV) transmission line that crosses the proposed Coyote Business Park on the Umatilla Indian Reservation in Oregon.

Agency Information Collection Revision
The Department of Energy (DOE) has submitted an information collection revision package to OMB for review under the provisions of the Paperwork Reduction Act of 1995. The package requests revision of the information collection listed at the end of this notice. Comments are invited on: (a) Whether the revised information collections are necessary for the proper performance of the functions of the agency, including whether the information has practical utility; (b) the accuracy of the agency's estimate of the burden of the information collections, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collections on respondents, including through the use of automated collection techniques or other forms of information technology.
Alternative Fuel Transportation Program; Replacement Fuel Goal Modification
DOE is publishing this final rule pursuant to the Energy Policy Act of 1992 (EPAct 1992). DOE is extending the EPAct 1992 goal of achieving a production capacity for replacement fuels sufficient to replace 30 percent of the projected U.S. motor fuel consumption (Replacement Fuel Goal) to 2030. DOE determined through its analysis that the 30 percent Replacement Fuel Goal cannot be met by 2010, as established in section 502(b)(2)(B). DOE has determined that the 30 percent goal can be achieved by 2030.
Preventing Undue Discrimination and Preference in Transmission Service
The Federal Energy Regulatory Commission is amending the regulations and the pro forma open access transmission tariff adopted in Order Nos. 888 and 889 to ensure that transmission services are provided on a basis that is just, reasonable and not unduly discriminatory or preferential. The final rule is designed to: Strengthen the pro forma open-access transmission tariff, or OATT, to ensure that it achieves its original purpose of remedying undue discrimination; provide greater specificity to reduce opportunities for undue discrimination and facilitate the Commission's enforcement; and increase transparency in the rules applicable to planning and use of the transmission system.

Civil Monetary Penalty Inflation Adjustment Rule: Order No. 692; Order Redesignating Proceeding
On August 5, 2002, the Commission issued a final rule for a Civil Monetary Penalty Inflation Adjustment as mandated by the Debt Collection Improvement Act of 1996. The final rule was designated ``Order No. 890''. The Commission is redesignating ``Order No. 890'' as ``Order No. 692''.
