The reporting burden includes the
total time, effort, or financial resources

verifying, processing, maintaining,
disclosing and providing information;
(3) adjusting the existing ways to
comply with any previously applicable
instructions and requirements; (4)
training personnel to respond to a
collection of information; (5) searching
data sources; (6) completing and
reviewing the collection of information;
(7) transmitting, or otherwise disclosing
the information; and (8) requesting e.g.
waiver or clarification of requirements.
The estimate of cost for respondents
is based upon salaries for professional
and clerical support, as well as direct
and indirect overhead costs. Direct costs
include all costs directly attributable to
providing this information, such as
administrative costs and the cost for
information technology. Indirect or
overhead costs are costs incurred by an
organization in support of its mission.
These costs apply to activities, which
benefit the whole organization rather
than any one particular function or
activity.
Comments are invited on: (1) Whether
the proposed collection of information
is necessary for the proper performance
of the functions of the Commission,
including whether the information will
have practical utility; (2) the accuracy of
the agency’s estimate of the burden of
the proposed collection of information,
including the validity of the
methodology and assumptions used; (3)
ways to enhance the quality, utility and
clarity of the information to be

Take notice that on March 2, 2007, as
supplemented on March 7, 2007, Enstor
Gulf Coast Storage, LLC (Enstor) 20333
State Highway 249, Suite 400, Houston,
Texas 77070, filed (1) an application in
Docket No. CP07–94–000, pursuant to
section 7(c) of the NGA and the
Commission’s regulations, for a
certificate of public convenience and
necessity authorizing the operation of a
Gulf Coast storage pool that will
aggregate storage capacity obtained from
discrete affiliated and non-affiliated
service providers, and in combination
with off-system interstate transportation
capacity acquired on five interstate
pipelines, will provide storage and in
Docket No. CP07–94–000 storage related
services to the interstate market; and (2)
an application in Docket No. CP07–96–
000 for a blanket transportation
certificate under Part 284 Subpart G of
the Commission’s regulations, to
provide open access storage and storage
related services at market based rates
with pregranted abandonment.

Environmental Review. If a Notice of
Schedule for Environmental Review is
issued, it will indicate, among other
milestones, the anticipated date for the
Commission staff’s issuance of the final
environmental impact statement (FEIS)
or EA for this proposal. The filing of the
EA in the Commission’s public record
for this proceeding or the issuance of a
Notice of Schedule for Environmental
Review will serve to notify Federal and
State agencies of the timing for the
completion of all necessary reviews, and
the subsequent need to complete all

Take notice that on March 5, 2007,
Gulf South Pipeline Company, LP (Gulf
South), 20 East Greenway Plaza,
Houston, Texas 77046, filed in Docket
No. CP07–32–001, an amendment to its
pending application pursuant to section
7(c) of the Natural Gas Act (NGA) in
which it seeks authorization to site,
construct, and operate facilities
proposed in Docket No. CP07–32–000
filed December 11, 2006. In the
amended application, Gulf South
proposes to internally coat the pipe for
the entire length of the project, all as
more fully set forth in the application
which is on file with the Commission
and open to public inspection. The
Commission staff will determine if this
amendment will have an effect on the
schedule for the environmental review
of this project. If necessary, a revised
Notice of Schedule for Environmental
Review will be issued within 90 days of
