Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, the DoD is modifying and reissuing a current system of records titled, "Pentagon Facilities Access Control System," DPFPA 01. This system of records was originally established by the Pentagon Force Protection Agency (PFPA) to collect and maintain a listing of personnel who are authorized to access Pentagon Facilities and verify the identity of approved individuals with access to such facilities and offices. The system name is changing from "Pentagon Facilities Access Control System" to "Pentagon Facilities Access Control Records." This system of records notice (SORN) is being updated to expand the purpose for which the system of records was established and incorporate the DoD standard routines uses (A through J). The DoD is also modifying various other sections within the SORN to improve clarity or update information that has changed.

Notice of Final Federal Agency Action on the Authorization for the Sunrise Wind Energy Project Offshore New York
USACE announces final agency action on the USACE authorization for the proposed construction and maintenance of the Sunrise Wind project offshore of Massachusetts, Rhode Island, and New York. USACE has issued a permit authorizing the construction and maintenance of the Sunrise Wind project under section 10 of the Rivers and Harbors Act of 1899 (RHA), section 404 of the Clean Water Act (CWA), and section 14 of the Rivers and Harbors Act of 1899. The Sunrise Wind project is a "covered project" under title 41 of the Fixing America's Surface Transportation Act.

DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2024 that increases the statutory fee limit for architect and engineering services.

Defense Federal Acquisition Regulation Supplement: Definition of Material Weakness (DFARS Case 2021-D006)
DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2021 that defines the term "material weakness" for Government evaluation of contractor business systems. The term "material weakness" replaces the term "significant deficiency."

U.S. Army Science Board Open Meeting Notice; Correction
This document corrects the previous notice published in the Federal Register on June 12, 2024. This notice respectively corrects to include the "Nature-Based Solutions via US Army Corps of Engineers Programs and Projects FY 24 study" and to also correct all previous meetings and session times.
Federal Acquisition Regulation: Prohibition on Certain Semiconductor Products and Services
DoD, GSA, and NASA issued an advance notice of proposed rulemaking (ANPR) on May 3, 2024, with considerations for amending the Federal Acquisition Regulation (FAR) to implement paragraphs (a), (b), and (h) in section 5949 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 that prohibits executive agencies from procuring or obtaining certain products and services that include covered semiconductor products or services effective December 23, 2027. The deadline for submitting comments is being extended from July 2, 2024, to August 2, 2024, to provide additional time for interested parties to provide comments on the ANPR. Additionally, DoD, GSA, and NASA are providing instructions on how to submit business confidential information within a public comment, for this ANPR only.

Notice of Intent To Prepare a Supplemental Environmental Impact Statement to the Revised Programmatic Environmental Impact Statement (RPEIS) for the Morganza to the Gulf of Mexico, Louisiana, Hurricane and Storm Damage Risk Reduction Project (MTG)
The U.S. Army Corps of Engineers (USACE), Mississippi Valley Division, New Orleans District (CEMVN), is announcing its intent to prepare a Supplemental Environmental Impact Statement (SEIS) to evaluate design changes to the authorized MTG project to meet the one percent Annual Exceedance Probability (AEP) Storm Surge Risk Reduction (100-year level of risk reduction (LORR)). This EIS supplements the Revised Programmatic EIS (RPEIS), MTG, Louisiana, that was integrated with the 2013 Final Post Authorization Change Report (PACR). The 2013 Integrated RPEIS and PACR was approved in the Chief's Report that was signed July 8, 2013. The Record of Decision (ROD) was signed on December 9, 2013.
