The Office of Management and Budget (OMB) has approved this information collection for use under Control Number 0750-0004 through June 30, 2024. Personnel Demonstration Project at the Army Futures Command Science and Technology Reinvention Laboratory (STRL)
This Federal Register Notice (FRN) serves as notice of the adoption of STRL personnel demonstration project flexibilities by an STRL comprised of certain organizations within the U.S. Army Futures Command (AFC), known collectively as the AFC STRL. The organizations comprising the AFC STRL are the U.S. Army Futures Command Headquarters and Headquarters Components (AFC HHC); the Futures and Concepts Center (FCC); Cross Functional Teams (CFTs); The Research and Analysis Center (TRAC); the Combat Capabilities Development Command (CCDC) Headquarters (also known as DEVCOM Headquarters); and the DEVCOM Analysis Center (DAC). The AFC STRL will adopt with some modifications, personnel demonstration project flexibilities implemented by the Combat Capabilities Development Command (CCDC) Army Research Laboratory (ARL); CCDC Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance Center (C5ISR); the Army Research Institute for the Behavioral and Social Sciences (ARI); the CCDC Armament Center (AC); the Technical Center (TC), U.S. Army Space and Missile Defense Command (USASMDC); and the Joint Warfare Analysis Center (JWAC). Most flexibilities and administrative procedures are adopted without changes. However, modifications were made when necessary to address specific management and workforce needs. In addition, changes were made based on current law, best practices, and administrative guidance.

Notice of Intent To Prepare an Environmental Impact Statement for SpaceX Starship-Super Heavy Operations at Cape Canaveral Space Force Station
The Department of the Air Force is the lead agency for this notice. The Federal Aviation Administration is a cooperating agency and the National Aeronautics and Space Administration and U.S. Coast Guard were invited to be cooperating agencies for this action. The Department of the Air Force (DAF) is issuing this Notice of Intent (NOI) to prepare an environmental impact statement (EIS) to evaluate the potential environmental impacts associated with (1) the execution of a real property agreement between the United States Space Force (USSF) and Space Exploration Technologies Corp. (SpaceX), which would enable SpaceX to develop a launch site to support Starship-Super Heavy operations, including launch and landing at Cape Canaveral Space Force Station (CCSFS), and (2) the Federal Aviation Administration's (FAA) issuance of a vehicle operator license at the selected launch site and approval of related airspace closures.

Posting of Informational Video: Cybersecurity Maturity Model Certification (CMMC) Program
The Office of the Department of Defense Chief Information Officer (DoD CIO) has released an informational video to provide the public with an overview of the proposed rule for DoD's updated Cybersecurity Maturity Model Certification (CMMC) Program, which was published in the Federal Register on December 26, 2023 for public comment. The proposed rule establishes requirements for a comprehensive and scalable assessment mechanism to ensure defense contractors and subcontractors have, as part of the CMMC Program, implemented required existing security requirements for Federal Contract Information and Controlled Unclassified Information (CUI) and adds new CUI security requirements for certain priority programs. This document announces that a video file containing an overview briefing of the CMMC proposed rule, presented by leadership and staff from the Office of the DoD Deputy CIO for Cybersecurity, was posted on the internet on February 14, 2024.

This proposed rule establishes Agency Specific Procedures (ASPs) for the Corps' implementation of the Principles, Requirements, and Guidelines for water resources investments. It provides a framework to govern how the Corps would evaluate proposed water resource investments, including identification of which Corps programs and activities are subject to the Principles, Requirements, and Guidelines. The Corps is proposing this rule in response to congressional direction provided in authorizing language in the Water Resources Development Act of 2020.

Identification (ID) Cards for Members of the Uniformed Services, Their Dependents, and Other Eligible Individuals
DoD is finalizing eligibility requirements for ID cards issued to uniformed service members, their dependents, and other DoD individuals. These cards are used for proof of identity, DoD affiliation, and to facilitate accessing DoD benefits. This rule includes documentation requirements to address the modification of gender in a record consistent with the requirements of Executive Orders ``Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation,'' and ``Enabling All Qualified Americans To Serve Their Country In Uniform.'' The rule also updates the CFR to match the revised contents of various internal DoD policy issuances and National Institute of Standards and Technology (NIST) Federal Information Processing Standards (FIPS).
