Certificate of Alternate Compliance for USS AUGUSTA (LCS 34)
The U.S. Navy hereby announces that a Certificate of Alternate Compliance has been issued for USS AUGUSTA (LCS 34). Due to the special construction and purpose of this vessel, the Admiralty Counsel of the Navy has determined it is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the navigation lights provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.
Acceptance of Group Application Under Public Law 95-202 and Department of Defense Directive (DODD) 1000.20
Under the provisions of Section 401, Public Law 95-202 and DoD Directive 100.20, the Department of Defense Civilian/Military Service Review Board has accepted an application on behalf of a group known as ``Former Members of the Free Iraq Forces and Free Iraq Civil Affairs Program Who Served Under Direct Command of U.S. Army and U.S. Marine Corps Units During Operation Iraqi Freedom Across the Iraqi Freedom Theater of Operations During the Period 2002 Through 2018.'' Persons with information or documentation pertinent to the determination of whether service of this group should be considered active military service to the Armed Forces of the United States are encouraged to submit such information or documentation within 60 days to the DoD Civilian/Military Service Review Board (DoD C/MSRB), 1500 West Perimeter Road, Suite 3700, Joint Base Andrews, MD 20762.

Eagle River From Bravo Bridge to Eagle Bay in Knik Arm, Richardson Training Area on Joint Base Elmendorf-Richardson, Alaska; Restricted Area
The U.S. Army Corps of Engineers (Corps) is amending its restricted area regulations to establish a restricted area within the Richardson Training Area on Joint Base Elmendorf-Richardson (JBER), at Eagle River. The restricted area is located in the area of navigable waters extending from the span of Bravo Bridge across Eagle River to the mouth of Eagle River at Knik Arm (Eagle River channel). Establishment of the restricted area will prevent all vessels, watercraft, and individuals from entering an active military range munitions impact area at all times, except for authorized vessels, watercraft, and individuals engaged in support of military training and management activities. The restricted area will avoid inadvertent entry into the impact area during live-fire weapons training, exposure to hazardous noise, and inadvertent encounters with unexploded ordnance.

Civil Monetary Penalty Inflation Adjustment
The Department of Defense is issuing this final rule to adjust each of its statutory civil monetary penalties (CMP) to account for inflation. The Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the 2015 Act), requires the head of each agency to adjust for inflation its CMP levels in effect as of November 2, 2015, under a revised methodology that was effective for 2016 and for each year thereafter.
TRICARE Expansion of the Department of Defense and Department of Veterans Affairs Hearing Aid Ordering Model to Private Sector Care for Active Duty Service Members Receiving Care Through the Supplemental Health Care Program
The Acting Assistant Secretary of Defense for Health Affairs (ASD(HA)) issues this notice of demonstration to authorize the Defense Health Agency (DHA) to expand the DoD and Department of Veterans Affairs (VA) Hearing Aid Program (HAP) utilized throughout the Military Health System to a limited segment of the private sector care network of the TRICARE Managed Care Support Contractors (MCSCs). The intent is to replicate, to the fullest extent possible, the VA's Community Care Network model for delivery of prescribed hearing aids and associated devices to Veterans, for Active Duty Service Members (ADSMs) receiving care through the Supplemental Health Care Program (SHCP) in designated states, as well as to qualifying Prime Active Duty Family Members (ADFMs) diagnosed with profound hearing loss. This demonstration will be effective for the period of two years and conducted in three tiered phases: Phase One covers ADSMs in the state of California from January 1, 2023 until the completion of the demonstration; Phase Two covers ADSMs in the state of Texas from January 1, 2024 until the completion of the demonstration; and Phase Three covers qualifying Prime ADFMs in the states of California and Texas from July 1, 2024 through completion of the demonstration. These changes are intended to standardize the hearing aid ordering process and reduce the cost variability for hearing aids and associated devices prescribed for treatment under TRICARE by private sector care providers in network.

These changes include administrative updates and clarifications to private security contractors (PSCs) performing duties while under contract to DoD in support of a contingency operations, humanitarian or peace operations, or other military operations or exercises.
Notice of Intent To Prepare Legislative Environmental Impact Statement Regarding Proposed Public Land Withdrawal in Vicinity of Arizona State Route 95, Yuma Proving Ground, Arizona
The Department of the Army (Army) intends to prepare a legislative environmental impact statement (LEIS) regarding the withdrawal and reservation for military purposes of approximately 22,000 acres of public land now managed by the Bureau of Land Management (BLM). This withdrawal and reservation would add to the existing withdrawal and reservation for the Army's Yuma Proving Ground (YPG), Arizona. It would improve public safety and meet testing and training requirements for advances in Global Positioning System (GPS)- guided parachute technologies. The additional land would allow for higher-altitude parachute releases and would provide an additional buffer in case of release-point errors and system failures. The proposed withdrawal area, which would extend to Arizona State Route (SR) 95, would establish SR 95 as a distinct physical landmark for the YPG boundary. This notice announces the beginning of the public comment process, including public scoping meetings. When the Army submits its land withdrawal application, BLM will file a separate Notice of Application for Withdrawal in the Federal Register. The LEIS will analyze potential impacts of the Army's use of the land. The LEIS will be transmitted to Congress to support legislative decision-making regarding the Army's request.
