Notice of Intent To Prepare a Draft Supplemental Environmental Impact Statement/Environmental Impact Report for the American River Common Features Project, American River Erosion Protection and Arden Pond Mitigation Components (Sacramento County, California), as Authorized Under the Water Resources Development Act of 2016
The U.S. Army Corps of Engineers (USACE), Sacramento District, the State of California, and Central Valley Flood Protection Board (CVFPB) are preparing a Draft Supplemental Environmental Impact Statement/Environmental Impact Report (Draft Supplemental EIS/EIR) for the American River Contract 2 (Proposed Action) of the American River Common Features (ARCF) Levee Improvement Project authorized by the Water Resources Development Act of 2016. This Draft Supplemental EIS/ EIR supplements the ARCF General Reevaluation Report (GRR) Final EIS/ EIR (May 2016). The Proposed Action includes constructing erosion protection measures at Lower American River (LAR) sites 2-2 (river mile 7.5 right bank), and 2-3 (river mile 5.9 right bank), transporting excavated materials from site 2-3 to the Arden Pond mitigation site for construction of shallow water fish habitat for juvenile salmon, construction of a berm to separate the restored Arden Pond from the adjacent bass pond, and planting of emergent and riparian vegetation to provide Shaded Riverine Aquatic (SRA) habitat. The Proposed Action is necessary to protect the levee from erosion damage that could reduce its reliability to protect against flooding, and to mitigate loss of fish and riparian habitat for the American River Common Features Project Endangered Species Act consultation requirements. Conceptual components of the Proposed Action were analyzed (erosion protection measures) in the ARCF GRR Final EIS/EIR, but some elements of the Proposed Action (Arden Pond and SRA habitat mitigation) were not analyzed in the ARCF GRR Final EIS/EIR because habitat mitigation locations and designs were still in formulation at the time the Final EIS/EIR was completed. The USACE has now developed levee erosion protection and habitat mitigation designs in sufficient detail to analyze their environmental effects.
Certificate of Alternate Compliance for USS MOBILE (LCS 26)
The U.S. Navy hereby announces that a Certificate of Alternate Compliance has been issued for USS MOBILE (LCS 26). Due to the special construction and purpose of this vessel, the Deputy Assistant Judge Advocate General (DAJAG)(Admiralty and Maritime Law) has determined it is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the navigation lights provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.

In accordance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on a revision and renewal concerning rights in data and copyrights. DoD, GSA, and NASA invite comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through October 31, 2020. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

The U.S. Army Corps of Engineers (Corps) will prepare an Environmental Impact Statement (EIS) to evaluate project alternatives and the public interest review factors, as well as the effects on 129 acres of forested wetlands for the proposed landfill expansion.

Draft Environmental Impact Statement and Draft Finding of No Practicable Alternative for Implementation of Area Development Plan at Davison Army Airfield, Fort Belvoir, Virginia
The Department of Army (Army) announces the availability of the Draft Environmental Impact Statement (EIS) for the proposed implementation of an Area Development Plan (ADP) for Davison Army Airfield (DAAF) at Fort Belvoir, Virginia. In accordance with the National Environmental Policy Act (NEPA), the Draft EIS analyzes the potential environmental impacts associated with implementing the construction, modernization, and demolition projects at DAAF recommended in the ADP (Proposed Action). A Draft Finding of No Practicable Alternative (FONPA) addressing potential impacts on floodplains and wetlands is also available for comment with the Draft EIS.

Pacific Ocean at Naval Base Guam Telecommunication Site, Finegayan Small Arms Range, on the Northwestern Coast of Guam; Danger Zone
The Corps of Engineers (Corps) is amending its danger zone regulations to establish a danger zone in the Pacific Ocean adjacent to the existing Finegayan Small Arms Range at Naval Base Guam telecommunication site on the northwestern coast of Guam. The danger zone is located entirely within the Pacific Ocean, comprising 892 acres and extending 2.36 miles into the ocean from the high tide line. Establishment of the danger zone will intermittently prohibit vessels from lingering in the danger zone when the small arms range is in active use in order to ensure public safety.

Uniform National Discharge Standards for Vessels of the Armed Forces-Phase II Batch Two
The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Defense (DoD) are promulgating discharge performance standards for 11 discharges incidental to the normal operation of a vessel of the Armed Forces in the navigable waters of the United States, the territorial seas, and the contiguous zone. When implemented, the discharge performance standards will reduce the adverse environmental impacts associated with the vessel discharges, stimulate the development of improved vessel pollution control devices, and advance the development of environmentally sound vessels of the Armed Forces. The 11 discharges addressed by the final rule include the following: Catapult water brake tank and post-launch retraction exhaust, controllable pitch propeller hydraulic fluid, deck runoff, firemain systems, graywater, hull coating leachate, motor gasoline and compensating discharge, sonar dome discharge, submarine bilgewater, surface vessel bilgewater/oil-water separator effluent, and underwater ship husbandry.
Nondiscrimination on the Basis of Disability in Programs or Activities Assisted or Conducted by the DoD and in Equal Access to Information and Communication Technology Used by DoD, and Procedures for Resolving Complaints
The Department of Defense (DoD) is proposing to amend its regulations prohibiting unlawful discrimination on the basis of disability in programs or activities receiving Federal financial assistance from, or conducted by, DoD. These revisions update and clarify the obligations that section 504 of the Rehabilitation Act imposes on recipients of Federal financial assistance and DoD Components, in order to incorporate current statutory provisions, requirements from judicial decisions, and comparable provisions implementing title II of the Americans with Disabilities Act (ADA). The regulation is further revised to implement section 508 of the Rehabilitation Act, as applicable to the DoD Components, in order to provide policy concerning accessibility of DoD information and communication technology. Additionally, the regulation provides the procedures pursuant to sections 504 or 508 of the Rehabilitation Act.

Sexual Assault Prevention and Response (SAPR) Program
The Department of Defense (DoD) is finalizing two interim final rules in a single final rule which deletes all guidance internal to DoD, and incorporate only those policy provisions directly affecting DoD's obligations to provide sexual assault prevention and response (SAPR) services to certain members of the public who are adult victims of sexual assault. This revision also makes SAPR policy updates as required by legal mandates.

The USA is modifying an existing System of Records titled, Mobilization Common Operating Picture (MOBCOP), A0500-5 DAMO. This System of Records will become the DoD Mobilization Deployment Management Information System (MDMIS). The MDMIS supports operational exercises, deployments and mission movements of military forces. The modification will expand the System of Records for use by all the military services, remove duplication of effort, improve efficiency within the department, and enhance public transparency.

Privacy Act of 1974; System of Records
The NRO is rescinding a System of Records, Health and Fitness Evaluation Records, QNRO-01. The purpose of this System of Records was to provide fitness assessments and design individual wellness programs. The NRO Health and Fitness Evaluation Program was discontinued and the supporting information system was decommissioned. The system records were destroyed in accordance with the record retention and disposal policy as specified in the SORN.
Table Rock Lake Oversight Committee Meetings Notice
The Department of Defense (DoD) published a notice on April 17, 2020 that announced the third meeting of the Table Rock Lake Oversight Committee, which was to take place on Wednesday, May 6, 2020 from 8:00 a.m. to 5:00 p.m., had been cancelled due to concerns with COVID-19/State of Missouri ``Stay-at-Home'' order. The notice stated the meeting would be re-scheduled at a later date, along with meeting four. DoD is publishing this notice to announce the revised schedule for Meeting 3 of the Federal advisory committee meetings of the Table Rock Lake Oversight Committee (TRLOC).
National Geospatial-Intelligence Agency (NGA) Privacy Program
This final rule removes DoD's regulation concerning the National Geospatial-Intelligence Agency (NGA) Privacy Program. On April 11, 2019, the Department of Defense published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide privacy program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, this part is now unnecessary and may be removed from the CFR.
National Security Agency/Central Security Services Privacy Act Program
This final rule removes the Department of Defense (DoD) regulation concerning the National Security Agency/Central Security Services (NSA/CSS) Privacy Program. On April 11, 2019, the DoD published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide privacy program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, this part is now unnecessary and may be removed from the Code of Federal Regulations (CFR).
