The Advisory Committee on Arlington National Cemetery is an independent Federal advisory committee chartered to provide the Secretary of Defense, through the Secretary of the Army, independent advice and recommendations on Arlington National Cemetery, including, but not limited to cemetery administration, the erection of memorials at the cemetery, and master planning for the cemetery. The U.S. Army Corps of Engineers (Corps) intends to prepare a Supplemental Environmental Impact Statement (SEIS), in compliance with the National Environmental Policy Act (NEPA), for the continued operation and maintenance (O&M) of the federally managed portion of the Mill Creek Flood Control Project (Project) at Walla Walla, Washington, and implementation of actions to avoid or minimize potential effects to Endangered Species Act (ESA)listed fish and/or associated critical habitat. The SEIS will supplement the June 1975, Mill Creek Project, Walla Walla, Washington, Final Environmental Impact Statement (FEIS), prepared by the Corps for the operation, maintenance, and improvement of the federally managed portion of the Project. The SEIS will identify and evaluate current O&M actions that may not have been adequately addressed in the 1975 FEIS or have been implemented since completion of the 1975 FEIS, and actions that are proposed for the future. It will also identify and evaluate operational and structural measures the Corps has proposed to improve fish passage through the Project. The 1975 FEIS did not adequately address the effects of the Project on fish species, particularly Mid-Columbia River steelhead and Columbia Basin bull trout. These species were listed under the ESA in the 1990's, and both Mill Creek and Yellowhawk Creek (a distributary of Mill Creek) have been designated as critical habitat.

The Servicemembers Civil Relief Act, as codified at 50 U.S.C. App. 3951, prohibits a landlord from evicting a Service member (or the Service member's family) from a residence during a period of military service except by court order. The law as originally passed by Congress applied to dwellings with monthly rents of $2,400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation and to publish the new amount in the Federal Register. Applying the inflation adjustment for 2016, the maximum monthly rental amount for 50 U.S.C. App. 3951 (a)(1)(A)(ii) as of January 1, 2017, will be $3,584.99.

NID's stated purpose for the Proposed Action is to provide drought and climate change-mitigation, meet projected future water supply needs, and improve water supply reliability for NID's customers.

Based on a recent review of DGC 20, DoD Presidential Appointee Vetting File, it was determined that this system of records is now appropriately covered under and is maintained in accordance with the government-wide Office of Government Ethics system of records notice OGE/GOVT-1, Executive Branch Personnel Public Financial Disclosure Reports and Other Name-Retrieved Ethics Program Records (December 9, 2013, 78 FR 73863). Accordingly, DGC 20 is duplicative and can be deleted.

This notice describes the changes made to the TRICARE DRG- based payment system in order to conform to changes made to the Medicare Prospective Payment System (PPS). It also provides the updated fixed loss cost outlier threshold, cost-to-charge ratios, and the data necessary to update the Fiscal Year (FY) 2017 rates. This notice also announces there will be no future Federal Register notices published for the annual DRG updates, as all information included in this notice will now be published on the Defense Health Agency's official Web site found at https://www.health.mil. As a result, FY 2017 is the last year for publication of the DRG notice.
