interest or expertise. Of these, no more
than seven members are nominated by
the Secretary of the Army.
By direction of the Secretary of the
Army, all resumes submitted in
response to this notice will be presented
to and reviewed by a panel of three
senior Army leaders. Potential nominees
shall be prioritized after review and
consideration of their resumes for:
Demonstrated technical/professional
expertise; preeminence in a field(s) of
interest or expertise; potential
contribution to membership balance in
terms of the points of view represented
and the functions to be performed;
potential organizational and financial
conflicts of interest; commitment to our
Nation’s veterans and their families; and
published points of view relevant to the
objectives of the Committee. The panel
will provide the DFO with a prioritized
list of potential nominees for
consideration by the Executive Director,
Army National Military Cemeteries, in
making an initial recommendation to
the Secretary of the Army. The
Executive Director, Army National
Military Cemeteries; the Secretary of the
Army; and the Secretary of Defense are
not limited or bound by the
recommendations of the Army senior
leader panel. Sources in addition to this
Federal Register notice may be utilized
in the solicitation and selection of
nominations.
b. Service. The Secretary of Defense
may approve the appointment of a
Committee member for a one-to-four
year term of service; however, no
member, unless authorized by the
Secretary of Defense, may serve on the
Committee or authorized subcommittee
for more than two consecutive terms of
service. The Secretary of the Army shall
designate the Committee Chair from the
total Advisory Committee membership.
The Committee meets at the call of the
DFO, in consultation with the
Committee Chair. It is estimated that the
Committee meets four times per year.
c. Appointment. The operations of the
Committee and the appointment of
members are subject to the Federal
Advisory Committee Act (Pub. L. 92–
463, as amended) and departmental
implementing regulations, including
Department of Defense Instruction
5105.04, Department of Defense Federal
Advisory Committee Management
Program, available at https://

510504p.pdf. Appointed members who
are not full-time or permanent part-time
Federal officers or employees shall be
appointed as experts and consultants
under the authority of Title 5, United
States Code Section 3109 and shall

serve as special government employees.
Committee members appointed as
special government employees shall
serve without compensation except that
travel and per diem expenses associated
with official Committee activities are
reimbursable.
