The U.S. Army Corps of Engineers (Corps) is amending its regulations by revising an existing restricted area regulation and establishing a new restricted area along portions of the Tyndall Air Force Base (AFB) facility shoreline that will be activated on a temporary basis. The duration of temporary restricted area activations will be limited to those periods where it is warranted or required by specific and credible security threats and will be inactive at all other times. The restricted area will be partitioned using 23 pairs of coordinates to facilitate quick geographic recognition. Tyndall AFB is surrounded on three sides by water with approximately 129 miles of unprotected coastline. This includes several areas where the lack of security or lack of restriction on access to these areas leaves Tyndall AFB personnel and resources vulnerable to security threats. This amendment is necessary to implement an enhanced threat security plan for Tyndall AFB which will allow temporary activation of one or more portions of the restricted area as necessary to provide the appropriate level of security required to address the specific and credible threat triggering the need for activation.

The U.S. Air Force (USAF) is issuing this notice of intent (NOI) to prepare a Supplemental Environmental Impact Statement (SEIS) to address changes made since the February 2016 completion of the F-35A Operational BeddownPacific EIS (referred herein as the original EIS) and signature of the Record of Decision (ROD) in April 2016, announcing the Air Force decision to beddown two squadrons of F-35A aircraft at Eielson AFB, Alaska. The original EIS evaluated infrastructure construction, demolition, renovations, additional personnel, and increases in aircraft operations at the airfield and in the Joint Pacific Alaska Range Complex (JPARC) airspace. However, the Air Force is supplementing the original EIS due to projects being identified after the ROD was signed that are required to support the F-35 beddown at Eielson AFB. These projects are relevant to environmental concerns and provide new circumstances and information relevant to Air Force decision-making and mitigation activities. Scoping and Agency Coordination:To effectively define the full range of issues to be evaluated in the SEIS, the USAF will determine the scope of the analysis by soliciting comments from interested local, state and federal elected officials and agencies, as well as interested members of the public and others. This is being done by providing a Web site where the public and lodge their comments and/or by mailing comments to the base Civil Engineering Squadron.

The U.S. Army Corps of Engineers (USACE) Tulsa District has prepared a Revised Draft Environmental Impact Statement (RDEIS) to analyze the direct, indirect and cumulative effects of the construction of the proposed Lower Bois d'Arc Creek Reservoir (LBCR) and related actions proposed by the North Texas Municipal Water District (NTMWD) in Fannin County, Texas. The Proposed Action is a regional water supply project intended to provide up to 175,000 acre-feet/year (AFY), with an estimated firm yield of 120,665 AFY, of new water for NTMWD's member cities and direct customers in all or portions of nine counties in northern TexasCollin, Dallas, Denton, Fannin, Hopkins, Hunt, Kaufman, Rains and Rockwall. Construction of the reservoir and related facilities would result in permanent impacts to approximately 5,874 acres of wetlands and 651,140 linear feet of streams, and 78 acres of open waters. This action requires authorization from the USACE under Section 404 of the Clean Water Act (CWA). The Section 404 of the CWA permit applicant is the NTMWD. The RDEIS was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the USACE's regulations for NEPA implementation (33 Code of Federal Regulations [CFR] parts 230 and 325 (with associated Appendices B and C). The USACE, Tulsa District, Regulatory Office is the lead federal agency responsible for the RDEIS and information contained in the EIS will serve as the basis for a decision whether or not to issue a Section 404 of the CWA permit. It also provides information for Federal, State and local agencies having jurisdictional responsibility for affected resources.

The Final EIS for LWI and SPE resulted in a Record of Decision (ROD) that was signed on September 8, 2016 for the LWI project only. The SPE proposed action is to extend the existing Service Pier and construct associated support facilities. The purpose is to provide additional berthing capacity and improve associated support facilities for existing homeported and visiting submarines at NAVBASE Kitsap Bangor. The SPE project is needed to provide alternative opportunities for berthing to mitigate restrictions at NAVBASE Kitsap Bremerton, Washington, on navigating SEAWOLF Class submarines through Rich Passage under certain tidal conditions and to improve long-term operational effectiveness for the three SEAWOLF Class submarines on NAVBASE Kitsap. The Supplemental EIS will address the SPE project only and will evaluate resources based upon changes in design and new information relevant to environmental concerns per 40 CFR 1502.9. The DoN will evaluate this new, relevant information and incorporate that information into revised analyses where appropriate. The analysis will address, among others, changes to the Alternative 2 design and new regulatory guidance and requirements.
