In compliance with the Paperwork Reduction Act of 1995, the Office of the Under Secretary of Defense for Personnel and Readiness announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The Department of the Navy (DoN) announces the availability of the Records of Decision (RODs) by the DoN and the Bureau of Land Management (BLM) for the Supplemental Environmental Impact Statement for Land Acquisition and Airspace Establishment to Support Large-Scale Marine Air Ground Task Force Live-Fire and Maneuver Training at Marine Corps Air Ground Combat Center, Twentynine Palms, California. The Principal Deputy Assistant Secretary of the Navy (Energy, Installations and Environment) signed the DoN ROD on February 10, 2017. The BLM California Desert District Manager signed the BLM ROD on February 9, 2017.

The Ocean Research Advisory Panel (ORAP) will hold a regularly scheduled meeting. The meeting will be open to the public.

The Office of the Secretary of Defense is modifying a system of records, entitled, ``Defense User Registration System (DURS) Records, DTIC 01'' to be compliant with the OMB Circular A-108 and make other administrative changes. This system of records registers and certifies users of Defense Technical Information Center (DTIC) products and services. It ensures that Department of Defense scientific and technological information is appropriately managed to enable scientific knowledge and technological innovations to be fully accessible to authorized recipients while applying appropriate safeguards to assure that the information is protected according to national security requirements.

The United States Army Corps of Engineers (USACE) San Francisco District is canceling the notice of availability issued on February 10, 2017 (82 FR 10346) for the Draft Detailed Project Report with Integrated Environmental Assessment (DPR/EA) and draft Finding of No Significant Impact (FONSI) for the proposed Pier 70 Central Basin Continuing Authorities Program (CAP) Section 107 Navigation Improvement Project in San Francisco, CA. The USACE is postponing the public review and comment period.

The Department of the Navy hereby gives notice of its intent to grant to PhareTech located at 4720 Chevy Chase Drive, Apartment 406, Chevy Chase, Maryland 20815, a revocable, nonassignable, exclusive license throughout the United States (U.S.) in all the fields of use in the Government-Owned invention described in U.S. Patent Application number 14/734,186 filed on June 9, 2015 entitled ``Low Latency Fiber Optic Local Area Network'' inventors Beranek et al.

The U.S. Army Corps of Engineers (Corps) intends to prepare a Supplemental Environmental Impact Statement (SEIS), in compliance with the National Environmental Policy Act (NEPA), for the continued operation and maintenance (O&M) of the federally managed portion of the Mill Creek Flood Control Project (Project) at Walla Walla, Washington, and implementation of actions to avoid or minimize potential effects to Endangered Species Act (ESA)listed fish and/or associated critical habitat. The SEIS will supplement the June 1975, Mill Creek Project, Walla Walla, Washington, Final Environmental Impact Statement (FEIS), prepared by the Corps for the operation, maintenance, and improvement of the federally managed portion of the Project. The SEIS will identify and evaluate current O&M actions that may not have been adequately addressed in the 1975 FEIS or have been implemented since completion of the 1975 FEIS, and actions that are proposed for the future. It will also identify and evaluate operational and structural measures the Corps has proposed to improve fish passage through the Project. The 1975 FEIS did not adequately address the effects of the Project on fish species, particularly Mid-Columbia River steelhead and Columbia Basin bull trout. These species were listed under the ESA in the 1990's, and both Mill Creek and Yellowhawk Creek (a distributary of Mill Creek) have been designated as critical habitat.

The Defense Science Board (DSB) 2017 Summer Study Task Force on Countering Anti-access Systems with Longer Range and Standoff Capabilities (``the Long Range Effects 2017 Summer Study Task Force'') will meet in closed session on Tuesday, February 14, 2017, from 7:50 a.m. to 5:00 p.m. at the Strategic Analysis Inc. Executive Conference Center, 4075 Wilson Blvd., Suite 350, Arlington, VA and Wednesday, February 15, 2017, from 8:00 a.m. to 5:00 p.m. at the Virginia Tech Advanced Research Center, 900 Glebe Road, 7th Floor, Arlington, VA.

The Department of the Army announces that, unless there is an objection, after 15 days it contemplates granting an exclusive license to Savit Corporation, Rockaway, New Jersey for U.S. patents 8,161,883 ``Flash-Bang Grenade with Greater Flash Intensity'', and D642,235 ``Housing for Flash-Bang Grenade.'' Any license granted shall comply with 35 U.S.C. 209 and 37 CFR part 404.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning reporting purchases from sources outside the United States. A notice was published in the Federal Register at 81 FR on 76357 on November 2, 2016. No comments were received.

This notice describes the changes made to the TRICARE DRG- based payment system in order to conform to changes made to the Medicare Prospective Payment System (PPS). It also provides the updated fixed loss cost outlier threshold, cost-to-charge ratios, and the data necessary to update the Fiscal Year (FY) 2017 rates. This notice also announces there will be no future Federal Register notices published for the annual DRG updates, as all information included in this notice will now be published on the Defense Health Agency's official Web site found at https://www.health.mil. As a result, FY 2017 is the last year for publication of the DRG notice.
