The Department of Defense is publishing this notice to announce that it is renewing the charter for the Defense Health Board (``the Board'').

As part of a Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery, we are seeking comment on the development of the following proposed Generic Information Collection Request (Generic ICR): ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery'' for approval under the Paperwork Reduction Act (PRA). This notice announces our intent to submit this collection to OMB for approval and solicits comments on specific aspects for the proposed information collection. The Department of Defense is publishing this notice to announce a Federal Advisory Committee meeting of the Uniform Formulary Beneficiary Advisory Panel (hereafter referred to as the Panel).

The Secretary of Defense approved establishment of policy that prohibits the use of discretionary military pay allotments to acquire personal property. His purpose in doing so is to eliminate one mechanism that predatory lenders use to take advantage of service members who finance purchases using the military pay allotment system. To address predatory practices, the changes will prohibit active duty service members from establishing new allotments for the purchase, lease, or rental of vehicles (e.g., an automobile, motorcycle, or boat); appliances or household goods (e.g., a washer, dryer, or furniture); electronics (e.g., a laptop, tablet, cell phone, or television); or other consumer items that are tangible and movable. This change is effective January 1, 2015.

In compliance with the Paperwork Reduction Act of 1995, the Army & Air Force Exchange announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to clarify when to use higher- level quality standards in solicitations and contracts. The rule also updates the examples of higher-level quality standards by removing obsolete standards and adding new industry standards that pertain to quality assurance for avoidance of counterfeit items.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement the Streamlining Claims Processing for Federal Contractor Employees Act which amends the United States Code (U.S.C.) to transfer certain functions from the Government Accountability Office (GAO) to the Department of Labor (DOL) relating to the processing of claims for the payment of workers who were not paid appropriate wages under certain provisions of the U.S.C.

The Commander of the Northwestern Division of the U.S. Army Corps of Engineers (Corps) is soliciting applications to fill vacant stakeholder representative member positions on the Missouri River Recovery Implementation Committee (MRRIC). Members are sought to fill vacancies on a committee to represent various categories of interests within the Missouri River basin. The MRRIC was formed to advise the Corps on a study of the Missouri River and its tributaries and to provide guidance to the Corps with respect to the Missouri River recovery and mitigation activities currently underway. The Corps established the MRRIC as required by the U.S. Congress through the Water Resources Development Act of 2007 (WRDA), Section 5018.

The Chicago District, U.S. Army Corps of Engineers (USACE) announces its intent to (1) prepare a Draft EIS, (2) accept public comments and (3) host public scoping meetings in Lemont, Illinois at Argonne National Laboratories and Chicago, Illinois for GLMRIS Evaluation of Aquatic Nuisance Species Controls near Brandon Road Lock and Dam (GLMRISBrandon Road). In collaboration with other Federal, State, and local agencies as well as non-governmental entities, USACE is evaluating structural and nonstructural options and technologies near the Brandon Road Lock and Dam site. This effort is an interim response to the GLMRIS authority. The purpose of the GLMRISBrandon Road evaluation is to consider a control point to reduce the risk of upstream transfer of ANS, from the Mississippi River (MR) Basin into the Great Lakes (GL) Basin through the Chicago Area Waterway System (CAWS), to the maximum extent possible. The GLMRISBrandon Road effort will seek to minimize adverse impacts to waterway users or resources.

The Defense Logistics Agency proposes to alter a system of records notice, S500.55, entitled ``Information Technology Access and Control Records'' in its inventory of record systems subject to the Privacy Act of 1974, as amended.

The Defense Health Agency proposes to alter an existing system of records, EDHA 11, entitled ``Defense Medical Human Resources System internet (DMHRSi)'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system consolidates all of the human resources functions, including readiness, manpower, labor cost assignment, education, and training, for personnel across the DoD medical enterprise, thereby providing a single database source of instant query/access for all personnel types and the readiness posture of all DoD medical personnel. This system of records permits ready access to essential manpower, personnel, labor cost assignment, education and training, and personnel readiness information across the DoD medical enterprise.

The Defense Finance and Accounting Service proposes to alter a system of records, T-7340d, entitled ``Defense Military Pay Office Input and Reporting System'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system provides a user- friendly computer application that provides input and reporting capabilities for the Defense Joint Military Pay Account Systems, Active, and Reserve Component. DFAS and the military Finance Offices use this system to input transactions into, and pull report data from the Master Military Pay Account (MMPA) record that is maintained for each military member.

The Department of the Navy (DoN) is extending the public scoping period for the Revised Notice of Intent to prepare an Environmental Impact Statement (EIS) for EA-18G Growler airfield operations at Naval Air Station (NAS) Whidbey Island, Washington and announcing two additional public scoping meetings. The public scoping period will be extended an additional 45-days to January 9, 2015 and two additional public scoping meetings have been scheduled, one in Lopez Island, Washington and the other in Port Townsend, Washington. Dates and Addresses: Two open house information sessions will be held between 3:00 p.m. and 6:00 p.m. on: 1. Wednesday, December 3, 2014, Lopez Island Center for Community and Arts, 204 Village Road, Lopez Island, Washington 98261. 2. Each of the open house information sessions will be informal and consist of information stations staffed by DoN representatives. The DoN invites comments on the proposed scope and content of the EIS from all interested parties, including Federal agencies, state agencies, local agencies, American Indian Tribes and Nations, and interested persons. Comments on the scope of the EIS may be provided via the U.S. Postal Service or the EIS Web site at: www.whidbeyeis.com. All comments provided orally or in writing at the scoping meetings, through the project Web site or by mail during the scoping period will receive the same consideration during EIS preparation. All comments must be postmarked no later than January 9, 2015.
