Federal Acquisition Regulation; Repeal of the Recovery Act Reporting Requirements
DoD, GSA, and NASA have adopted as final, with changes, two interim rules amending the Federal Acquisition Regulation (FAR) to revise the clause on Recovery Act reporting procedures. This final rule implements a section of the Consolidated Appropriations Act, 2014, by repealing the reporting requirements of the American Recovery and Reinvestment Act of 2009.
Federal Acquisition Regulation; Commercial and Government Entity Code
DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to require the use of Commercial and Government Entity (CAGE) codes, including North Atlantic Treaty Organization (NATO) CAGE (NCAGE) codes for foreign entities, for awards valued at greater than the micro-purchase threshold. The CAGE code is a five-character alpha-numeric identifier used extensively within the Federal Government. The rule will also require offerors, if owned by another entity, to identify that entity.

In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35), DoD announces the intention to request reinstatement of a previously approved information collection from the Office of Management and Budget (OMB), for which approval has expired. DoD seeks public comment on the provisions of the information collection requirement. Reserve Forces Policy Board; Notice of Federal Advisory Committee Meeting; Revision
On Wednesday, May 14, 2014, the Department of Defense published a notice in the Federal Register announcing a Federal Advisory Committee meeting of the Reserve Forces Policy Board (79 FR 27579-27580). Defense Federal Acquisition Regulation Supplement: Clauses With Alternates-Special Contracting Methods, Major System Acquisition, and Service Contracting (DFARS Case 2014-D004)
DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to revise and update clauses and their prescriptions for special contracting methods, major system acquisition, and service contracting to create basic and alternate clauses structured in a manner to facilitate use of automated contract writing systems. The rule also includes the full text of each alternate, rather than only showing the paragraphs that differ from the basic clause.

Defense Logistics Agency Freedom of Information Act Program
The Defense Logistics Agency (DLA) is revising and updating its existing rule concerning the DLA Freedom of Information Act (FOIA) Program. This rule implements changes to conform to the requirements of the Electronic Freedom of Information Act Amendments of 1996, and the OPEN Government Act of 2007. In addition, part 1285 will be redesignated as part 300.
Revised Non-Foreign Overseas Per Diem Rates
The Defense Travel Management Office is publishing Civilian Personnel Per Diem Bulletin Number 292. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 292 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.
