National Geospatial-Intelligence Agency (NGA) is updating the NGA Privacy Act Program regarding NGA Threat Mitigation Records. Additionally, NGA initiated a rulemaking to exempt this system of records from a number of provisions of the Privacy Act, because this system may contain records or information recompiled from or created from information contained in other systems of records, which are exempt from certain provisions of the Privacy Act. For these records or information only, NGA will also claim the original exemptions for these records or information from the Privacy Act of 1974, as amended, as necessary and appropriate to protect such information. Such exempt records or information may be law enforcement or national security investigation records, law enforcement activity and encounter records.

The Office of Inspector General is exempting a new system of records, CIG-29, entitled, ``Privacy and Civil Liberties Complaint Reporting System'' from subsections (c)(3); (d)(1), (2), (3), (4); (e)(1) and (e)(4); (G), (H), (I); and (f) of the Privacy Act, pursuant to 5 U.S.C. 552a. This direct final rule makes no substantive changes to the Office of Inspector General Privacy Program rules. These changes will allow the Department to add an exemption rule to the Office of Inspector General Privacy Program rules that will exempt applicable Department records and/or material from certain portions of the Privacy Act. This will improve the efficiency and effectiveness of DoD's program by preserving the exempt status of the applicable records and/or material when the purposes underlying the exemption(s) are valid and necessary. This rule is being published as a direct final rule as the Department of Defense does not expect to receive any adverse comments, and so a proposed rule is unnecessary.

On April 22, 2014, the United States Air Force signed the ROD for the KC-46A Formal Training Unit (FTU) and First Main Operating Base (MOB 1) Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to implement the Preffered Alternative to beddown eight (8) KC-46A Primary aircraft authorized (PAA) with associated construction at Altus Air Force Base (AFB) for the FTU and beddown thirtysix (36) KC-46A PAA with associated construction at McConnell AFB for MOB-1. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on March 21, 2014 through a NOA in the Federal Register (Volume 79, Number 55, Page 15741) with a wait period that ended on April 21, 2014. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS. Authority: This NOA is published pursuant to the regulations (40 CFR Part 1506.6) implementing the provisions of the NEPA of 1969 (42 U.S.C. 4321, et seq.) and the Air Force's Environmental Impact Analysis Process (EIAP) (32 CFR Parts 989.21(b) and 989.24(b)(7)).

The Garrison Commander at Fort Wainwright, Alaska, has reviewed the Final Environmental Impact Statement (EIS) for the Disposition of Hangars 2 and 3 at Fort Wainwright, Alaska, and made the decision to proceed with the implementation of Alternative 1, Demolition of Hangars 2 and 3 (the selected alternative), which includes the demolition of both hangars and supporting infrastructure. Hangars 2 and 3 are World War II-era hangars and are contributing resources within the Ladd Field National Historic Landmark (NHL) and Ladd Air Force Base Cold War Historic District. Specific details of the decision are captured in the Army's Record of Decision (ROD) for this action. Both hangars no longer meet the functional requirements of maintenance facilities for the modern Army aircraft fleet, currently serve no active function, and are a safety hazard due to their compromised structural integrity. This alternative meets the Army's following objectives: (1) Eliminate fire and safety issues associated with Hangars 2 and 3; (2) eliminate non-mission essential funding expenditures; (3) make available the valuable airfield space the hangars occupy to support the military mission because the hangars no longer meet the functional requirements of maintenance facilities for modern aircraft and are unable to support the aviation mission; (4) meet the special requirements for NHLs under Section 110 of the National Historic Preservation Act (NHPA) and its implementing regulations (to the maximum extent possible, undertake such necessary planning and actions that minimize harm to NHLs); and (5) avoid, minimize, or otherwise mitigate any adverse effects on historic resources through Section 106 consultation under the NHPA.

The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS NORTH DAKOTA (SSN 784) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

The Department of the Air Force proposes to add a new system of records, F084 NMUSAF B, entitled, ``Air Force Museum Artifact Tracking System (AFMATS)'' to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will be used to systematically collect and retain acquisition data regarding individuals donating historical property or archival materials to the National Museum of the United States Air Force. The Air Force may then establish title to the historical property and archival materials.

The Defense Travel Management Office is publishing Civilian Personnel Per Diem Bulletin Number 291. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 291 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.
