Meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS)
Pursuant to section 10(A), Public Law 92-463, as amended, notice is hereby given of a forthcoming meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS). The purpose of the Committee meeting is to t. The meeting is open to the public, subject to the availability of space. Interested persons may submit a written statement for consideration by the Committee and make an oral presentation of such. Persons desiring to make an oral presentation or submit a written statement to the Committee must notify the point of contact listed below no later than 5 p.m., 3 January 2006. Oral presentation by members of the public will be permitted only on Monday, 9 January 2006 from 4:45 p.m. to 5 p.m. before the full Committee. Presentations will be limited to two minutes. Number of oral presentations to be made will depend on the number of requests received from members of the public. Each person desiring to make an oral presentation must provide the point of contact listed below with one (1) copy of the presentation by 5 p.m., 3 January 2006 and bring 35 copies of any material that is intended for distribution at the meeting. Public Meeting of the Defense Advisory Committee on Military Compensation
On Tuesday, January 24, 2006, from 10 a.m. to 12 p.m., the Committee will discuss various aspects of the military pay and benefits system, such as compensation that recognizes danger, risk, and hardship that members experience; the appropriate balance between in-service and post-service compensation; the appropriate balance between cash and non-cash compensation; and the structure, level, and relevance of compensation for the Reserve and Guard, considering their changed utilization. Members of the Public may attend but participation in Committee discussions by the Public will not be permitted. Written submissions of data, information, and views may be sent to the Committee contact person at the address shown. Submissions should be received by close of business January 16, 2006 to allow time for distribution to the committee members prior to the meeting. Persons attending are advised that the Committee is not responsible for providing access to electrical outlets.

Defense Science Board; Meetings
The Defense Science Board Task Force on Nuclear Capabilities will meet in closed session on January 4, 2006, at the Institute for Defense Analysis (IDA), 4850 Mark Center Drive, Alexandria, VA. This meeting will be an Executive Session for draft report writing and discussion. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will: Assess the current plan for sustaining the nuclear weapons stockpile and make recommendations for ensuring the future reliability, safety, security, and relevance of the nuclear weapons stockpile for the 21st century; examine the DoD role in defining needs in the nuclear weapons stockpile and recommend changes in institutional arrangements to ensure an appropriate DoD role; assess progress towards the goal of an integrated new triad of strike capabilities (nuclear, advanced conventional, and non-kinetic) within the new triad of strike, defense and infrastructure; examine a wide range of alternative institutional arrangements that could provide for more efficient management of the nuclear enterprise; examine approaches to evolving the stockpile with weapons that are simpler to manufacture and that can be sustained with a smaller, less complex, less expensive design, development, certification and production enterprise; and examine plans to transform the nuclear weapons production complex to provide a capability to respond promptly to changes in the threat environment with new designs or designs evolved with previously tested nuclear components. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.

Pursuant to Sunshine Act, Public Law 94-409, and in keeping with one or more of the exemptions as set forth in 5 U.S.C. 552b(c)(1), and (4); notice is hereby given of the forthcoming meeting of the Air Force Scientific Advisory Board. The purpose of the meeting is to present the findings/results of the Science and Technology Quality reviews accomplished in FY 2005 to the assembled SAB. Intent To Prepare a Draft Environmental Impact Statement/Environmental Impact Report for a Permit Application for a Proposed Marine Terminal Expansion at Piers D, E and F in the Middle Harbor District of the Port of Long Beach, Los Angeles County, CA
The U.S. Army Corps of Engineers (Corps) is considering an application for Section 404 and Section 10 permits to conduct dredge and fill activities to redevelop and consolidate two existing container terminals for the construction of a 342-acre marine terminal including redevelopment of 294 acres of existing land and the placement of dredged material in open water to create 48 acres of new land. The primary reason for the revised notice of intent is because the proposed terminal expansion project has been modified to utilize additional existing land to reduce the amount of fill in open water by approximately 20 acres. The primary Federal concern is the dredging and discharging of materials within waters of the Unites States and potential significant impacts to the human environment. Therefore, in accordance with the National Environmental Policy Act (NEPA), the Corps is requiring the preparation of an Environmental Impact Statement (EIS) prior to consideration of any permit action. The Corps may ultimately make a determination to permit or deny the above project, or permit or deny modified versions of the above project. Pursuant to the California Environmental Quality Act (CEQA), the Port of Long Beach will serve as Lead Agency for the preparation of an Environmental Impact Report (EIR) for its consideration of development approvals within its jurisdiction. The Corps and the Port of Long Beach have agreed to jointly prepare a Draft EIS/EIR in order to optimize efficiency and avoid duplication. The Draft EIS/EIR is intended to be sufficient in scope to address both the Federal and the State and local requirements and environmental issues concerning the proposed activities and permit approvals.
Notice of Extension of Public Comment Period and a Public Hearing Meeting for the Realistic Bomber Initiative Draft Supplemental Environmental Impact Statement
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321, et seq.), the Council on Environmental Quality Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulations (CFR) parts 1500- 1508), and Air Force's Environmental Impact Analysis Process as implemented by 32 CFR part 989, the United States Air Force (Air Force) is issuing this notice to advise the public of our intent to provide a 45-day extension of the public comment period for the Realistic Bomber Initiative Draft Supplemental Environmental Impact Statement. The original comment period was scheduled to close on 3 Jan 2006 (Federal Register: November 18, 2005 (Volume 70, Number 222)] [Notices] [Page 69967-69968]. The comment period now ends on 17 February 2006.

Notice of Availability of the Draft Environmental Impact Statement for the Prado Basin Master Plan, San Bernardino and Riverside Counties, CA
The Environmental Impact Statement (EIS) addresses potential environmental impacts associated with the proposed Prado Basin Master Plan, and identifies recommended measures to reduce such impacts. The Prado Basin Master Plan proposes a range of recreation uses and features for identified planning areas with the Basin. Specific site plans and layouts for these proposed uses would be prepared when future specific development plans are proposed. The impact discussion, in turn, is purposely general in nature, and recommended measures to reduce impacts allow for flexibility. The potential impacts as stated and the commitment to minimize impacts are intended to provide a framework for future proposals. They also provide some guidelines for impacts that will require mitigation; short of making untimely, detailed, recommendations. This approach allows future recreation development sponsors the appropriate flexibility to design and formulate specific mitigation, including the parties responsible for implementation and verification, when details of specific Master Plan development proposals are presented. The U.S. Army Corps of Engineers has cooperated with counterparts in Orange, San Bernardino and Riverside Counties in Developing this Master Plan. Two alternatives are proposed for consideration for the Prado Basin: Adopting the proposed Prado Basin Master Plan, and the No Project alternative. The proposed plan would serve as a guide for orderly and coordinated use, development and management of the land in the Prado Basin. The discussion of affected environment and potential environmental impacts in this Environmental Impact Statement (EIS) are based on evaluation of land use designations proposed in the Basin Master Plan. Specific development proposals within the general land use Planning Areas would require appropriate National Environmental Policy act (NEPA) clearance to specifically address the potential environmental effects of those proposals. The No Project Alternative would eliminate the implementation of the recreation land use contemplated in the proposed Basin Master Plan, and in the continuation of current land use activities on the site. This alternative would result in the Corps being unable to meet its project objectives such as providing for the expressed public interests for recreation.

Criminal Jurisdiction Over Civilians Employed by or Accompanying the Armed Forces Outside the United States, Service Members, and Former Service Members
The Military Extraterritorial Jurisdiction Act of 2000 (MEJA) establishes Federal criminal jurisdiction over whoever engages in conduct outside the United States that would constitute an offense punishable by imprisonment for more than one year (i.e., a felony offense) while employed by or accompanying the Armed Forces outside the United States, certain members of the Armed Forces subject to the Uniform Code of Military Justice and former members of the Armed Forces.
Upper Columbia Alternative Flood Control and Fish Operations, Libby and Hungry Horse Dams, MT
On November 10, 2005, the Corps of Engineers and the Bureau of Reclamation, Interior, issued a Notice of Availability of a Draft Environmental Impact Statement (DEIS) and Notice of Public Hearings (see 70 CFR 68409). The due date for comments period provided in the DATES section of that notice was incorrectly identified as December 27, 2005. The correct due date for comments is January 3, 2006 (45 days from the November 18, 2005, Federal Register publication date of the EPA weekly notice of DEIS availability).
Veterans' Advisory Board on Dose Reconstruction
The Defense Threat Reduction Agency (DTRA) and the Department of Veterans Affairs (VA) will hold the second public meeting of the Veterans' Advisory Board on Dose Reconstruction (VBDR). The VBDR was established at the recommendation of the National Research Council report, entitled ``Review of the Dose Reconstruction Program of the Defense Threat Reduction Agency.'' The report recommended the need to establish an advisory board that will provide suggestions for improvements in dose reconstruction and claim adjudication procedures. The goal of VBDR is to provide guidance and oversight of the dose reconstruction and claims compensation programs for veterans of U.S.- sponsored atmospheric nuclear weapons tests from 1945-1962; veterans of the 1945-1946 occupation of Hiroshima and Nagasaki, Japan; and veterans who were prisoners of war in those regions at the conclusion of World War II. In addition, the advisory board will assist VA and DTRA in communicating with the veterans. Radiation does reconstruction has been carried out by the Department of Defense under the Nuclear Test Personnel Review (NTPR) program since the 1970s. DTRA is the executive agent for the NTPR program which provides participation data and actual or estimated radiation dose information to veterans and the VA. Board members were selected to fulfill the statutory requirements mandated by Congress in Section 601 of Public Law 108-183. The Board was appointed on June 3, 2005, and is comprised of 16 members. Board members were selected to provide expertise in historical dose reconstruction, radiation health matters, risk communications, radiation epidemiology, medicine, quality management, decision analysis and ethics in order to appropriately enable the VBDR to represent and address veterans' concerns. The Board is governed by the provisions of the Federal Advisory Committee Act (FACA), Public Law 92-463, which sets forth standards for the formation and conduct of government advisory committees.
Federal Acquisition Regulation; Information Collection; Use of Data Universal Numbering System (DUNS) as Primary Contractor Identification
Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR) Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning use of data universal numbering system (DUNS) as primary contractor identification. This OMB clearance expires on April 30, 2006. Public comments are particularly invited on: Whether this collection of information is necessary for the proper performance of functions of the FAR, and whether it will have practical utility; whether our estimate of the public burden of this collection of information is accurate, and based on valid assumptions and methodology; ways to enhance the quality, utility, and clarity of the information to be collected; and ways in which we can minimize the burden of the collection of information on those who are to respond, through the use of appropriate technological collection techniques or other forms of information technology.

Sale of Rental of Sexually Explicit Material on DoD Property (DoD Instruction 4105.70)
This rule proposes to revise DoD regulations to prohibit the sale or rental of sexually explicit material on property under DoD jurisdiction. It establishes responsibilities for monitoring compliance, establishes a review board to determine whether a material offered for sale or rental is sexually explicit as consistent with the definition in 10 U.S.C. 2489a, and delineates review board procedures.

Meetings of the Naval Research Advisory Committee
The Naval Research Advisory Committee (NRAC) will meet to hold briefs of classified information. All sessions of the meetings will be devoted to briefings, discussions and technical examination of information related to the assessment of the role of Naval Forces in the Global War on Terror.
Privacy Act of 1974; system of Records
The Office of the Secretary of Defense is altering a system of records to its existing inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended.
DoD Freedom of Information Act (FOIA) Program (DoDD 5400.7)
This rule conforms to the requirements of the Electronic Freedom of Information Act Amendments of 1996. It promotes public trust by making the maximum amount of information available to the public, in both hard copy and electronic formats, on the operation and activities of the Department of Defense, consistent with DoD responsibility to protect national security and other DoD interests as provided by applicable law. It also allows a requester to obtain Agency records from the Department of Defense that are available through other public information services without invoking the FOIA.
Federal Acquisition Regulation; Inflation Adjustment of Acquisition-Related Thresholds
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to adjust acquisition-related thresholds for inflation. Section 807 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (Public Law 108-375) requires that the FAR Council periodically adjust all statutory acquisition-related dollar thresholds in the FAR for inflation, except the statute does not permit escalation of acquisition-related dollar thresholds established by the Davis-Bacon Act, the Service Contract Act, or trade agreements. This rule also proposes to amend other acquisition-related thresholds that are based on policy rather than statute. Inflation adjustment of Cost Accounting Standards (CAS) thresholds in the CAS regulations is simultaneously addressed in a separate case.
Law Enforcement Reporting
The Department of the Army proposes to amend its regulation concerning law enforcement reporting, to implement portions of section 577(b)(5) of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005, October 28, 2004, Pub. L. 108-375, pertaining to reporting of sexual assaults. This revision also implements Department of Defense policy concerning sexual assault.
Defense Federal Acquisition Regulation Supplement; Contract Period for Task and Delivery Order Contracts
DoD has adopted as final, with changes, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 843 of the National Defense Authorization Act for Fiscal Year 2004 and Section 813 of the National Defense Authorization Act for Fiscal Year 2005. Section 843 placed a 5-year limit on the period of task or delivery order contracts awarded under 10 U.S.C. 2304a. Section 813 further amended 10 U.S.C. 2304a to permit a total period of up to 10 years, which may be exceeded if the head of the agency determines in writing that exceptional circumstances require a longer contract period.
Defense Federal Acquisition Regulation Supplement; Environment, Occupational Safety, and Drug-Free Workplace
DoD has issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to update text pertaining to the environment, occupational safety, and a drug-free workplace. This rule is a result of a transformation initiative undertaken by DoD to dramatically change the purpose and content of the DFARS.
