Meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS)
Pursuant to section 10(a), Public Law 92-463, as amended, notice is hereby given of a forthcoming meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS). The purpose of the Committee meeting is to discuss the 2004 DACOWITS Report. The meeting is open to the public, subject to the availability of space. Interested persons may submit a written statement for consideration by the Committee and make an oral presentation of such. Persons desiring to make an oral presentation or submit a written statement to the Committee must notify the point of contact listed below no later than 5 p.m., February 1, 2005. Oral presentations by members of the public will be permitted only on Thursday, February 3, 2005, from 4:30 p.m. to 4:45 p.m. before the full Committee. Presentations will be limited to two minutes. Number of oral presentations to be made will depend on the number of requests received from members of the public. Each person desiring to make an oral presentation must provide the point of contact listed below with one (1) copy of the presentation by 5 p.m., February 1, 2005, and bring 35 copies of any material that is intended for distribution at the meeting. Persons submitting a written statement must submit 35 copies of the statement to the DACOWITS staff by 5 p.m. on February 1, 2005.
Federal Acquisition Regulation; Information Collection; Schedules for Construction Contracts
Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR) Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning schedules for construction contracts. The clearance currently expires on May 31, 2005. Public comments are particularly invited on: Whether this collection of information is necessary for the proper performance of functions of the FAR, and whether it will have practical utility; whether our estimate of the public burden of this collection of information is accurate, and based on valid assumptions and methodology; ways to enhance the quality, utility, and clarity of the information to be collected; and ways in which we can minimize the burden of the collection of information on those who are to respond, through the use of appropriate technological collection techniques or other forms of information technology.
Final Environmental Impact Statement for the Proposed Leasing of Lands at Fort Bliss, TX for the Proposed Siting, Construction, and Operation by the City of El Paso of a Brackish Water Desalination Plant and Support Facilities
The Department of the Army announces the availability of the Final Environmental Impact Statement (FEIS) evaluating the potential environmental impacts that could result from granting an easement to the City of El Paso, El Paso Water Utilities (EPWU), to use land in the South Training Areas of Fort Bliss for construction and operation of a desalination plant and support facilities, including wells, pipelines, and disposal sites for the residual brine resulting from the desalination process. The purpose of the proposed plant is to treat brackish (salty) water pumped from the Hueco Bolson Aquifer to provide an additional reliable source of potable water for use by the City of El Paso and Fort Bliss. Pumping of fresh water by EPWU, Fort Bliss, Ciudad Ju[aacute]rez, and others has resulted in declining groundwater levels in the aquifer. In addition, brackish water is intruding into the aquifer's freshwater layer and has the potential to affect water wells on Fort Bliss and in other areas of El Paso. A sizable volume of brackish water exists adjacent to the freshwater zone of the Hueco Bolson Aquifer. Desalination of the brackish water offers a way to extend the life of the freshwater aquifer as a source of potable water that is to the mutual benefit of Fort Bliss and the City of El Paso. The proposed desalination plant would reduce withdrawals of fresh water from the aquifer, extending its useful life and intercepting the flow of brackish water to wells that are operated by Fort Bliss. Both Fort Bliss and the City of El Paso have considered constructing desalination facilities to tap into this potential water source. The Army and EPWU believe that building a single desalination plant to provide potable water for both the installation and the city would be more efficient and cost effective than constructing separate desalination plants.

Restoration Advisory Boards (RABs)
The Department of Defense (DoD) requests public comment on these proposed regulations regarding the scope, characteristics, composition, funding, establishment, operation, adjournment, and dissolution of Restoration Advisory Boards (RABs). DoD has proposed these regulations in response to 10 U.S.C. 2705(d)(2)(A), which requires the Secretary of Defense to prescribe regulations regarding RABs. The propose of the RAB is to facilitate public participation in DoD environmental restoration activities and active and closing DoD installations and formerly used defense sites where local communities express interest in such activities. The proposed regulations are based on DoD's current policies for reestablishing and operating RABs, as well as DoD's experience over the past ten years in using RABs.
Defense Science Board
The Defense Science Board Task Force on 2005 Summer Study on Reducing Vulnerabilities to Weapons of Mass Destruction will meet in closed session on January 31-February 1, 2005; March 8-9, 2005; April 4-5, 2005; May 3-4, 2005; June 1-2, 2005; and June 28-29, 2005, at Strategic Analysis Inc., 3601 Wilson Boulevard, Arlington, VA. This Task Force will review a State's clanedestine employment of weapons of massed destruction (WMD) or the use of such capability by a terrorist. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force should develop national enterprise architecture to reduce vulnerabilities to WMD. The architecture should identify those areas where integration across modalities would pay off, as well as the issues that are uniquely tied to a single defense which may arise from new intelligence or other sources and adapt to different generations of WMD defense systems which will probably be procured under a spiral development model. An integrated WMD system would be able to assess from end-to-end the state of affairs in WMD. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. app. 2), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, these meetings will be closed to the public.

The Defense Science Board Task Force on Management Oversight of Acquisition Organizations will meet in open session on January 31- February 1, 2005, at SAIC, 4001 N. Fairfax Drive, Arlington, VA. This Task Force should assess whether all major acquisition organizations within the Department have adequate management and oversight processes, including what changes might be necessary to implement such processes where needed. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will examine the oversight function with respect to Title 10 and military department regulations to ensure that proper checks and balances exist. The Task Force will review whether simplification of the acquisition structure could improve both efficiency and oversight.

The Defense Science Board Task Force on Transformation: A Midcourse Assessment (Summer Study 2005) will meet in closed session on February 14-15, 2005; March 24-25, 2005; April 11-12, 2005; and May 10- 11, 2005, at IDA, 4850 Park Center Drive, Room 6709, Alexandria, VA. This Task Force will provide an assessment of the Department of Defense's (DoD) continuing transformation process, describing the current status of the DoD's transformation efforts, identify the appropriate transformation objectives, and recommend ways and means to meet the emerging and persistent challenges as identified in the 2004 National Defense Strategy. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will review and evaluate the Department's ability to provide information the Secretary of Defense's 2003 Transformation Planning Guidance (TPG) outlined a three- part strategy for transformation: Transformed culture, Transformed processes, and Transformed capabilities. Within the Department's transformation scope and strategy, the Study should consider the following: (1) Focus on important functional concepts and capabilities, such as logistics and battlespace awareness, which provide essential elements to implementing joint concepts; (2) define the scope of the problem and capabilities DoD requires to address challenges of international competitors seeking to develop and possess break though technical capabilities intended to supplant U.S. advantages in particular operational domains; (3) assess the adequacy and effectiveness of DoD's approaches to realize the potential advantages of net-centric operations; (4) focus on DoD's needs to evolving forces to cover the spectrum of military engagement and accomplish the full range of missions; (5) assess the suitability of the structure of the defense industry to the needs of transformation; (6) examine how to adapt DoD's culture to producing personnel able to meet the high knowledge demands of interdependent joint, interagency, and multinational operations; and (7) study should evaluate progress made towards streamlining and reforming DoD's business processes. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. App. 2), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, these meetings will be closed to the public.
Defense Science Board
The Defense Science Board Task Force on Test and Training Sub- scale and Full-scale Aerial Targets will meet in closed session on February 8-9, 2005, March 14-16, 2005, and April 13-14, 2005, at SAIC, 4001 N. Fairfax Drive, Arlington, VA. The Task Force will also meet in closed session on March 14-16, 2005, at Pt. Mugu Naval Air Weapons Station, CA. This Task Force will review the future needs for sub-scale and full-scale aerial targets for developmental and operational testing. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. The Task Force should investigate future aerial threats as well as weapon and sensor capability in the 2005-2020 timeframe, to understand those characteristics necessary to provide effective threat representation. They should also review to what extent other alternatives including modeling and simulation can supplement live target test and training. The Task Force will assess the possibility of common aerial target configuration, control and use that can support testing needs of more than one system or complex system of systems across multiple Services. Included in the review should be the degree of fidelity in threat replication throughout the threat regime required for systems development and effective testing. The Task Force should consider testing needs across the full development cycle from concept development to operational test and evaluation and training. The Defense Science Board Task Force on Force Protection in Urban and Unconventional Environments will meet in closed session on January 25-26, 2005, at SAI, 3601 Wilson Boulevard, Arlington, VA. This Task Force will review and evaluate force protection capabilities in urban and unconventional environments and provide recommendations to effect change to the future Joint Force. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. Specifically, the Task Force's foci will be to evaluate force protection in the context of post major combat operations that have been conducted in Iraq and Afghanistan. In the operations, loss of national treasure military and civilian, U.S. and other nationshas resulted from actions executed by non-state and rogue actors. The threat and capabilities these insurgent, terrorist and criminal actions present post a most serious challenge to our ability to achieve unified action. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. Intent To Prepare a Joint Supplemental Environmental Impact Statement/Environmental Impact Report for the Hamilton Wetland Restoration Project Dredged Material Transfer Facility, Marin County, CA
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), the California Environmental Quality Act (CEQA), and Public Law 102-484 section 2834, as amended by Public Law 104-106 section 2867, the Department of the Army and the California State Coastal Conservancy (SCC) hereby give notice of intent to prepare a joint Supplemental Environmental Impact Statement/Environmental Impact Report (SEIS/EIR) for the Hamilton Wetland Restoration Project (HWRP), Marin County, California to consider alternative methods to transfer dredged material collected from various navigational dredging projects within San Francisco Bay to the HWRP site for beneficial re-use in the construction of tidal and seasonal wetlands. The U.S. Army Corps of Engineers (Corps) is the lead agency for this project under NEPA. The SCC is the lead agency for this project under CEQA. A pubic scoping meeting will be held to solicit comments on the environmental scope of the project and the appropriate scope of the SEIS/EIR.

Defense Science Board
The Defense Science Board Task Force on Munitions System Reliability will meet in closed session on January 14, 2005, at SAIC, 4001 N. Fairfax Drive, Arlington, VA, and February 2-4, 2005, at Naval Air Warfare Center, China Lake, CA. This Task Force will review the efforts thus far to improve the reliability of munitions systems and identify additional steps to be taken to reduce the amount of unexploded ordnance resulting from munitions failures. The Task Force will: Conduct a methodologically sound assessment of the failure rates of U.S. munitions in actual combat use; review ongoing efforts to reduce the amount of unexploded ordnance resulting from munitions systems failures, and evaluate whether there are ways to improve or accelerate these efforts; and identify other feasible measures the U.S. can take to reduce the threat that failed munitions pose to friendly forces and noncombatants. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. Meeting of the Chief of Naval Operations (CNO) Executive Panel
The CNO Executive Panel is to report the findings and recommendations of the Special Access Program Processes Study Group to the Chief of Naval Operations. The meeting will consist of discussions of policy considerations on the Navy's Special Access Programs and how well they are integrated into the overall Navy, DOD, and allied requirements processes.
Defense Federal Acquisition Regulation Supplement; Competition Requirements; Correction
DoD is issuing a correction to the final rule published at 69 FR 74990-74991 on December 15, 2004, pertaining to competition requirements. The correction shows that the change to 48 CFR part 206, section 206.001, revises only paragraph (b) of section 206.001.
Defense Federal Acquisition Regulation Supplement; Free Trade Agreements-Australia and Morocco
DoD has issued an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement new Free Trade Agreements with Australia and Morocco. In addition, the rule revises terminology relating to international trade agreements and the Trade Agreements Act, updates the list of ``least developed countries,'' and extends nondiscriminatory treatment to Caribbean Basin country construction material.
Publication of Housing Price Inflation Adjustment Under 50 U.S.C. App. § 531
The Servicemembers Civil Relief Act, as codified at 50 U.S.C. App. Sec. 531, prevents a landlord from evicting a service member (or the service member's family) from a residence during a period of military service except by court order. The law as originally passed by Congress applied to monthly rents of $2400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation, and to publish the new amount in the Federal Register. We have applied the inflation index required by the statute: the maximum monthly rental amount for 50 U.S.C. App. Sec. 531 (a)(1)(A)(ii) will be $2534.32 as of January 1, 2005.

Notice of Intent (NOI) To Prepare a Supplement to the Final Environmental Impact Statement (EIS) for the Realistic Bomber Training Initiative (RBTI)
Pursuant to the National Environmental. Policy Act (NEPA) of 1969, as amended (42 United States Code 4321, et seq.), the Council on Environmental Quality (CEQ) Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulations (CFR) Parts 1500- 1508), and Air Force's Environmental Impact Analysis Process (EIAP) as implemented by 32 CFR part 989, the United States Air Force (Air Force) is issuing this notice to advise the public of our preparation of a supplement to the Realistic Bomber Training Initiative (RBTI) Final Environmental Impact Statement (EIS) to address two issues as directed by the October 12, 2004 decision of the United States Court of Appeals for the Fifth Circuit. The supplement will address the effects of wake vortices on ground structures associated with RBTI aircraft training. The supplement will also address the effects of RBTI on civil and commercial aviation; including the documentation of changes from the draft EIS to the final EIS made as a result of previously received FAA comments. Information: The Air Force intends to release the draft supplement in spring 2005. Two public hearings will be held in the affected area during the 45-day public and agency review period. Manual for Courts-Martial; Proposed Amendments
The JSC is forwarding final proposed amendments to the Manual for Courts-Martial, United States (2002 ed.) (MCM) to the Department of Defense. The proposed changes, resulting from the JSC's 2004 annual review of the MCM, concern the rules of procedure applicable in trials by courts-martial. The proposed changes have not been coordinated within the Department of Defense under DoD Directive 5500.1, ``Preparation and Processing of Legislation, Executive Orders, Proclamations, and Reports and Comments Thereon,'' May 21, 1964, and do not constitute the official position of the Department of Defense, the Military Departments, or any other government agency. This notice is provided in accordance with DoD Directive 5500.17, ``Role and Responsibilities of the Joint Service Committee (JSC) on Military Justice,'' May 3, 2003. This notice is intended only to improve the internal management of the Federal Government. It is not intended to create any right or benefit, substantive or procedural, enforceable at law by any party against the United States, its agencies, its officers, or any person. The Department of the Navy (DON) hereby gives notice of implementing its instruction (SECNAVINST 7220.85), an internal regulation that establishes the responsibilities and procedures within DON regarding the payment of back pay to any person who, by reason of being interned as a POW while serving as a member of the Navy or Marine Corps during World War II (WW II), was not available to accept a promotion for which the person had been selected.

The Defense Science Board Task Force on Critical Homeland Installation Protection will meet in closed sessions on January 12, 2005, at SAIC, 4001 N. Fairfax Drive, Suite 500, Arlington, VA. The Task Force will assess best practices for protecting U.S. homeland installations and recommend various approaches to enhancing security and protection of these facilities. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Task Force will assess investments in technology and manpower in order to ensure proper security levels at our nation's high-value installations with particular emphasis on airports, harbors, nuclear power facilities and military bases. To that end, the Task Force will review existing best practices in force protection and security at civil, industrial and military complexes; assess shortfalls and deficiencies associated with operational security; identify promising technology and/or processes that will enhance security; and recommend methods for reducing overall manpower requirements without relinquishing robust security measures. In accordance with Section 10(d) of the Federal Advisory Committee Act, Pub. L. 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.
Information Collection Requirement; Defense Federal Acquisition Regulation Supplement; Taxes
In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; (b) the accuracy of the estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection requirement for use through March 31, 2005. DoD proposes that OMB extend its approval for use through March 31, 2008.
