Regional Roundtables on Broadband Program Sustainability

The National Telecommunications and Information Administration's (NTIA) Office of internet Connectivity and Growth (OICG) administers the following grant programs: the Broadband, Equity, Access, and Deployment (BEAD) Program, the Digital Equity (DE) Grant Programs, the Broadband Infrastructure Program (BIP), the Connecting Minority Communities (CMC) Pilot Program, the Enabling Middle Mile Broadband Infrastructure (MM) Program, and the Tribal Broadband Connectivity Program (TBCP). NTIA will host seven (7) regional meetings for grantees of these programs between February and May 2025. These events will provide technical assistance and oversight and conclude with a regional roundtable that enables the public to engage with grantees, local experts, and other stakeholders working to address digital inequities. During these regional roundtables, attendees will participate in critical discussions on how the internet for All programs are impacting communities and strategies for making those investments and initiatives last. Each regional roundtable program will feature experts from local and State governments, public interest groups, academia, and industry. They will also provide platforms for public and private stakeholders to align on shared goals for every resident to experience the benefits of technology.
Ethical Guidelines for Research Using Pervasive Data

"Pervasive data" refers to data about people gathered through online services. NTIA will rely on these comments, along with stakeholder engagements, in considering whether to draft and issue non-binding guidelines to assist researchers working with pervasive data. Such guidelines, if warranted, would detail how researchers can work with pervasive data while meeting ethical expectations of research and protecting individuals' privacy and other rights.

Project LEIA is a new joint project of NTIA and the United States Census Bureau (Census Bureau) to develop model-based estimates of internet adoption for smaller populations than would typically be possible using survey data alone. We are also seeking suggestions for potential future improvements to the initial experimental model, as well as what additional sub-state geographies, small populations, indicators, or methods should be considered as future directions for Project LEIA.

Meeting of the Multistakeholder Forum for the National Spectrum Strategy Band Studies

This notice announces a public meeting for providing input to spectrum band studies directed by the National Spectrum Strategy and National Spectrum Strategy Implementation Plan, which instructed the National Telecommunications and Information Administration (NTIA) to establish a multistakeholder forum for non-Federal stakeholders to engage with the Federal agencies conducting the studies. This is the first of what NTIA expects will be a series of public multistakeholder meetings held approximately every other month. In this meeting, the objectives, processes, timelines, and deliverables for obtaining input from the public will be discussed, with particular focus on the study of the 3.1-3.45 GHz and 7.125-8.4 GHz bands. In this meeting and in future meetings, NTIA will solicit targeted information from the public, including industry and academia, on spectrum use cases, coexistence scenarios, existing technology solutions, and technical inputs.

On October 30, 2023, President Biden issued an Executive order on ``Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence,'' which directed the Secretary of Commerce, acting through the Assistant Secretary of Commerce for Communications and Information, and in consultation with the Secretary of State, to conduct a public consultation process and issue a report on the potential risks, benefits, other implications, and appropriate policy and regulatory approaches to dual-use foundation models for which the model weights are widely available. Pursuant to that Executive order, the National Telecommunications and Information Administration (NTIA) hereby issues this Request for Comment on these issues. Responses received will be used to submit a report to the President on the potential benefits, risks, and implications of dual-use foundation models for which the model weights are widely available, as well as policy and regulatory recommendations pertaining to those models.
