Notice is hereby given that The University of Alaska Southeast, 1332 Seward Ave, Sitka, AK 99835 (Responsible Party: Jan Straley), has applied for an amendment to scientific research Permit No. 24378-01.

On August 21, 2024, NMFS received an application pursuant to section 120(f) of the Marine Mammal Protection Act (MMPA) from the Oregon Department of Fish and Wildlife, the Washington Department of Fish and Wildlife, the Idaho Department of Fish and Game, on behalf of their respective states; the Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, the Confederated Tribes and Bands of the Yakama Nation; and the Willamette Committee (hereafter "eligible entities"). In their application, the eligible entities requested that NMFS renew their August 14, 2020, MMPA section 120(f) permit (which expires on August 14, 2025) for an additional five years to intentionally take, by lethal methods, individually identifiable California sea lions (CSL) (Zalophus californianus) and Steller sea lions (SSL) (Eumetopias jubatus: Eastern stock) that are located in the main stem of the Columbia River between river mile 112 (I-205 bridge) and McNary Dam (river mile 292), or in any tributary to the Columbia River that includes spawning habitat of threatened or endangered salmon or steelhead (Onchorynchus spp.) (hereafter "geographic area"). The eligible entities seek no changes to the terms and conditions in the August 14, 2020, permit, other than to renew the existing permit for a five-year period that would begin on the date of issuance of the permit.

NMFS proposes revisions to regulations that implement the Pacific Fishery Management Council's (Council) Pacific Coast Salmon Fishery Management Plan (FMP). This proposed action would remove the rebuilding plans for Queets River natural coho salmon (Queets coho salmon) and Strait of Juan de Fuca natural coho salmon (JDF coho salmon) from regulation, as these stocks have been rebuilt and are no longer required to be managed under a rebuilding plan.

NMFS issues regulations authorizing hook-and-line catcher/ processors (C/Ps) to use longline pot gear when directed fishing for Greenland turbot in the Bering Sea (BS) subarea of the Bering Sea and Aleutian Islands (BSAI). This action is necessary to improve efficiency, provide economic benefits for the hook-and-line C/P sector, and minimize potential fishery interactions with killer whales. This action promotes the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act), the Fishery Management Plan (FMP) for Groundfish of the Bering Sea and Aleutian Islands Management Area (BSAI FMP), and other applicable laws.

This notice announces NMFS' receipt of an application and the public comment period for an exempted fishing permit (EFP) from North Pacific Fisheries Research Foundation. If issued, this permit would allow the applicant to develop and test salmon excluders to optimize salmon escapement under summer pollock fishing conditions in the Bering Sea pollock fishery. In order to facilitate testing of salmon excluders, this EFP would exempt participating vessels from complying with certain regulations, described below under Exemptions. Field testing would be conducted in July and August during the fishery's "B' season. Effective dates of the EFP would be from June 30, 2025 to September 1, 2025. This experiment would test salmon excluder designs that aim to optimize salmon escapement and thus promote the objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

Notice is hereby given that NMFS has received one enhancement permit renewal application (permit 14741-2R) from the Monterey Peninsula Water Management District (District) to implement their revised Carmel River Rescue Rearing and Management Plan (RRMP). The application and RRMP have been submitted per the Endangered Species Act (ESA) of 1973, as amended. NMFS is furnishing this notice in order to allow other agencies, Tribes, and the public an opportunity to review and submit to NMFS written data, views, or arguments with respect to the taking or to other activities proposed in the application, or to request a hearing in connection with the action to be taken thereon. NMFS is reallocating the projected unused amount of Pacific cod total allowable catch (TAC) from vessels using jig gear to catcher vessels less than 60 feet (18.3 meters (m)) length overall (LOA) using hook-and-line or pot gear in the Bering Sea and Aleutian Islands (BSAI) management area. This action is necessary to allow the A season apportionment of the 2025 total allowable catch of Pacific cod to be harvested.

NMFS implements an accountability measure (AM) for the recreational harvest of gag in South Atlantic Federal waters. NMFS reduces the length of the 2025 recreational fishing season for gag to prevent landings from exceeding the recreational annual catch limit (ACL) as occurred in 2024. Accordingly, NMFS announces the adjusted closure date for the recreational harvest of gag in South Atlantic Federal waters to protect the gag resource.

NMFS announces that the recreational fishing season for black sea bass in South Atlantic Federal waters will extend throughout the 2025-2026 recreational fishing year. Announcing the length of the recreational fishing season for black sea bass is one of the accountability measures (AMs) for the recreational sector. This announcement allows recreational fishers to maximize their opportunity to harvest the recreational annual catch limit (ACL) for black sea bass while NMFS manages harvest to protect the black sea bass resource.

The SEDAR 101 assessment process of HMS sandbar sharks will consist of a Data Workshop, an Assessment Workshop and a Center for Independent Experts (CIE) Desk Review. See SUPPLEMENTARY INFORMATION.

NMFS has received a request from University of California Santa Cruz (UCSC) for Incidental Take Regulations (ITR) and an associated Letter of Authorization (LOA) pursuant to the Marine Mammal Protection Act (MMPA). The requested regulations would govern the authorization of take of marine mammals over 5 years (2025-2030) incidental to the Multi-Agency Rocky Intertidal Network (MARINe) rocky intertidal monitoring surveys along the Oregon and California coasts. NMFS requests public comments on this proposed rule. NMFS will consider public comments prior to making any final decision on the promulgation of the requested ITR and issuance of the LOA.

The Assistant Administrator for Fisheries, NOAA, on behalf of the International Pacific Halibut Commission (IPHC), publishes as regulations the 2025 annual management measures governing the Pacific halibut fishery that have been recommended by the IPHC and accepted by the Secretary of State, with the concurrence of the Secretary of Commerce. These measures are intended to enhance the conservation of Pacific halibut and further the goals and objectives of the Pacific Fishery Management Council (PFMC) and the North Pacific Fishery Management Council (NPFMC).

NMFS reviewed the Alaska, Atlantic, and Pacific regional marine mammal stock assessment reports (SAR) in accordance with the Marine Mammal Protection Act (MMPA). SARs for marine mammals in the Alaska, Atlantic, and Pacific regions were revised to include new information. NMFS is soliciting public comments on the draft 2024 SARs and requesting new information for strategic stocks that were not updated in 2024.

The Assistant Regional Administrator for Sustainable Fisheries, Greater Atlantic Region, NMFS, has made a preliminary determination that an exempted fishing permit renewal application from the Massachusetts Division of Marine Fisheries (MA DMF) contains all of the required information and warrants further consideration. The exempted fishing permit (EFP) would allow federally permitted fishing vessels to fish outside fishery regulations in support of exempted fishing activities proposed by the applicant. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act and the Atlantic Coastal Fisheries Cooperative Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed EFPs.

NMFS announces that the State of North Carolina is transferring a portion of its 2025 commercial summer flounder quota to the Commonwealth of Virginia. This adjustment to the 2025 fishing year quota is necessary to comply with the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP) quota transfer provisions. This announcement informs the public of the revised 2025 commercial quotas for North Carolina and Virginia.

In accordance with the Marine Mammal Protection Act (MMPA), as amended, its implementing regulations, and NMFS' MMPA regulations for taking marine mammals incidental to geophysical surveys related to oil and gas activities in the Gulf of America, originally published as "Taking Marine Mammals Incidental to Geophysical Surveys Related to Oil and Gas Activities in the Gulf of Mexico," notification is hereby given that a Letter of Authorization (LOA) has been issued to TGS for the take of marine mammals incidental to geophysical survey activity in the Gulf of America (GOA).

Notice is hereby given that NMFS has received nine scientific research permit application requests relating to Pacific salmon, steelhead, green sturgeon, rockfish, and eulachon. The proposed research is intended to increase knowledge of species listed under the Endangered Species Act (ESA) and to help guide management and conservation efforts. The Western Pacific Fishery Management Council (Council) and NMFS will convene a Western Pacific Stock Assessment Review (WPSAR) of a stock assessment update for the multispecies bottomfish complex in the Commonwealth of the Northern Mariana Islands (CNMI). The review will be conducted virtually. A satellite location will be made available for the public to view the review process and Council staff will be available in-person to answer questions. NMFS announces the 2025 recreational fishing season for golden tilefish in the exclusive economic zone (EEZ) of the South Atlantic. Announcing the length of the recreational fishing season is the accountability measure (AM) for the recreational sector. NMFS estimates that recreational landings of golden tilefish will soon reach the recreational annual catch limit (ACL) for the 2025 fishing year. Accordingly, NMFS announces the closure date for the recreational harvest of golden tilefish in the South Atlantic EEZ to protect the golden tilefish resource.

NMFS is prohibiting directed fishing for Pacific cod by catcher vessels greater than or equal to 50 feet (15.2 meters (m)) length overall using hook-and-line (HAL) gear in the Central Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2025 Pacific cod total allowable catch (TAC) apportioned to catcher vessels greater than or equal to 50 feet (15.2 m) length overall using HAL gear in the Central Regulatory Area of the GOA.

NMFS is prohibiting directed fishing for Pacific cod by catcher vessels using trawl gear in the Western Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2025 total allowable catch (TAC) of Pacific cod by catcher vessels using trawl gear in the Western Regulatory Area of the GOA.

The Pacific Fishery Management Council (Pacific Council) and its advisory bodies will meet April 9-15, 2025 in San Jose, CA and via webinar. The Pacific Council meeting will be live streamed with the opportunity to provide public comment remotely. The following groups will meet in person in San Jose: Budget Committee, Habitat Committee, Salmon Technical Team, Salmon Advisory Subpanel, Enforcement Consultants, Coastal Pelagic Species Advisory Subpanel, and Coastal Pelagic Species Management Team. The Scientific and Statistical Committee will meet online Wednesday, April 9 and 10, 2025.
