The U.S. Department of Commerce (Commerce) preliminarily finds that certain producers and/or exporters subject to this administrative review made sales of subject merchandise at less than normal value during the period of review (POR) July 1, 2022, through June 30, 2023. Interested parties are invited to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) is initiating and issuing preliminary results of a changed circumstances review (CCR) of the antidumping duty (AD) order on circular welded carbon-quality steel pipe (CWP) from the United Arab Emirates (UAE) to determine whether Universal Tube and Pipe Industries FZE (Universal Tube and Pipe), is the successor-in-interest to Universal Tube and Plastic Industries Limited (UTP). Based on information on the record, we preliminarily determine that Universal Tube and Pipe is the successor-in-interest to UTP and should be assigned UTP's cash deposit rate for purposes of the AD order. Interested parties are invited to comment on these preliminary results.

Based on a request from TRAPA Forest Products Ltd. (TRAPA), the U.S. Department of Commerce (Commerce) is initiating a changed circumstances review (CCR) of the countervailing duty (CVD) order on certain softwood lumber products from Canada to determine whether TRAPA is the successor-in-interest (SII) to Trans-Pacific Trading Ltd. (Trans-Pacific).

The U.S. Department of Commerce (Commerce) determines that sales of finished carbon steel flanges (flanges) from Spain were made at less than normal value (NV) during the period of review (POR) June 1, 2022, through May 31, 2023.

The International Trade Administration is correcting a final notice published in the Federal Register on July 19, 2024 regarding an open meeting of the President's Advisory Council on Doing Business in Africa. This correction applies to the date of the open meeting.

The U.S. Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order on utility scale wind towers (wind towers) from the People's Republic of China (China) would be likely to lead to continuation or recurrence of a countervailable subsidy at the levels indicated in the "Final Results of Sunset Review" section of this notice.

The U.S. Department of Commerce (Commerce) published notice in the Federal Register of July 16, 2024, in which Commerce initiated the less-than-fair-value (LTFV) investigation on large top mount combination refrigerator-freezers (refrigerators) from Thailand. This notice incorrectly stated that the U.S. International Trade Commission (ITC) will make its preliminary determination within 45 days after the date on which the petition was filed.

The U.S. Department of Commerce (Commerce) determines that Citribel nv. (Citribel) did not sell subject merchandise in the United States at prices below normal value during the July 1, 2022, through June 30, 2023, period of review (POR).

Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing countervailing duty orders on certain paper shopping bags (paper bags) from the People's Republic of China (China) and India.

In response to a request for a changed circumstances review (CCR) from Salvi Chemical Industries Limited (Salvi), the U.S. Department of Commerce (Commerce) is initiating a CCR of the antidumping duty (AD) order on glycine from the People's Republic of China (China).

The U.S. Department of Commerce (Commerce) determines that certain imports of wooden cabinets and vanities and components thereof (wooden cabinets), completed in Malaysia or the Socialist Republic of Vietnam (Vietnam) using wooden cabinet components or constituent wooden parts manufactured in the People's Republic of China (China), are covered by the scope of the antidumping duty (AD) and countervailing duty (CVD) orders on wooden cabinets from China. Further, Commerce is rescinding the circumvention inquiries that were initiated to determine whether imports of wooden cabinets from Malaysia or Vietnam are circumventing the AD and CVD orders on wooden cabinets from China.

The U.S. Department of Commerce (Commerce) preliminarily finds that Cyuan Hong Enterprise Co. (Cyuan Hong), Hsieh Shun Iron Wire Mfg. Co. Ltd. (Hsieh Shun), Qi Ding Enterprise Co. Ltd. (Qi Ding), Yeong Ming Steel Iron Co., Ltd. (Yeong Ming), and non-individually examined companies for which a review was requested made sales of certain steel nails (nails) from Taiwan at prices below normal value (NV) during the period of review (POR), July 1, 2022, through June 30, 2023. Commerce also preliminarily finds that two companies, Concord International Engineering & Trading Co., Ltd. (Concord International) and Wiresmith Industrial Co., Ltd. (Wiresmith), had no reviewable sales of nails from Taiwan during the POR and that six other companies made no shipments of subject merchandise during the POR. Additionally, Commerce is rescinding this administrative review, in part, with respect to certain companies that had no entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) is initiating a changed circumstances review (CCR) to determine whether TRAPA Forest Products Ltd. (TRAPA) is the successor-in-interest to Trans-Pacific Trading Ltd. (Trans-Pacific) in the context of the antidumping duty (AD) order on certain softwood lumber products (softwood lumber) from Canada. We preliminary determine that TRAPA is the successor-in- interest to Trans-Pacific.

The U.S. Department of Commerce (Commerce) determines that producers/exporters of circular welded carbon-quality steel pipe (CWP) made sales of subject merchandise at less than normal value (NV) during the period of review (POR), December 1, 2021, through November 30, 2022.

The U.S. Department of Commerce (Commerce) determines that imports of R-410B, R-407G, and a custom hydrofluorocarbon (HFC) blend of 50-percent R-125 and 50-percent R-134a (custom HFC blend) which are blended in the People's Republic of China (China) and further processed in the United States, are circumventing the antidumping duty (AD) order on HFC blends from China.

The U.S. Department of Commerce (Commerce) determines that imports of R-410B from the Republic of T[uuml]rkiye (T[uuml]rkiye), which are completed in T[uuml]rkiye using components originating in the People's Republic of China (China), and further processed in the United States, as specified below, are circumventing the antidumping duty (AD) order on hydrofluorocarbon (HFC) blends from China.

As a result of these sunset reviews, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty orders on certain pasta (pasta) from Italy and T[uuml]rkiye would likely lead to the continuation or recurrence of dumping at the levels indicated in the "Final Results of Review" section of this notice.

The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on prestressed concrete steel wire strand (PC strand) from Malaysia for the period of review (POR) June 1, 2022, through May 31, 2023. Commerce preliminarily finds that PC Strand from Malaysia was sold in the United States at prices below normal value (NV) during the POR. We are also preliminarily rescinding the review with respect to one company that had no entries of the subject merchandise during the POR. We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) finds that revocation of the countervailing duty orders on certain pasta from Italy and the Republic of T[uuml]rkiye (T[uuml]rkiye) would be likely to lead to continuation or recurrence of net countervailable subsidies at the rates indicated in the "Final Results of Expedited Sunset Reviews" section of this notice.
