Investigation of Urea Ammonium Nitrate Solutions From the Russian Federation: Opportunity To Comment on the Russian Federation's Status as a Market Economy Country Under the Antidumping Duty Laws
As part of the less-than-fair-value investigation of urea ammonium nitrate solutions (UAN) from the Russian Federation (Russia), we found that the petitioner has provided sufficient evidence for the Department of Commerce (Commerce) to examine whether to continue to treat Russia as a market economy (ME) country for purposes of the antidumping duty law. On July 9, 2021, the Court of International Trade (CIT) sustained the final results of redetermination pursuant to remand pertaining to the administrative review of the antidumping duty order on large power transformers (LPTs) from the Republic of Korea (Korea) covering the period August 1, 2015, through July 31, 2016. The Department of Commerce (Commerce) is notifying the public that the final judgment is not in harmony with the final results of the administrative review, and that Commerce is amending the final results of review with respect to the weighted-average dumping margin assigned to Hyundai Heavy Industries Co., Ltd., Hyosung Corporation, and the non-examined company ILJIN Electric Co., Ltd.

Certain Steel Nails From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision
On July 12, 2021, the U.S. Court of International Trade (CIT) issued its final judgment in Midwest Fastener Corp. v. United States, Court No. 17-00231, sustaining the Department of Commerce's (Commerce's) remand redetermination pertaining to a scope ruling in which Commerce found Midwest Fastener Corp. (Midwest)'s strike pin anchors to be outside the scope of the antidumping duty (AD) order on certain steel nails from the People's Republic of China. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's scope ruling, and that Commerce is amending the scope ruling to find that Midwest's strike pin anchors are not covered by the order.
Polyethylene Terephthalate Resin From the People's Republic of China and India: Final Results of the Expedited First Sunset Reviews of the Countervailing Duty Orders

On July 12, 2021, the U.S. Court of International Trade (CIT) issued its final judgment in Fastenal Company Purchasing v. United States, Court No. 17-00269, sustaining the Department of Commerce (Commerce)'s remand redetermination pertaining to a scope ruling in which Commerce found Fastenal Company Purchasing's (Fastenal's) zinc and nylon anchors to be outside the scope of the antidumping duty (AD) order on certain steel nails (nails) from the People's Republic of China (China). Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's scope ruling, and that Commerce is amending the scope ruling to find that zinc and nylon anchors are not covered by the order.

Ripe Olives From Spain: Final Results of Countervailing Duty Administrative Review; 2017-2018; Correction
The Department of Commerce (Commerce) published notice in the Federal Register of July 2, 2021 in which Commerce determined that Angel Camacho Alimentacion S.L. (Camacho), producer and/or exporter of ripe olives from Spain, received countervailable subsidies during the period of review, November 28, 2017, through December 31, 2018. This notice failed to list the cross-owned affiliates of Camacho.
Certain Steel Wheels From the People's Republic of China: Notice of Covered Merchandise Referral
Pursuant to the Enforce and Protect Act of 2015 (EAPA), the Department of Commerce (Commerce) received a covered merchandise referral from U.S. Customs and Border Protection (CBP) in connection with a CBP EAPA investigation concerning the antidumping duty (AD) and countervailing duty (CVD) orders on certain steel wheels from the People's Republic of China (China). In accordance with EAPA, Commerce intends to determine whether the merchandise subject to the referral is covered by the scope of these orders and promptly transmit its determination to CBP. Commerce is providing notice of the referral and inviting participation from interested parties.
Fresh Garlic From the People's Republic of China: Final Results and Final Rescission, in Part, of the 25th Antidumping Duty Administrative Review; 2018-2019
The Department of Commerce (Commerce) published the preliminary results of the 25th administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (China) on March 25, 2021. Commerce determines that mandatory respondent, Shijiazhuang Goodman Trading Co., Ltd. (Goodman) failed to establish its eligibility for a separate rate and is part of the China- wide entity. We also find that the review request made by The Roots Farm Inc. (Roots Farm) was not valid and, accordingly, we have rescinded the review with respect to the other mandatory respondent, Zhengzhou Harmoni Spice Co., Ltd. (Harmoni).
Utility Scale Wind Towers From India: Postponement of Final Determination of Sales at Less Than Fair Value Investigation
The Department of Commerce (Commerce) is postponing the deadline for issuing the final determination in the less-than-fair- value (LTFV) investigation of utility scale wind towers (wind towers) from India until October 6, 2021, and is extending the provisional measures from a four-month period to a period of not more than six months.

Certain Cased Pencils From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2018-2019
The Department of Commerce (Commerce) has completed its administrative review of the antidumping duty order on certain cased pencils (cased pencils) from the People's Republic of China for the period of review (POR) December 1, 2018, through November 30, 2019. We continue to find that Wah Yuen Stationery Co. Ltd. and Shandong Wah Yuen Stationery Co. Ltd. (collectively, Wah Yuen) had no shipments of cased pencils during the POR. We also continue to find that Tianjin Tonghe Stationery Co., Ltd. (Tianjin Tonghe) and Ningbo Homey Union Co., Ltd. (Ningbo Homey) are not eligible for a separate rate and should be treated as part of the China-wide entity.
