We preliminarily determine that Noksel Celik Boru Sanayi A.S., a producer and/or exporter subject to this administrative review, made sales of subject merchandise at less than normal value during the POR. We also preliminarily determine that Cinar Boru Profil San Ve Tic A.S. had no shipments during the POR. If these preliminary results are adopted in the final results, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess antidumping (AD) duties on all appropriate entries of subject merchandise. Interested parties are invited to comment on these preliminary results.

Termination of the Suspension Agreement on Certain Oil Country Tubular Goods From Ukraine, Rescission of Administrative Review, and Issuance of Antidumping Duty Order
On July 10, 2019, the Agreement Suspending the Antidumping Duty Investigation on Certain Oil Country Tubular Goods from Ukraine (the Agreement) terminates. Accordingly, the Department of Commerce (Commerce) is issuing an antidumping duty (AD) order on certain oil country tubular goods (OCTG) from Ukraine. Commerce is directing the suspension of liquidation and collection of cash deposits to begin on July 10, 2019. Additionally, Commerce is rescinding the administrative review of the Agreement.
