The Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) order on certain folding gift boxes from the People's Republic of China (China) would likely lead to continuation or recurrence of dumping at the dumping margins identified in the ``Final Results of Review'' section of this notice.

In accordance with the Tariff Act of 1930, as amended (the Act), the Department of Commerce (Commerce) is automatically initiating the five-year reviews (Sunset Reviews) of the antidumping and countervailing duty (AD/CVD) order(s) listed below. The Department of Commerce (Commerce) determines that fine denier polyester staple fiber (fine denier PSF) from Taiwan is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is April 1, 2016, through March 31, 2017.

On February 12, 2018, the Department of Commerce (Commerce) published the preliminary results of the 2016-2017 administrative review of the antidumping duty order on light-walled rectangular pipe and tube (LWRPT) from Turkey. Although invited to do so, interested parties did not comment on the preliminary results of this review. Therefore, we have adopted the preliminary results in these final results of the review.

The Department of Commerce (Commerce) has completed the administrative review of the antidumping duty order on polyethylene retail carrier bags from Malaysia for the period of review (POR) August 1, 2016, through July 31, 2017. We continue to find that Euro SME Sdn Bhd (Euro SME) did not have shipments of subject merchandise during the POR.

The Department of Commerce (Commerce) determines that imports of certain corrosion-resistant steel products (CORE), produced in the Socialist Republic of Vietnam (Vietnam) using carbon hot-rolled steel (HRS) or cold-rolled steel (CRS) flat products manufactured in the People's Republic of China (China), are circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on CORE from China.

The Department of Commerce (Commerce) is rescinding its administrative review of raw flexible magnets from the People's Republic of China (China) based on the timely withdrawal of all requests for review, for the period of review (POR) September 1, 2016, through August 31, 2017.

In addition, Commerce is amending its affirmative final determinations for Spain and Turkey to correct ministerial errors.

The Department of Commerce (Commerce) is partially rescinding the expedited review of the countervailing duty order (CVD) on certain softwood lumber products (softwood lumber) from Canada for the period January 1, 2015, through December 31, 2015.

The Department of Commerce (Commerce) finds that certain companies covered by this administrative review made sales of drawn stainless steel sinks (drawn sinks) from the People's Republic of China (China) at less than normal value.

For the final results of these changed circumstances reviews (CCRs), the Department of Commerce (Commerce) is revoking, in part, the antidumping duty (AD) orders on polyester staple fiber (PSF) from the Republic of Korea (Korea) and Taiwan with respect to certain low-melt PSF.

The Department of Commerce (Commerce) is conducting a new shipper review of Qingdao Doo Won Foods Co., Ltd. (Doo Won) regarding the antidumping duty order on fresh garlic from the People's Republic of China (China). The period of review (POR) is November 1, 2016, through April 30, 2017. Because we have concluded preliminarily that Doo Won is not the producer of the fresh garlic it exported to the United States, we are preliminarily rescinding this review with respect to Doo Won. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (Commerce) preliminarily determines that forged steel fittings from Taiwan are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is October 1, 2016, through September 30, 2017. Interested parties are invited to comment on this preliminary determination.
