Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board or TTAB) will hold an open meeting via teleconference on Thursday, December 14, 2017. The Board advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. Carbon and Alloy Steel Wire Rod From the Republic of Korea: Amended Preliminary Determination of Sales at Less Than Fair Value
On October 31, 2017, the Department of Commerce (Department) published in the Federal Register the Preliminary Determination \1\ of the antidumping duty investigation of carbon and alloy steel wire rod (wire rod) from the Republic of Korea (Korea). The Department is amending the Preliminary Determination of the investigation to correct a significant ministerial error.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Notice of Initiation of Changed Circumstances Reviews, and Consideration of Revocation of the Antidumping and Countervailing Duty Orders in Part
Based on a request from Pitsco, Inc. d/b/a Pitsco Education (Pitsco), the Department of Commerce (the Department) is initiating changed circumstances reviews to consider the possible revocation, in part, of the antidumping duty (AD) and countervailing duty (CVD) orders on crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China (PRC) with respect to certain solar panels, as described below.
Certain Stilbenic Optical Brightening Agents From the People's Republic of China and Taiwan: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty orders on certain stilbenic optical brightening agents (stilbenic OBAs) from the People's Republic of China (PRC) and Taiwan would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty orders.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Rescission, in Part, of Antidumping Duty Administrative Review; 2016-2017
On August 1, 2017, the Department of Commerce (Department) initiated an administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (TRBs) from the People's Republic of China (PRC) for 24 companies. Based on timely withdrawal of requests for review, we are now rescinding this administrative review with respect to four of these companies, Changshan Peer Bearing Co., Ltd. (CPZ/SKF), Hubei New Torch Science & Technology Co Ltd (New Torch), Shanghai General Bearing Co., Ltd (SGBC), and Wanxiang Group Corp (Wanxiang).

Certain Tissue Paper Products From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2016-2017
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on certain tissue paper products (tissue paper) from the People's Republic of China (PRC) for the period of review (POR) March 1, 2016, through February 28, 2017. We preliminarily determine that mandatory respondent Global Key, Inc. (Global Key) is not eligible for a separate rate and, therefore, remains part of the PRC-wide entity. We also preliminarily determine that mandatory respondent Chung Rhy Special Paper Mill Co., Ltd. (Chung Rhy) had no shipments during the POR. If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (CBP) to assess antidumping (AD) duties on all appropriate entries of subject merchandise. Interested parties are invited to comment on these preliminary results.
North American Free Trade Agreement (NAFTA), Article 1904 Binational Panel Review: Notice of Request for Panel Review
A Request for Panel Review was filed on behalf of the Government of Canada, the Government of Alberta, the Government of British Columbia, the Government of Manitoba, the Government of New Brunswick, the Government of Ontario, the Government of Qu[eacute]bec, the Government of Saskatchewan, Alberta Softwood Lumber Trade Council (``ASLTC''), British Columbia Lumber Trade Council (``BCLTC''), Conseil de l'Industrie forestiere du Qu[eacute]bec (``CIFQ''), Ontario Forest Industries Association (``OFIA''), New Brunswick Lumber Producers (``NBLP''), Canfor Corporation (``Canfor''), J.D. Irving, Limited (``JDI''), Resolute FP Canada Inc. (``Resolute''), Tolko Marketing and Sales Ltd. and Tolko Industries Ltd. (``Tolko''), and West Fraser Mills Ltd. (``West Fraser'') with the United States Section of the NAFTA Secretariat on November 14, 2017, pursuant to NAFTA Article 1904. Panel Review was requested of the Department of Commerce's final countervailing duty determination regarding Certain Softwood Lumber Products from Canada. The final determination was published in the Federal Register on November 8, 2017 (82 FR 51814). The NAFTA Secretariat has assigned case number USA-CDA-2017-1904-02 to this request.
Certain Circular Welded Carbon Steel Pipes and Tubes From Taiwan: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2015-2016
On May 18, 2017, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain circular welded carbon steel pipes and tubes from Taiwan. The period of review (POR) is May 1, 2015 through April 30, 2016. This review covers Shin Yang Steel Co., Ltd. (Shin Yang) and Yieh Hsing Enterprise Co., Ltd. (Yieh Hsing). Based on our analysis of the comments received, we have made certain changes in the margin calculations. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled, ``Final Results of the Review.''
Certain Steel Nails From Taiwan: Notice of Court Decision Not in Harmony With Final Determination in Less Than Fair Value Investigation and Notice of Amended Final Determination
On October 4, 2017, the United States Court of International Trade (CIT) issued final judgment in Mid Continent Steel & Wire, Inc. v. United States, et al., consolidated Court No. 15-00213, sustaining the Department of Commerce's (the Department's) final results of redetermination pursuant to remand. The Department is notifying the public that the final judgment in this case is not in harmony with the Department's final determination in the less than fair value investigation of certain steel nails from Taiwan, and is amending the final determination with respect to the weighted-average dumping margins assigned to mandatory respondent PT Enterprise Inc. and all other producers and exporters. Applicable: October 14, 2017.
Seamless Refined Copper Pipe and Tube From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016
On August 8, 2017, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on seamless refined copper pipe and tube from the People's Republic of China (PRC) for the period of review (POR), November 1, 2015, through October 31, 2016. For the final results of this review, the Department continues to determine that the five remaining companies under review failed to establish their eligibility for a separate rate for the POR, and thus, are part of the PRC-wide entity. The final dumping margin of sales at the PRC-Wide Entity rate is listed below in the ``Final Results'' section of this notice.
Certain Steel Nails From the Socialist Republic of Vietnam: Notice of Rescission of Countervailing Duty Administrative Review, 2016
The Department of Commerce (the Department) is rescinding the administrative review of the countervailing duty (CVD) order on certain steel nails (steel nails) from the Socialist Republic of Vietnam (Vietnam) for the period January 1, 2016, to December 31, 2016, based on the timely withdrawal of the request for review.
Narrow Woven Ribbon With Woven Selvedge From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016
On July 19, 2017, the Department of Commerce (the Department) published the preliminary results of the 2015-2016 antidumping duty administrative review (AR) of the antidumping duty order on narrow woven ribbon with woven selvedge from the People's Republic of China (PRC), in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended (the Act). The period of review (POR) is September 1, 2015, through August 31, 2016. We received no comments from any interested parties. Accordingly, our final results remain unchanged from the preliminary results.
Light-Walled Rectangular Pipe and Tube From Mexico: Initiation and Expedited Preliminary Results of Changed Circumstances Review
The Department of Commerce (Department) is simultaneously initiating and issuing the preliminary results of a changed circumstances review (CCR) of the antidumping duty order on light- walled rectangular pipe and tube (LWRPT) from Mexico, consistent with section 751(b) of the Tariff Act of 1930, as amended (the Act) and 19 CFR 351.216 and 351.221(c)(3)(ii). Based on the information on the record, we preliminarily determine that Perfiles LM, S.A. de C.V. (Perfiles) is the successor-in-interest to Perfiles y Herrajes LM, S.A. de C.V. (Perfiles y Herrajes). Interested parties are invited to comment on these preliminary results.
Steel Wire Garment Hangers From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016
On August 9, 2017, the Department of Commerce (Department) published in the Federal Register the Preliminary Results of the administrative review of the antidumping duty order on Steel Wire Garment Hangers from the People's Republic of China (PRC) covering the period October 1, 2015, through September 30, 2016. This review covered Hangzhou Yingqing Material Co. Ltd. and Hangzhou Qingqing Mechanical Co. Ltd. (collectively, Yingqing), and Shanghai Wells Hanger Co., Ltd./ Hong Kong Wells Ltd. (collectively, Shanghai Wells). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, the final results are unchanged from the Preliminary Results and we continue to find that Shanghai Wells sold merchandise at prices below the normal value and Yingqing is not eligible for a separate rate during the period of review.
Notice of Meeting: Summit on Trade-Related Standards Issues
The Department of Commerce International Trade Administration (ITA) is seeking input from U.S. stakeholders (companies, private sector organizations and trade associations active in trade-related standards work) on standards, conformity assessment and regulatory trends and challenges in foreign markets and the assistance they require from ITA to effectively address standards-related trade barriers and trends to take advantage of export opportunities. ITA will use this input in reviewing how to improve services and programs to best meet the needs of U.S. stakeholders in the standards area. In addition, ITA will convene an internal summit on how to improve such services and programs on March 6-7, 2018 in Washington, DC, and is soliciting private sector requests for limited opportunities to participate in portions of the summit.
Final Results of Changed Circumstances Review: Antidumping Duty Order on Carbon and Certain Alloy Steel Wire Rod From Mexico
On October 4, 2017, the Department of Commerce (the Department) published its notice of initiation and preliminary results of a changed circumstances review (CCR) of the antidumping duty order on carbon and certain alloy steel wire rod (wire rod) from Mexico to determine whether ArcelorMittal Mexico, S.A. de C.V. (AMM) is the successor-in-interest to ArcelorMittal Las Truchas, S.A. de C.V. (AMLT). No interested parties submitted case briefs or requested a hearing with respect to the Department's notice of initiation and preliminary results. Therefore, based on the information on the record, we continue to determine that AMM is the successor-in-interest to ALMT.

Certain Crystalline Silicon Photovoltaic Products From the People's Republic of China: Notice of Court Decision Not in Harmony With Amended Final Affirmative Countervailing Duty Determination
On September 8, 2017, the United States Court of International Trade (CIT) entered final judgment sustaining the Department of Commerce's (the Department's) final results of remand redetermination pertaining to the countervailing duty (CVD) investigation of certain crystalline silicon photovoltaic products (solar products) from the People's Republic of China (PRC). The Department is notifying the public that the CIT's final judgment in this case is not in harmony with the Department's final determination, as amended, in the CVD investigation of solar products from the PRC.
