Wooden Bedroom Furniture From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments in Part; 2015
In response to requests from interested parties, the Department of Commerce (``the Department'') is conducting the eleventh administrative review (``AR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). The period of review (``POR'') is January 1, 2015, through December 31, 2015. This AR covers 18 companies. The Department has preliminarily determined that seven of the 18 companies, including the sole mandatory respondent, have not established their entitlement to a separate rate and are part of the PRC-wide entity. The Department has also preliminarily determined that the remaining 11 companies had no reviewable transactions during the POR. We invite interested parties to comment on these preliminary results.
Certain Lined Paper Products From India: Preliminary Results of Countervailing Duty Administrative Review; Calendar Year 2014
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain lined paper products from India. The period of review (POR) is January 1, 2014, through December 31, 2014, and the review covers one producer/ exporter of the subject merchandise, Goldenpalm Manufacturers PVT Ltd. (Goldenpalm). We preliminarily determine that Goldenpalm received countervailable subsidies during the POR.
Executive-Led Power Technologies Trade Mission to the United Arab Emirates and Saudi Arabia, March 12-16, 2017
The United States Department of Commerce (DOC), International Trade Administration (ITA), is organizing an executive-led Power Technologies Trade Mission to the United Arab Emirates (UAE) and Saudi Arabia (KSA) on March 12-16, 2017. The purpose of the trade mission is to introduce U.S. firms to KSA and UAE's expanding power technology sector, which seeks to procure power equipment, distribution, power grid, as well as spare parts, and equipment with a focus on the renewable sector, and also to assist those U.S. firms in pursuing export opportunities in this sector, by helping new-to-market companies learn about the KSA and UAE energy markets and make initial contacts, and by supporting U.S. companies already doing business in the KSA and UAE to widen and deepen their business interests.
High Pressure Steel Cylinders From the People's Republic of China: Rescission of Antidumping Duty Administrative Review; 2015-2016
The Department of Commerce (Department) is rescinding the administrative review of the antidumping duty order on high pressure steel cylinders (steel cylinders) from the People's Republic of China (PRC) for the period of review June 1, 2015, through May 31, 2016.
Corporation for Travel Promotion (dba Brand USA)
The Department of Commerce is currently seeking applications from travel and tourism leaders from specific industries for membership on the Board of Directors (Board) of the Corporation for Travel Promotion (dba Brand USA). The purpose of the Board is to guide the Corporation for Travel Promotion on matters relating to the promotion of the United States and communication of travel facilitation issues, among other tasks. On August 3, 2016 we published in the Federal Register a ``Notice of an opportunity for travel and tourism industry leaders to apply for membership on the Board of Directors of the Corporation for Travel Promotion'' (78 FR 44531), announcing membership opportunities on the Board of Directors of the Corporation for Travel Promotion. The application period closed on September 23, 2016. We are now reopening the application period to solicit additional applications. This notice supplements the notice of August 3, 2016. Interested parties who have already applied in response to that Federal Register notice do not need to re-apply.
1,1,1,2-Tetrafluoroethane (R-134a) From the People's Republic of China: Preliminary Determination of Sales at Less-Than-Fair Value and Affirmative Determination of Critical Circumstances, in Part, and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that 1,1,1,2-Tetrafluoroethane (``R-134a'') from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''). The period of investigation (``POI'') is July 1, 2015, through December 31, 2015. The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. The final determination will be issued 75 days after publication of this preliminary determination in the Federal Register. Interested parties are invited to comment on this preliminary determination.
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings and anticircumvention determinations made between October 1, 2015, and December 31, 2015, inclusive. We intend to publish future lists after the close of the next calendar quarter.

Certain Cased Pencils From the People's Republic of China: Final Results of Expedited Sunset Review of the Antidumping Duty Order
The Department of Commerce (the Department) finds that revocation of the antidumping duty order (AD) order on certain cased pencils from the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Review'' section of this notice.
Certain Paper Clips From the People's Republic of China: Final Results of Expedited Fourth Sunset Review of Antidumping Duty Order
As a result of this sunset review, the Department of Commerce (the Department) finds that revocation of the antidumping duty order on certain paper clips (paper clips) from the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping at the levels identified in the ``Final Results of Review'' section of this notice.
Membership of the International Trade Administration Performance Review Board
The International Trade Administration (ITA), Department of Commerce (DOC), announces the appointment of those individuals who have been selected to serve as members of ITA's Performance Review Board. The Performance Review Board is responsible for reviewing performance appraisals and rating of Senior Executive Service (SES) members and making recommendations to the appointing authority on other performance management issues, such as pay adjustments, bonuses and Presidential Rank Awards for SES members. The appointment of these members to the Performance Review Board will be for a period of twenty-four (24) months.

The Department of Commerce (the Department) is initiating an expedited review of the countervailing duty order on certain corrosion- resistant steel products (CORE) from the Republic of Korea (Korea) with respect to POSCO and Hyundai Steel Company (Hyundai).
Certain Hot-Rolled Steel Flat Products From Australia, Brazil, Japan, the Republic of Korea, the Netherlands, the Republic of Turkey, and the United Kingdom: Amended Final Affirmative Antidumping Determinations for Australia, the Republic of Korea, and the Republic of Turkey and Antidumping Duty Orders
Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (the ITC), the Department is issuing antidumping duty orders on certain hot- rolled steel flat products (hot-rolled steel) from Australia, Brazil, Japan, the Republic of Korea, the Netherlands, the Republic of Turkey, and the United Kingdom. In addition, the Department is amending its final determinations of sales at less-than-fair-value (LTFV) from Australia, the Republic of Korea, and the Republic of Turkey, as a result of ministerial errors.
Certain Hot-Rolled Steel Flat Products From Brazil and the Republic of Korea: Amended Final Affirmative Countervailing Duty Determinations and Countervailing Duty Orders
Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC), the Department is issuing countervailing duty (CVD) orders on certain hot-rolled steel flat products (hot-rolled steel) from Brazil and the Republic of Korea (Korea). In addition, the Department is amending its final affirmative determination with respect to Korea to correct the rate assigned to POSCO.
Initiation of Five-Year (“Sunset”) Review
In accordance with the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating the five-year review (``Sunset Review'') of the antidumping and countervailing duty (``AD/CVD'') order(s) listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same order(s).
