Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review: Certain Frozen Warmwater Shrimp From Thailand

In response to a request by Thai Union Group Public Co., Ltd. (Thai Union Group), a producer/exporter of certain frozen warmwater shrimp (shrimp) from Thailand, and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), 19 CFR 351.216, and 19 CFR 351.221(c)(3)(ii), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on shrimp from Thailand with regard to Thai Union Group. Based on the information received, we preliminarily determine that Thai Union Group is the successor-in-interest to Thai Union Frozen Products Public Co., Ltd. (Thai Union Frozen) for purposes of determining AD liability. Interested parties are invited to comment on these preliminary results.

On November 18, 2015, Irving Paper Limited filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Also, on November 18, 2015, additional Requests for Panel Review were filed on behalf of Resolute FP Canada Inc., Port Hawkesbury Paper LP, the Government of Canada and the Governments of the Provinces of British Columbia, Ontario, New Brunswick, Nova Scotia and Qu[eacute]bec. Panel Review was requested of the U.S. Department of Commerce's final affirmative countervailing duty determination regarding Supercalendered Paper from Canada. This determination was published in the Federal Register (80 FR 63535), on October 20, 2015. The NAFTA Secretariat has assigned Case Number USA-CDA-2015-1904-01 to this request.

International Trade Data System Test Concerning the Electronic Submission of Certain Documentation Required for Imports of Uranium From the Russian Federation Using the Document Imaging System

The Department of Commerce (Commerce) announces, in coordination with U.S. Customs and Border Protection (CBP), a test of the International Trade Data System (ITDS) involving the electronic submission to CBP of forms and certifications related to importation of uranium products from the Russian Federation (Russia), using the Document Image System (DIS) of the Automated Commercial Environment (ACE). CBP and Commerce have developed this program to test and assess the electronic transmission to CBP of certain import documentation for incoming shipments subject to the applicable provisions of the Agreement Suspending the Antidumping Investigation on Uranium from the Russian Federation (Suspension Agreement).\1\ The test will involve forms and certifications required by the Suspension Agreement for shipments of uranium products from Russia that must be filed with CBP at the time of entry when an entry has been filed in ACE. Under this test, such documents must be submitted using DIS. This test applies to all entry types filed in ACE at any port. The electronic submission to CBP of such documentation through DIS is in addition to, and does not replace, the timely filing of the documentation required by the Suspension Agreement with Commerce through Enforcement and Compliance's (E&C) electronic filing system, Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS), available at access.trade.gov.\2\

This review was initiated with respect to four companies. After rescinding the review with respect to three of the four companies, one company, Shaoxing Xiangyu Green Packing Co., Ltd. (``Green Packing''), remains under review. The Department invited interested parties to comment on the Preliminary Results. No parties commented. Our final results remain unchanged from the Preliminary Results.
Multilayered Wood Flooring From the People's Republic of China: Final Results of Changed Circumstances Review

On September 24, 2015, the Department of Commerce (the ``Department'') published its preliminary results of a changed circumstances review \1\ of the antidumping duty (``AD'') order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``PRC'').\2\ The Department preliminarily determined that Sino- Maple (JiangSu) Co., Ltd. (``Sino-Maple'') is the successor-in-interest to Jiafeng Wood (Suzhou) Co., Ltd. (``Jiafeng'') for purposes of the AD order on MLWF from the PRC and, as such, is entitled to Jiafeng's cash deposit rate with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, and there is no other information or evidence on the record calling into question our Preliminary Results, the Department is making no changes to the Preliminary Results.

Court No. 12-00296, affirming the Department of Commerce's (the Department) final results of redetermination pursuant to court remand. Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's implemented final determination in a proceeding conducted under section 129 of the Uruguay Round Agreements Act (Section 129) related to the Department's final affirmative determination in the antidumping duty (AD) investigation of circular welded carbon quality steel pipe (CWP) from the People's Republic of China (the PRC) for the period October 1, 2006, through March 31, 2007.\1\ The Department is amending its implemented Final Section 129 Determination with regard to granting adjustments to the AD cash deposit rates.

The Committee was established under the Federal Advisory Committee Act, 5 U.S.C. App. The Committee was first chartered on November 21, 2011, and renewed on November 20, 2013. The Committee has functioned effectively, and the Department has an on-going need for consensus advice regarding supply chain competitiveness. The Department anticipates renewing the Committee for another two-year term. The Committee advises the Secretary on the necessary elements of a comprehensive policy approach to supply chain competitiveness designed to support U.S. export growth and national economic competitiveness, encourage innovation, facilitate the movement of goods, and improve the competitiveness of U.S. supply chains for goods and services in the domestic and global economy; and provides advice to the Secretary on regulatory policies and programs and investment priorities that affect the competitiveness of U.S. supply chains. The Department is seeking nominations to fill vacancies on the Committee for the upcoming Charter term anticipated to start in November 2015.

The Department of Commerce (the Department) has conducted an administrative review of the countervailing duty (CVD) order on drawn stainless steel sinks (sinks) from the People's Republic of China (PRC). The period of review (POR) is August 6, 2012, through December 31, 2013. On May 7, 2015, we published the preliminary results of this administrative review.\1\ We invited interested parties to comment on the Preliminary Results. After reviewing the comments received, we have made no changes to the Preliminary Results. As such, we continue to find that Guangdong Dongyuan Kitchenware Industrial Co., Ltd. (Dongyuan) received countervailable subsidies during the POR. We also find that Shunde Native Produce Import and Export Co., Ltd. of Guangdong (Native Produce) did not have any reviewable entries during the POR.

On May 7, 2015, the Department of Commerce (Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on drawn stainless steel sinks (drawn sinks) from the People's Republic of China (PRC).\1\ The review covers seven producers/exporters of the subject merchandise, including the following mandatory respondents: Guangdong Dongyuan Kitchenware Industrial Co., Ltd. (Dongyuan) and Guangdong Yingao Kitchen Utensils Co., Ltd. (Yingao). The period of review (POR) is October 4, 2012, through March 31, 2014. We provided interested parties an opportunity to comment on the Preliminary Results. After reviewing the comments received and making corrections to the margin calculations, where appropriate, we continue to find that Dongyuan and Yingao both made sales of subject merchandise to the United States at prices below normal value (NV) during the POR. The final dumping margins are listed below in the section entitled ``Final Results of the Review.''
