Silicomanganese From Australia: Preliminary Affirmative Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that silicomanganese from Australia is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (the ``Act''). The period of investigation is January 1, 2014 through December 31, 2014. The estimated weighted-average dumping margins are shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.
Certain Oil Country Tubular Goods From the People's Republic of China; Notice of Court Decision Not in Harmony With Final Results of Administrative Review and Notice of Amended Final Results of Administrative Review Pursuant to Court Decision
On August 28, 2015, the United States Court of International Trade (``CIT'') issued its final judgment \1\ sustaining the Department of Commerce's (the ``Department'') redetermination \2\ issued pursuant to the CIT's remand order in American Tubular Products, LLC v. United States, Ct. No. 13-00029, Slip Op. 14-116 (CIT September 26, 2014) (``Remand Order''), with respect to the Department's amended final results \3\ of the 2010-2011 antidumping duty administrative review of certain oil country tubular goods (``OCTG'') from the People's Republic of China. Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's amended final results of review and is amending the AR 1 Final Results with respect to the margin determined for Jiangsu Chengde Steel Tube Share Co., Ltd. (``Chengde''), an exporter and producer of subject merchandise.
Certain Cut-to-Length Carbon Steel Plate From the Russian Federation: Request for Comments
On May 5, 2015, ArcelorMittal USA, Inc., Nucor Corporation, and SSAB North America Division (collectively, ``domestic interested parties''), filed with the U.S. Department of Commerce (``Department'') a request to terminate the 2003 Agreement Suspending the Antidumping Investigation of Certain Cut-to-Length Carbon Steel Plate from the Russian Federation (``Agreement'') (``request to terminate''). For the reasons stated in this notice, the Department is requesting comments on whether suspension of the investigation is no longer in the ``public interest'' under sections 734(d) and 734(i) of the Tariff Act of 1930, as amended (``Act'').
Multilayered Wood Flooring From the People's Republic of China: Preliminary Results of the Changed Circumstances Review of Sino-Maple (JiangSu) Co., Ltd.
On March 13, 2015, the Department of Commerce (the ``Department'') initiated a changed circumstance review (``CCR'') of the antidumping duty (``AD'') order on multilayered wood flooring from the People's Republic of China (``PRC'') in response to a request from Sino-Maple (JiangSu) Co., Ltd. (``Sino-Maple''), an exporter of subject merchandise to the United States.\1\ Pursuant to section 751(b) of the Tariff Act of 1930, as amended (``the Act''), and 19 CFR 351.216, the Department preliminarily determines that Sino-Maple is the successor- in-interest to Jiafeng Wood (Suzhou) Co., Ltd. (``Jiafeng'') for purposes of the AD order on multilayered wood flooring from the PRC and, as such, is entitled to Jiafeng's cash deposit rate with respect to entries of subject merchandise. We invite interested parties to comment on these preliminary results.
Fresh Garlic From the People's Republic of China: Final Results of the Changed Circumstances Review
On June 30, 2015, the Department of Commerce (Department) published a notice of preliminary results of a changed circumstance review (CCR) of the antidumping duty (AD) order on fresh garlic from the People's Republic of China (PRC) \1\ in response to a request from Jining Yongjia Trade Co., Ltd. (Yongjia), an exporter of fresh and peeled garlic from the PRC.\2\ Yongjia requested that the Department determine that Jinxiang County Shanfu Frozen Co., Ltd. (Shanfu II), Yongjia's supplier of garlic, is the successor-in-interest to Yongjia's garlic supplier (Shanfu I) during its new shipper review (NSR). In the Preliminary Results, the Department found that Shanfu II is not the successor-in-interest to Shanfu I, and, as such, is subject to the PRC- wide entity cash deposit rate with respect to entries of subject merchandise. Based on our analysis of the comments from the parties, we continue to find that Shanfu II is not the successor-in-interest to Shanfu I for these final results.
Sugar From Mexico: Final Affirmative Countervailing Duty Determination
The Department of Commerce (the Department) determines that countervailable subsidies are being provided to exporters and producers of sugar from Mexico. For information on the estimated subsidy rates, see the ``Final Determination'' section of this notice.
Sugar From Mexico: Final Determination of Sales at Less Than Fair Value
The Department of Commerce (the Department) determines that imports of sugar from Mexico are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The period of investigation is January 1, 2013, through December 31, 2013. The final weighted-average dumping margins are listed below in the section entitled ``Final Determination Margins.''
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings and anticircumvention determinations made between April 1, 2015, and June 30, 2015, inclusive. We intend to publish future lists after the close of the next calendar quarter.
Certain Hot-Rolled Carbon Steel Flat Products From India: Notice of Commencement of Compliance Proceedings Pursuant to Section 129 of the Uruguay Round Agreements Act
Pursuant to Section 129 of the Uruguay Round Agreements Act (URAA), 19 U.S.C. 3538, the Department of Commerce (Department), is commencing proceedings to gather information, analyze record evidence, and consider the determinations which would be necessary to bring its measures into conformity with the recommendations and rulings of the Dispute Settlement Body (DSB) of the World Trade Organization (WTO) in United StatesCountervailing Duty Measures on Certain Hot-Rolled Carbon Steel Flat Products from India(WTO/DS436). This dispute concerns the final results issued in certain administrative reviews of the countervailing duty (CVD) order on certain hot-rolled carbon steel flat products from India.

As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty order on chloropicrin from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing this notice of continuation of the antidumping duty order.
Wooden Bedroom Furniture From the People's Republic of China: Final Results of Changed Circumstances Review, and Revocation of Antidumping Duty Order, in Part
On August 11, 2015, the Department of Commerce (the ``Department'') published its Preliminary Results of a changed circumstances review (CCR) and intent to revoke, in part, the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China (``PRC'') \1\ with respect to certain jewelry armoires.\2\ The Department preliminarily determined that the producers accounting for substantially all of the production of the domestic like product to which the Order pertains lacked interest in the relief provided by the Order with respect to certain jewelry armoires with at least one front door. We invited interested parties to comment on the Preliminary Results. No party submitted comments. For the final results, the Department is revoking, in part, the Order as to certain jewelry armoires with at least one front door.
President's Advisory Council on Doing Business In Africa: Meeting of the President's Advisory Council on Doing Business in Africa
The President's Advisory Council on Doing Business in Africa (Council) will hold a meeting to deliberate on recommendations related to strengthening commercial engagement between the United States and Africa. Topics may include: infrastructure development, energy and power, health system strengthening, regional cooperation, agricultural value chain, training, entrepreneurship, and women in business. The final agenda will be posted at least one week in advance of the meeting on the Council's Web site at https://trade.gov/pac-dbia.
United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board) will hold an open meeting held via teleconference on Tuesday, October 6, 2015. The Board was re-chartered in August 2015, to advise the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. The purpose of the meeting is for Board members to review and deliberate on recommendations developed by the Infrastructure subcommittee looking at the Department of Transportation's ``Beyond Traffic 2045'' report. The agenda may change to accommodate Board business. The final agenda will be posted on the Department of Commerce Web site for the Board at https://trade.gov/ttab, at least one week in advance of the meeting.

The Department of Commerce (the Department) and the International Trade Commission (the ITC) have determined that revocation of the antidumping duty (AD) order on diamond sawblades and parts thereof (diamond sawblades) from the People's Republic of China (the PRC) would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States. This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.
Large Residential Washers From the Republic of Korea: Final Results of the Antidumping Duty Administrative Review; 2012-2014
On March 9, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on large residential washers (LRWs) from the Republic of Korea (Korea).\1\ The review covers three producers/ exporters of the subject merchandise: Daewoo Electronics Corporation (Daewoo), LG Electronics, Inc. (LGE), and Samsung Electronics Co., Ltd. (Samsung). The period of review (POR) is August 3, 2012, through January 31, 2014. We gave interested parties an opportunity to comment on the Preliminary Results. After reviewing the comments received and making corrections to the margin calculations, where appropriate, we continue to find that sales of subject merchandise to the United States have been made at prices below normal value. The final dumping margins for the reviewed companies are listed below in the section entitled ``Final Results of the Review.''
Aluminum Extrusions From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision
On August 27, 2015, the United States Court of International Trade (``CIT'' or ``Court'') sustained the Department of Commerce's (the ``Department'') final results of redetermination,\1\ in which the Department determined that three dock ladder kit models imported by Asia Sourcing Corporation (``ASC'') meet the description of excluded finished goods kits, and are therefore not covered by the scope of the Orders,\2\ pursuant to the CIT's remand order in Asia Sourcing Corp v. United States, No. 13-00161 (CIT June 30, 2015) (``Remand Order'').
Large Residential Washers From the Republic of Korea: Final Results of Countervailing Duty Administrative Review; 2012-2013
On March 11, 2015, the Department published the preliminary results of the administrative review of the countervailing duty order on large residential washers from Korea.\1\ The review covers two producers/exporters of the subject merchandise, Samsung Electronics Co., Ltd. (Samsung) and Daewoo Electronics Corporation (Daewoo). The period of review (POR) is June 5, 2012, through December 31, 2013. Based on an analysis of the comments received, the Department has not made changes to the subsidy rates calculated for Daewoo and Samsung in the Preliminary Results. The final subsidy rates are listed in the ``Final Results of Administrative Review'' section below.
Stainless Steel Bar From India: Final Results of Antidumping Duty Administrative Review; 2013-2014
On March 9, 2015, the Department of Commerce (Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from India.\1\ The period of review (POR) is February 1, 2013, through January 31, 2014. Based on comments received from Bhansali Bright Bars Pvt. Ltd., (Bhansali) and the petitioner,\2\ we have made certain changes to our preliminary results. The final dumping margin for this review is listed in the ``Final Results of the Review'' section below.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results of Antidumping Duty Administrative Review, 2013-2014
On March 9, 2015, the Department of Commerce (``Department'') published in the Federal Register the Preliminary Results of the ninth administrative review of the antidumping duty Order \1\ on certain warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'').\2\ Based upon our analysis of the comments and information received, we determine that Minh Phu Group \3\ and Thuan Phuoc \4\ sold subject merchandise at less than normal value (``NV'') during the period of review (``POR''), February 1, 2013, through January 31, 2014. The Department determines that sales of subject merchandise by Fimex VN \5\ were not made below NV.
Large Residential Washers From Mexico: Final Results of the Antidumping Duty Administrative Review; 2012-2014
On March 9, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on large residential washers (LRWs) from Mexico.\1\ The review covers two producers/exporters of the subject merchandise: Electrolux Home Products Corp. N.V. and Electrolux Home Products de Mexico, S.A. de C.V. (collectively, Electrolux) and Samsung Electronics Co., Ltd. (Samsung). The period of review (POR) is August 3, 2012, through January 31, 2014. We gave interested parties an opportunity to comment on the Preliminary Results. After reviewing the comments received and making corrections to the margin calculation, we continue to find that Electrolux made sales of subject merchandise to the United States at prices below normal value. We also find that Samsung made no shipments of subject merchandise during the POR. Electrolux's final dumping margin is listed below in the section entitled ``Final Results of the Review.''
Utility Scale Wind Towers From the Socialist Republic Vietnam: Final Results of Antidumping Duty Administrative Review; 2013-2014
On March 9, 2015, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty order on utility scale wind towers from the Socialist Republic of Vietnam (``Vietnam'').\1\ The period of review is February 13, 2013, through January 31, 2014. The review covers one respondent, CS Wind Vietnam and CS Wind Corporation (collectively, ``CS Wind Group''). We continue to find that CS Wind Group has sold subject merchandise in the United States at below normal value during the POR.
Large Residential Washers From the Republic of Korea: Partial Rescission of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is partially rescinding its administrative review of the antidumping duty order on large residential washers (LRW) from the Republic of Korea (Korea) for the period of review February 1, 2014, through January 31, 2015 (POR).
Low-Enriched Uranium From France: Final Results of Antidumping Duty Administrative Review; 2013-2014
On March 9, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on low-enriched uranium (LEU) from France.\1\ The review covers one producer or exporter of the subject merchandise, Eurodif S.A., AREVA NC, and AREVA NC, Inc. (collectively AREVA). The Department determines that AREVA made no shipments of subject merchandise during the POR. The Department also determines that we will issue revised certifications required from the importer and end-user.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Rescission of Antidumping Duty New Shipper Review; 2013-2014
The Department of Commerce (``Department'') published its Preliminary Rescission for the new shipper review (``NSR'') of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China (``PRC'') on April 21, 2015.\1\ The period of review (``POR'') is December 1, 2013, through May 31, 2014. As discussed below, we preliminarily found that the sale made by Hengdian Group DMEGC Magnetics Co., Ltd. (``DMEGC'') was non-bona fide, and announced our preliminary intent to rescind its NSR. For the final results of this review, we continue to find DMEGC's sale to be non-bona fide. Therefore, we are rescinding this NSR.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results and Partial Rescission of the Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``the Department'') is conducting the 11th administrative review of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'').\1\ The Department preliminarily determines that the Hung Vuong Group (``HVG'') \2\ and Thuan An Production Trading and Service Co., Ltd. (``TAFISHCO'') sold subject merchandise in the United States at prices below normal value (``NV'') during the period of review (``POR'') August 1, 2013, through July 31, 2014. If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
