Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping duty orders and findings with October anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Dynamic Random Access Memory Semiconductors from the Republic of Korea: Final Results of Countervailing Duty Administrative Review
The Department of Commerce has completed an administrative review of the countervailing duty order on dynamic random access memory semiconductors from the Republic of Korea for the period January 1, 2007, through December 31, 2007. We find that Hynix Semiconductor, Inc. received countervailable subsidies during the period of review, which result in a de minimis subsidy rate.
Ball Bearings and Parts Thereof From France: Preliminary Results of Changed-Circumstances Review
The Department of Commerce is conducting a changed- circumstances review of the antidumping duty order on ball bearings and parts thereof from France pursuant to section 751(b) of the Tariff Act of 1930, as amended. We preliminarily determine that, after acquisition by NTN Corporation, SNR Roulements S.A. is the successor-in-interest to pre-acquisition SNR Roulements S.A. Interested parties are invited to comment on these preliminary results.
Pre-Stressed Concrete Steel Wire Strand from the People's Republic of China: Alignment of Final Countervailing Duty Determination with Final Antidumping Duty Determination
The Department of Commerce (the Department) is aligning the final determination in the countervailing duty investigation of pre- stressed concrete steel wire strand (PC Strand) from the People's Republic of China (PRC) with the final determination in the companion antidumping duty investigation.
Non-Malleable Cast Iron Pipe Fittings from the People's Republic of China: Rescission of Antidumping Duty Administrative Review
In response to a request from Norca Engineered Products LLC and NEP Tianjin Machinery Company (collectively ``NEP''), exporter of subject merchandise, on April 30, 2009, the Department of Commerce (the ``Department'') initiated an administrative review of the antidumping duty order on non-malleable cast iron pipe fittings from the People's Republic of China (``PRC''). See Initiation of Antidumping and Countervailing Duty Administrative Reviews, 74 FR 25711 (May 29, 2009). The period of review (``POR'') is April 1, 2008, through March 31, 2009. For the reason discussed below, we are rescinding this administrative review.
Certain Oil Country Tubular Goods From the People's Republic of China: Notice of Preliminary Determination of Sales at Less Than Fair Value, Affirmative Preliminary Determination of Critical Circumstances and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that certain oil country tubular goods (``OCTG'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Pursuant to requests from interested parties, we are postponing the final determination and extending the provisional measures from a four-month period to not more than six months. Accordingly, we will make our final determination not later than 135 days after publication of the preliminary determination.
Polyethylene Retail Carrier Bags From Malaysia: Final Results of Antidumping Duty Administrative Review
On July 9, 2009, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Malaysia. The review covers exports of this merchandise to the United States by Euro Plastics Malaysia Sdn. Bhd. (Euro Plastics) for the period of review August 1, 2007, through July 31, 2008.
Certain Stainless Steel Butt-Weld Pipe Fittings From Taiwan: Notice of Extension of Time Limit for the Final Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is extending the time limit for the final results of the administrative review of the antidumping duty order on certain stainless steel butt-weld pipe fittings from Taiwan. The period of review is June 1, 2007, through May 31, 2008. This extension is made pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act).
Continuation of Antidumping Duty Order on Certain Cut-to-Length Carbon Steel Plate from the People's Republic of China and Continuation of Suspended Antidumping Duty Investigations on Certain Cut-to-Length Carbon Steel Plate from the Russian Federation and Ukraine
As a result of the respective determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on certain cut- to-length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'') and the termination of the suspension agreements and the underlying antidumping duty investigations on CTL plate from the Russian Federation (``Russia'') and Ukraine (collectively, ``the Agreements'') would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing this notice of continuation of the antidumping duty order on CTL plate from the PRC and continuation of the Agreements on CTL plate from Russia and Ukraine.
First Administrative Review of Certain Activated Carbon from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On May 7, 2009, the Department of Commerce (the ``Department'') published in the Federal Register the preliminary results of the first administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC''). See Certain Activated Carbon From the People's Republic of China: Notice of Preliminary Results of the Antidumping Duty Administrative Review and Extension of Time Limits for the Final Results, 74 FR 21317 (May 7, 2009) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results. We continue to find that certain exporters have sold subject merchandise at less than normal value during the period of review (``POR''), October 11, 2006, through March 31, 2008.
Polyethylene Terephthalate Film, Sheet, and Strip from the Republic of Korea: Final Results of Antidumping Duty Administrative Review
On July 6, 2009 the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping order on polyethylene terephthalate film, sheet and strip (PET film) from the Republic of Korea (Korea). See Polythylene Terephthalate Film, Sheet, and Strip from the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review, 74 FR 31922 (July 6, 2009) (Preliminary Results). This review covers one manufacturer/exporter of the subject merchandise to the United States, Kolon Industries, Inc. (Kolon). The period of review (POR) is October 2, 2007, through May 31, 2008.
Certain New Pneumatic Off-the-Road Tires from the People's Republic of China: Initiation of Changed Circumstances Review
The Department of Commerce (``Department'') has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain new pneumatic off-the- road tires from the People's Republic of China (``PRC''). Specifically, based upon a request filed by Mai Shandong Radial Tyre Co., Ltd. (``Mai Shandong''), the Department is initiating a changed circumstances review to determine whether Mai Shandong is the successor-in-interest to Shandong Jinyu Tyre Co., Ltd. (``Shandong Jinyu''), a separate-rate respondent in the original investigation.
Wire Decking From the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination and Alignment of Final Countervailing Duty Determination with Final Antidumping Duty Determination
The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers and exporters of wire decking from the People's Republic of China (the PRC). For information on the estimated subsidy rates, see the ``Suspension of Liquidation'' section of this notice.
Certain Helical Spring Lock Washers From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain helical spring lock washers (``HSLWs'') from the People's Republic of China (``PRC'') covering the period of review (``POR'') October 1, 2007 through September 30, 2008. We preliminarily determine that sales have been made below normal value (``NV'') by Hangzhou Spring Washer Co., Ltd. (``HSW'') (also known as Zhejiang Wanxin Group Co., Ltd.). If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. The Department invites interested parties to comment on these preliminary results.
Carbon and Certain Alloy Steel Wire Rod From Trinidad and Tobago; Preliminary Results of Antidumping Duty Administrative Review
On November 24, 2008, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on carbon and alloy steel wire rod (wire rod) from Trinidad and Tobago for the period of review (POR) October 1, 2007, through September 30, 2008.
Stainless Steel Plate in Coils From Belgium: Final Results of Countervailing Duty Administrative Review
On June 4, 2009, the U.S. Department of Commerce (``the Department'') published in the Federal Register its Preliminary Results of the administrative review of the countervailing duty order on stainless steel plate in coils (``SSPC'') from Belgium for the period January 1, 2007, through December 31, 2007. Chloropicrin From the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Order
On July 1, 2009, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on chloropicrin from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Initiation of Five-year (``Sunset'') Review, 74 FR 31412 (July 1, 2009); see also Antidumping Duty Order; Chloropicrin from the People's Republic of China, 49 FR 10691 (March 22, 1984) (``Order''). Based on the notice of intent to participate and adequate response filed by the domestic interested parties, and the lack of response from any respondent interested party, the Department conducted an expedited sunset review of the Order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Review'' section of this notice, infra.
Tetrahydrofurfuryl Alcohol From the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Order
On July 1, 2009, the Department of Commerce (``Department'') initiated a sunset review of the antidumping duty order on tetrahydrofurfuryl alcohol (``THFA'') from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act''). See Initiation of Five-year (``Sunset'') Review, 74 FR 31412 (July 1, 2009) (``Sunset Initiation''); see also Notice of Antidumping Duty Order: Tetrahydrofurfuryl Alcohol from the People's Republic of China, 69 FR 47911 (August 6, 2004) (``Order''). On July14, 2009, Penn A Kem LLC (formerly, Penn Specialty Chemicals) (``PAK''), the petitioner in the THFA investigation, notified the Department that it intended to participate in the sunset review. The Department did not receive a substantive response from any respondent party. Based on the notice of intent to participate and adequate response filed by the domestic interested party, and the lack of response from any respondent interested party, the Department conducted an expedited sunset review of the Order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Review'' section of this notice, infra.
Certain Standard Steel Fasteners From the People's Republic of China: Amendment to Initiation of Antidumping Duty Investigation
The Department of Commerce (``Department'') is currently conducting an antidumping duty investigation of certain standard steel fasteners from the People's Republic of China (``PRC''). The period of investigation (``POI'') is January 1, 2009, through June 30, 2009. We are limiting the number of quantity and value questionnaires that will be sent directly to exporters and extending the deadline for parties to submit a response to the quantity and value questionnaire.
Diamond Sawblades and Parts Thereof From the People's Republic of China and the Republic of Korea: Antidumping Duty Orders
On September 30, 2009, the United States Court of International Trade (``CIT'') ordered the Department of Commerce (``the Department'') to issue and publish antidumping duty orders and order the collection of cash deposits on subject merchandise in response to a petition for a writ of mandamus from Petitioners \1\ in the antidumping duty investigation of diamond sawblades and parts thereof (``diamond sawblades'') from the People's Republic of China (``PRC'') and the Republic of Korea (``Korea''). Therefore, effective January 23, 2009, the Department will direct the U.S. Customs and Border Protection (``CBP'') to suspend liquidation and collect cash deposits on diamond sawblades from the PRC and Korea at ad valorem rates listed below.
Ball Bearings and Parts Thereof From the United Kingdom: Final Results of Changed-Circumstances Review
The Department of Commerce (the Department) has determined, pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), that SKF (UK) Ltd. is the successor-in-interest to SNFA Bearings Ltd. and, as a result, should be accorded the same treatment as SKF (UK) Ltd.
Circular Welded Carbon Quality Steel Pipe From the People's Republic of China: Notice of Rescission of Antidumping Duty Administrative Review
On August 25, 2009, the U.S. Department of Commerce (``the Department'') published a notice of initiation of an administrative review of the antidumping duty order on circular welded carbon quality steel pipe (``CWP'') from the People's Republic of China (``PRC''). The review covers 14 producers/exporters of CWP from the PRC. Based on the withdrawals of all requests for review, we are now rescinding this administrative review in full.

On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of domestic interested party, and the lack of a response from respondent interested parties, the Department conducted an expedited (120-day) sunset review of this antidumping duty order. As a result of this sunset review, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping at the levels identified below in the ``Final Results of Sunset Review'' section of this notice.
