Freshwater Crawfish Tail Meat From the People's Republic of China: Notice of Initiation of Antidumping Duty New-Shipper Review
On September 15, 2009, the Department of Commerce (the Department) received a request to conduct a new-shipper review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (PRC). In accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(d), we are initiating an antidumping duty new-shipper review.
Stainless Steel Wire Rod From Italy, Japan, the Republic of Korea, Spain, and Taiwan: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On July 1, 2009, the Department of Commerce (the Department) initiated sunset reviews of the antidumping duty orders on stainless steel wire rod (SSWR) from Italy, Japan, the Republic of Korea (Korea), Spain, and Taiwan, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). The Department has conducted expedited (120-day) sunset reviews for these orders pursuant to 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping.
Barium Chloride From the People's Republic of China: Final Results of Expedited Third Sunset Review of Antidumping Duty Order
On July 1, 2009, the Department of Commerce (the ``Department'') initiated a sunset review of the antidumping duty order on barium chloride from the People's Republic of China (``PRC''). On the basis of a notice of intent to participate and an adequate substantive response from domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited (120-day) sunset review. As a result of the sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Review section of this notice.
Wooden Bedroom Furniture From the People's Republic of China: Amended Final Results of Antidumping Duty Administrative Review and New Shipper Reviews
On August 17, 2009 the Department of Commerce (``Department'') published the final results of the antidumping duty administrative review and new shipper reviews (``NSRs'') of wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and New Shipper Reviews, 74 FR 41374 (August 17, 2009) (``Final Results''), and accompanying Issues and Decision Memorandum. The period of review is January 1, 2007, through December 31, 2007. We are amending our Final Results to correct ministerial errors made in the calculation of the administrative and new shipper reviews pursuant to section 751(h) of the Tariff Act of 1930, as amended (``the Act''). These corrections will also affect the dumping margins for the companies in the administrative review to which a separate rate applies.
Certain Welded Carbon Steel Standard Pipes and Tubes From India: Rescission of Antidumping Duty Administrative Review in Part
On June 24, 2009, in response to requests from the Wheatland Tube Company (the petitioner), the Department of Commerce (the Department) published a notice of initiation of administrative review of the antidumping duty order on certain welded carbon steel standard pipes and tubes from India. The period of review is May 1, 2008, through April 30, 2009. The Department is rescinding this review in part.
Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Final Results of Countervailing Duty Administrative Review
On September 8, 2009, the U.S. Department of Commerce (the Department) published in the Federal Register its preliminary results of the administrative review of the countervailing duty (CVD) order on corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea) for the period of review (POR) January 1, 2007, through December 31, 2007. See Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review, 74 FR 46100 (September 8, 2009) (Preliminary Results). We preliminarily found that Dongbu Steel Co., Ltd. (Dongbu), Hyundai HYSCO Ltd. (HYSCO), and Pohang Iron and Steel Co., Ltd. (POSCO) received de minimis countervailable subsidies during the POR. We did not receive any comments on our Preliminary Results, and we have made no revisions.
Certain Frozen Warmwater Shrimp from the Socialist Republic of Vietnam and the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Reviews
The Department of Commerce (``Department'') is extending the time limit for the preliminary results of the administrative reviews of certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'') and the People's Republic of China (``PRC''). The reviews cover the period February 1, 2008, through January 31, 2009.
Polyethylene Retail Carrier Bags From Taiwan: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The U.S. Department of Commerce (the Department) preliminarily determines that polyethylene retail carrier bags (PRCBs) from Taiwan are being, or are likely to be, sold in the United States at less than fair value (LTFV) as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The estimated margins of sales at LTFV are listed in the ``Suspension of Liquidation'' section of this notice. Interested parties are invited to comment on this preliminary determination.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with September anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke one countervailing duty order in part.
Supplemental Request for Applicants for Appointment to the United States-India CEO Forum
In 2005, the governments of the United States and India established the U.S.-India CEO Forum. The two sides are reconstituting the Forum. On September 10, 2009, we published in the Federal Register a ``Request for Applicants for the Appointment to the United States- India CEO Forum'' (74 FR 46571), announcing membership opportunities for appointment as representatives to the U.S. Section of the Forum. The application period closed on October 1, 2009. We are now reopening the application period to solicit additional applications. This notice supplements the notice of September 10, 2009. Interested parties who have already applied in response to that Federal Register notice do not need to re-apply.
Export Trade Certificate of Review
On October 5, 2009, the Export Trading Company Affairs Office, International Trade Administration, U.S. Department of Commerce, issued an amended Export Trade Certificate of Review (``Certificate'') to Aerospace Industries Association of America, Inc. (``AIA'').
Notice of Final Determination of Sales at Less Than Fair Value: Commodity Matchbooks from India
We determine that imports of commodity matchbooks are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The estimated margins of sales at LTFV are shown in the ``Final Determination'' section of this notice.
Commodity Matchbooks From India: Final Affirmative Countervailing Duty Determination
The Department of Commerce (the Department) determines that countervailable subsidies are being provided to producers and exporters of commodity matchbooks from India. For information on the estimated subsidy rates, see the ``Suspension of Liquidation'' section of this notice.
Certain Pasta From Turkey: Final Results of Countervailing Duty Changed Circumstances Review
On January 28, 2009, the Department of Commerce (``the Department'') published a notice of initiation of a changed circumstances review (``CCR'') of the countervailing duty (``CVD'') order on certain pasta from Turkey as requested by Marsan Gida Sanayi ve Ticret A.S. (``Marsan''). See Notice of Initiation of Countervailing Duty Changed Circumstances Review: Certain Pasta from Turkey, 74 FR 4938 (January 28, 2009) (``Initiation Notice''). On September 15, 2009, we published our preliminary results of the CVD CCR. See Certain Pasta From Turkey: Preliminary Results of Countervailing Duty Changed Circumstances Review, 74 FR 47225 (September 15, 2009) (``Preliminary Results''). Pursuant to the new criteria outlined in the Preliminary Results, we preliminarily found that Marsan is not the successor to Gidasa Sabanci Gida Sanayi ve Ticaret A.S. (``Gidasa'') for purposes of the CVD cash deposit rates. We invited interested parties to comment on these preliminary results and we received comments from Marsan. For the final results, we continue to find that Marsan is not the successor to Gidasa, for purposes of the CVD cash deposit rates, and therefore its merchandise should continue to enter under the ``all others'' cash deposit rate.
Certain Tissue Paper Products from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
The U.S. Department of Commerce (the Department) is rescinding in part the administrative review of the antidumping duty order on certain tissue paper products from the People's Republic of China (PRC) for the period March 1, 2008, to February 28, 2009, with respect to Sunlake D[eacute]cor Co., Ltd. (Sunlake). This partial rescission is based on the withdrawal of the request for review of Sunlake by the only interested party that requested the review the petitioner.\1\
Certain Frozen Warmwater Shrimp from the Socialist Republic of Vietnam: Amended Final Results of Antidumping Duty Administrative Review
On September 15, 2009, the Department of Commerce (``Department'') published the final results and final partial rescission of the antidumping duty administrative review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'') covering the period February 1, 2007, through January 31, 2008. See Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results and Final Partial Rescission of Antidumping Duty Administrative Review, 74 FR 47191 (September 15, 2009) (``Final Results''). Pursuant to section 751(h) of the Tariff Act of 1930, as amended (``the Act''), and 19 CFR 351.224(e), we are amending the Final Results to correct a ministerial error in the name assigned to a respondent not selected for individual examination, Thuan Phuoc Seafoods and Trading Corporation, that received a separate rate.

Certain Frozen Warmwater Shrimp From Ecuador: Amended Final Results of Antidumping Duty Administrative Review
On September 15, 2009, the Department of Commerce (Department) published in the Federal Register the final results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from Ecuador for the period of review (POR) of February 1, 2007, through August 14, 2007. See Certain Frozen Warmwater Shrimp From Ecuador: Final Results of Antidumping Duty Administrative Review, 74 FR 47201 September 15, 2009) (Final Results), and accompanying Issues and Decision Memorandum. Based on the correction of a ministerial error with respect to the calculation of the indirect selling expense ratio for the respondent Sociedad Nacional de Galapagos, S.A. (Songa), we have changed the final results margin for Songa and, as a result, the final results margins for the respondents not selected for individual examination in this administrative review.
Stainless Steel Plate in Coils From Belgium: Final Results of Antidumping Duty Administrative Review
On June 8, 2009, the Department of Commerce (the Department) published the preliminary results of the antidumping duty order on stainless steel plate in coils (SSPC) from Belgium. See Stainless Steel Plate in Coils From Belgium: Preliminary Results of Antidumping Duty Administrative Review, 74 FR 27097 (June 8, 2009) (Preliminary Results). This review covers one manufacturer/exporter of the subject merchandise: ArcelorMittal Stainless Belgium N.V. (AMS Belgium). The period of review (POR) is May 1, 2007, through April 30, 2008.
Polyethylene Retail Carrier Bags From the People's Republic of China, Thailand, and Malaysia: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On July 1, 2009, the Department of Commerce (the Department) initiated sunset reviews of the antidumping duty orders on polyethylene retail carrier bags (PRCBs) from the People's Republic of China (PRC), Thailand, and Malaysia pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). See Initiation of Five-year (``Sunset'') Review, 74 FR 31412 (July 1, 2009). The Department has conducted expedited (120-day) sunset reviews for these orders. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping as indicated in the ``Final Results of Review'' section of this notice.
Export Trade Certificate of Review
Export Trading Company Affairs (``ETCA'') of the International Trade Administration, Department of Commerce, has received an application to amend an Export Trade Certificate of Review (``Certificate''). This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.
Purified Carboxymethylcellulose from the Netherlands: Final Results of Antidumping Duty Administrative Review
On May 26, 2009, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from the Netherlands. See Purified Carboxymethylcellulose from the Netherlands; Preliminary Results of Antidumping Duty Administrative Review, 74 FR 24823 (May 26, 2009) (Preliminary Results). The merchandise covered by the order is purified CMC as described in the ``Scope of the Order'' section of this notice. The period of review (POR) is July 1, 2007, through June 30, 2008. We afforded interested parties an opportunity to comment on the Preliminary Results. We received comments from interested parties and, consequently, have made changes to our calculation based on our analysis of the comments received. Therefore, the final results differ from those published in the Department's Preliminary Results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of the Review.''
