Granular Polytetrafluoroethylene Resin From Italy: Final Results of Antidumping Duty Administrative Review
On September 22, 2008, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on granular polytetrafluoroethylene resin from Italy, covering the period August 1, 2006, through July 31, 2007. We invited interested parties to comment on these preliminary results. Based on our analysis of the comments received and the results of verification, we have made changes to the margin calculation. The final weighted- average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings completed between October 1, 2008, and December 31, 2008. In conjunction with this list, the Department is also publishing a list of requests for scope rulings and anticircumvention determinations pending as of December 31, 2008. We intend to publish future lists after the close of the next calendar quarter.
Certain Circular Welded Carbon Quality Steel Line Pipe from the People's Republic of China: Final Determination of Sales at Less Than Fair Value
The Department of Commerce (Department) has determined that circular welded carbon quality steel line pipe (welded line pipe) from the People's Republic of China (PRC) is being, or is likely to be, sold in the United States at less than fair value (LTFV) as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period covered by the investigation is October 1, 2007, through March 31, 2008.
Ball Bearings and Parts Thereof from France: Initiation of Antidumping Duty Changed-Circumstances Review
In response to a request from SKF Aeroengine France S.A.S.U., the Department of Commerce is initiating a changed-circumstances review of the antidumping duty order on ball bearings and parts thereof from France.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review (``NSR'') of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam''), received on February 6, 2009, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for this NSR is August 1, 2008-January 31, 2009.
Certain Frozen Warmwater Shrimp from the Socialist Republic of Vietnam: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review (``NSR'') of the antidumping duty order on certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam''), received on February 26, 2009, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for this NSR is February 1, 2008 January 31, 2009.
Second Amended Final Results of Antidumping Duty Administrative Review: Wooden Bedroom Furniture from the People's Republic of China
On August 20, 2008, the Department of Commerce (``Department'') published in the Federal Register the final results of the second administrative review and concurrent new shipper review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and New Shipper Review, 73 FR 49162 (August 20, 2008) (``Final Results'') and accompanying Issues and Decision Memorandum (August 8, 2007) (``Issues and Decision Memo''). The period of review (``POR'') covered January 1, 2006, through December 31, 2006. On January 28, 2009, the Department published amended final results in the Federal Register. See Amended Final Results of Antidumping Duty Administrative Review: Wooden Bedroom Furniture From the People's Republic of China, 74 FR 4916 (January 28, 2009) (``First Amended Final Results''). We are amending our First Amended Final Results to correct ministerial errors made in the calculation of the antidumping duty margin for Fujian Lianfu Forestry Co./Fujian Wonder Pacific Inc./Fuzhou Huan Mei Furniture Co., Ltd./Jiangsu Dare Furniture Co., Ltd. (collectively, ``the Dare Group'') and Teamway Furniture (Dong Guan) Co., Ltd., and Brittomart Inc. (collectively ``Teamway''), pursuant to section 751(h) of the Tariff Act of 1930, as amended (``Act''). These corrections will also affect the dumping margins for the other companies in the review to which a separate rate applies. Dumping margins calculated with respect to the new shipper review concurrent with this administrative review are unaffected by these amended final results. See the ``Ministerial Error Memorandum for the Second Amended Final Results of the 2006 Administrative Review of Wooden Bedroom Furniture from the People's Republic China'' (``Ministerial Error Memo''), dated March 20, 2009.
Ball Bearings and Parts Thereof from France, Germany, Italy, Japan, and the United Kingdom: Partial Rescission of Antidumping Duty Administrative Reviews
On July 1, 2008, in response to requests from interested parties, the Department of Commerce published a notice of initiation of the administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, Italy, Japan, and the United Kingdom. The period of review is May 1, 2007, through April 30, 2008. The Department of Commerce is rescinding these reviews in part.
Prestressed Concrete Steel Wire Strand from Brazil, India, Japan, the Republic of Korea, Mexico, and Thailand: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Finding/Orders
On December 1, 2008, the Department of Commerce initiated sunset reviews of the antidumping duty finding/orders on prestressed concrete steel wire strand from Brazil, India, Japan, the Republic of Korea, Mexico, and Thailand pursuant to section 751(c) of the Tariff Act of 1930, as amended. The Department has conducted expedited (120- day) sunset reviews for these finding/orders in accordance with 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of these sunset reviews, the Department finds that revocation of the antidumping duty finding/orders would be likely to lead to continuation or recurrence of dumping.
Notice of Initiation of Administrative Reviews and Requests for Revocation in Part of the Antidumping Duty Orders on Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam and the People's Republic of China
The Department of Commerce (the ``Department'') received timely requests to conduct administrative reviews of the antidumping duty orders on certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') and the People's Republic of China (``PRC''). The Department also received a timely request to revoke, in part, the antidumping duty order on shrimp from the PRC for one producer/exporter.\1\ In addition, we received timely requests to revoke, in part, the antidumping duty order on shrimp from Vietnam for multiple producer/exporters.\2\ Subsequently, several Vietnamese producers/exporters withdrew their request for revocation of the antidumping duty order.\3\ The anniversary month of these orders is February. In accordance with the Department's regulations, we are initiating these administrative reviews.
North American Free-Trade Agreement, Article 1904 NAFTA Panel Reviews; Request for Panel Review
On March 11, 2009, ThyssenKrupp Mexinox S.A. de C.V. and Mexinox USA, Inc. (collectively ``Mexinox''), filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel Review was requested of the Final Results of the 2006-2007 Antidumping Duty Administrative Review, made by the International Trade Administration, respecting Stainless Steel Sheet and Strip in Coils from Mexico. This determination was published in the Federal Register (74 FR 6365), on February 9, 2009. The NAFTA Secretariat has assigned Case Number USA-MEX-2009-1904-02 to this request.
Certain Frozen Warmwater Shrimp from Thailand: Initiation of Antidumping Duty Changed Circumstances Review
In February 2009, the Department of Commerce (the Department) received from several producers/exporters of frozen warmwater shrimp from Thailand a request to initiate a changed circumstances review to consider partially revoking the order with respect to two companies, pursuant to section 751(b)(1) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216(b) and 351.222. In response to this request, the Department is initiating a changed circumstances review.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with February anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received requests to revoke one antidumping duty and one countervailing duty order in part.
Oil Country Tubular Goods, Other Than Drill Pipe, from Korea: Amended Final Results of the Administrative Review Pursuant to Final Court Decision
On December 22, 2008, the United States Court of International Trade (CIT) sustained the Department of Commerce (the Department) results of redetermination pursuant to the CIT remand and entered final judgment in Husteel Company, Ltd. and SeAH Corp., Ltd., v. United States, Consol. Ct. No. 06-00075, Slip Op. 08-139 (CIT December 22, 2008) (Husteel v. United States III). Brake Rotors From the People's Republic of China: Preliminary Results of the 2007 Administrative Review and Partial Rescission
The Department of Commerce (the Department) is currently conducting the 2007 administrative review of the antidumping duty order on brake rotors from the People's Republic of China (PRC). We preliminarily determine that sales have not been made below normal value (NV) with respect to those exporters who participated fully and are entitled to a separate rate in the administrative review. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate without regard to antidumping duties, entries of subject merchandise during the period of review (POR) from these exporters. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Certain Cut-to-Length Carbon Steel Plate from Ukraine; Final Results of Full Sunset Review of the Suspension Agreement
On November 25, 2008, the Department of Commerce (``the Department'') published a notice of preliminary results of the full sunset review of the suspended antidumping duty investigation on certain cut-to-length carbon steel plate (``CTL plate'') from Ukraine pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Certain Cut-to-Length Carbon Steel Plate from Ukraine; Preliminary Results of Full Sunset Review of the Suspension Agreement, 73 FR 71603 (November 25, 2008) (``Preliminary Results''). We provided interested parties an opportunity to comment on our Preliminary Results. The Department did not receive comments from either domestic or respondent interested parties. As a result of this review, the Department continues to find that termination of the suspended antidumping duty investigation on CTL plate from Ukraine would likely lead to a continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.
Certain Steel Nails from the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review (``NSR'') of the antidumping duty order on certain steel nails (``steel nails'') from the People's Republic of China (``PRC''), received on February 25, 2009, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for this NSR is January 23, 2008, through January 31, 2009.\1\

Circular Welded Austenitic Stainless Pressure Pipe From the People's Republic of China: Countervailing Duty Order

Steel Wire Garment Hangers from the People's Republic of China: Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Order in Part
On February 3, 2009, the Department of Commerce (``Department'') received a request for a changed circumstances review and a request to revoke, in part, the antidumping duty order on steel wire garment hangers from the People's Republic of China with respect to chrome-plated steel wire garment hangers with a diameter of 3.4 mm or greater. Petitioner submitted a letter to the Department expressing lack of interest in antidumping duty relief from imports of chrome- plated steel wire garment hangers with a diameter of 3.4 mm or greater. Therefore, we are notifying the public of our intent to revoke, in part, the antidumping duty order as it relates to imports of chrome- plated steel wire garment hangers with a diameter of 3.4 mm or greater as described below. The Department invites interested parties to comment on these preliminary results.
Steel Import Monitoring and Analysis System
The Department of Commerce (the Department) publishes this action to make final a rule to extend the Steel Import Monitoring and Analysis (SIMA) system until March 21, 2013. The purpose of the SIMA system is to provide statistical data on steel imports entering the United States seven weeks earlier than it would otherwise be available to the public. Aggregate data collected from the licenses are made available to the public on a weekly basis following review by the Department.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Initiation of Changed Circumstances Reviews
The Department of Commerce (``Department'') has received information sufficient to warrant initiation of five changed circumstances reviews of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'').
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Final Results of the Antidumping Duty Administrative Review and New Shipper Reviews
The Department of Commerce (``Department'') is conducting an administrative review and two new shipper reviews of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets from the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003) (``Order''). The administrative review and new shipper reviews includes three companies, including QVD Food Company Ltd. (``QVD''), the mandatory respondent, and the two new shipper review companies are Binh An Seafood Joint Stock Co. (``Binh An'') and Southern Fishery Industries Company, Ltd. (``South Vina''). We preliminarily found that Binh An and QVD did not sell subject merchandise at less than normal value (``NV'') and thus received zero margins during the period of review (``POR''), August 1, 2006, through July 31, 2007. We also preliminarily rescinded South Vina. Barium Carbonate from the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the existing antidumping duty (``AD'') order on barium carbonate from the People's Republic of China (``PRC'') would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States within a reasonably foreseeable time, the Department is publishing this notice of continuation of the AD order.

On September 9, 2008, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review for certain corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea). This review covers seven manufacturers and exporters (collectively, the respondents) of the subject merchandise: LG Chem., Ltd. (LG), Haewon MSC Co. Ltd. (Haewon), Dongkuk Industries Co., Ltd. (Dongkuk), Dongbu Steel Co., Ltd., (Dongbu), Hyundai HYSCO (HYSCO), Pohang Iron & Steel Co., Ltd. (POSCO) and Pohang Coated Steel Co., Ltd. Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On September 9, 2008, the U.S. Department of Commerce (the Department) published the preliminary results of the 2006 2007 administrative review of the antidumping duty order on floor-standing, metal-top ironing tables from the People's Republic of China (PRC). Frontseating Service Valves From the People's Republic of China: Final Determination of Sales at Less Than Fair Value and Final Negative Determination of Critical Circumstances
The Department of Commerce (the ``Department'') has determined that frontseating service valves (``FSVs'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV'') as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination Margins'' section of this notice.
Refined Brown Aluminum Oxide from the People's Republic of China: Notice of Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty order on refined brown aluminum oxide (RBAO) from the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States within a reasonably foreseeable time, the Department is publishing notice of the continuation of this antidumping duty order.
Carbon and Certain Alloy Steel Wire Rod from Trinidad and Tobago; Final Results of Antidumping Duty Administrative Review
On November 5, 2008, the Department of Commerce (the Department) published the preliminary results of the fifth administrative review for the antidumping duty order on carbon and certain alloy steel wire rod (wire rod) from Trinidad and Tobago. See Carbon and Certain Alloy Steel Wire Rod from Trinidad and Tobago: Preliminary Results of Antidumping Duty Administrative Review, 73 FR 65833 (November 5, 2008) (Preliminary Results). This review covers imports of wire rod from ArcelorMittal Point Lisas Limited,\1\ and its affiliate Mittal Steel North America Inc. (MSNA) (collectively, AMPL). The period of review (POR) is October 1, 2006, through September 30, 2007. Based on our analysis of comments received, these final results do not differ from the preliminary results. The final results are listed below in the Final Results of Review section.
