In response to a request from Quimica Amtex S.A. de C.V. (Amtex), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Mexico. The review covers exports of the subject merchandise to the United States produced and exported by Amtex and the period of review (POR) is July 1, 2006, through June 30, 2007. We preliminarily find that Amtex made sales at less than normal value (NV) during the POR. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on differences between the export price (EP) or constructed export price (CEP) and NV. Interested parties are invited to comment on these preliminary results. Parties who submit arguments in this proceeding are requested to submit with the arguments: (1) a statement of the issues, (2) a brief summary of the arguments (no longer than five pages, including footnotes) and (3) a table of authorities.

Based on an affirmative final determination by the U.S. International Trade Commission (ITC), the Department of Commerce (the Department) is issuing a countervailing duty order on Laminated Woven Sacks (LWS) from the People's Republic of China (PRC). On July 30, 2008, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry and its negative determination of critical circumstances. See Laminated Woven Sacks from the People's Republic of China, USITC Pub. 4025, Inv. Nos. 701-TA-450 (Final) (July 2008).

We preliminarily determine that uncovered innerspring units (``innersprings'') from the Socialist Republic of Vietnam (``Vietnam'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination. We intend to make our final determination within 75 days after the date of this preliminary determination pursuant to section 735 of the Act.

The Department of Commerce (``Department'') is conducting an administrative review of the countervailing duty order on certain pasta from Italy for the period January 1, 2006, through December 31, 2006. We preliminarily find that De Matteis Agroalimentare S.p.A. (``De Matteis''), Pastificio Lucio Garofalo S.p.A. (``Garofalo''), and F.lli De Cecco di Filippo Fara San Martino S.p.A. (``De Cecco'') received countervailable subsidies, and that Pastificio Felicetti SrL (``Felicetti'') did not receive any countervailable subsidies. See the ``Preliminary Results of Review'' section, below. Interested parties are invited to comment on these preliminary results. See the ``Public Comment'' section of this notice.

In response to timely requests for review by respondents, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene terephtalate film, sheet and strip (PET Film) from India for the period of review (POR) July 1, 2006 through June 30, 2007. The review covers one respondent, Jindal Poly Film, Ltd. (Jindal). The Department preliminarily determines that Jindal did not make sales at less than normal value (NV) during the POR. If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate entries during the POR without regard to antidumping duties. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''

In response to requests by interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain pasta (``pasta'') from Italy for the period of review (``POR'') July 1, 2006, through June 30, 2007. This review covers four producers/exporters of subject merchandise. We preliminarily determine that during the POR, respondents sold subject merchandise at less than normal value (``NV''). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC), the Department is issuing a countervailing duty order on light-walled rectangular pipe and tube (LWRP) from the People's Republic of China (PRC). On July 28, 2008, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Light-Walled Rectangular Pipe and Tube from China, USITC Pub. 4024, Investigation Nos. 701-TA-449 and 731-TA-1118 (Final) (July 2008).

On May 23, 2008, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the new shipper review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (``PRC'') for Dujiangyan Xingda Foodstuff Co., Ltd. (``Xingda''). See Certain Preserved Mushrooms from the People's Republic of China: Preliminary Results of the Antidumping Duty New Shipper Review, 73 FR 30054 (May 23, 2008) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results, but we did not receive any comments. Therefore, we made no changes to the dumping margin calculations for these final results.

The Department of Commerce is conducting an administrative review of the antidumping duty order on certain individually quick frozen (IQF) red raspberries from Chile. The period of review (POR) is July 1, 2006, through June 30, 2007. This review covers sales of IQF red raspberries by producer/exporter Sociedad Agroindustrial Valle Frio Ltda. We preliminarily find that, during the POR, sales of IQF red raspberries were not made below normal value. Interested parties are invited to comment on these preliminary results. We will issue the final results not later than 120 days from the date of publication of this notice.

On July 21, 2008, the U.S. Department of Commerce issued an Export Trade Certificate of Review to Redberri Global Corporation (``Redberri''). This notice summarizes the conduct for which certification has been granted.

Based on affirmative final determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on certain steel nails from the People's Republic of China (``PRC''). On July 21, 2008, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Certain Steel Nails from China, Investigation No. 731-TA-1114 (Final), USITC Publication 4022 (July 2008).

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain forged stainless steel flanges (stainless steel flanges) from India manufactured by Pradeep Metals Limited (Pradeep), Echjay Forgings Pvt., Ltd. (Echjay) and Hotmetal Forge (India) Pvt, Ltd. (Hotmetal). The period of review (POR) is February 1, 2007, through January 31, 2008. We preliminarily determine that Pradeep had no bona fide U.S. sales during the period of review (POR), and therefore, we intend to rescind the review. We are also rescinding the review with respect to Echjay and Hotmetal because they both withdrew their requests for the review, and no other party requested a review of these companies. We invite interested parties to comment on this preliminary intent to rescind with respect to Pradeep.
