Honey from the People's Republic of China: Final Results of Antidumping Duty New Shipper Review
On July 3, 2007, the Department of Commerce (``the Department'') published the preliminary results of its new shipper review of the antidumping duty order on honey from the People's Republic of China (``PRC'') for the period December 1, 2005, through June 30, 2006. See Honey from the People's Republic of China: Preliminary Results of Antidumping Duty New Shipper Review, 72 FR 36422 (July 3, 2007) (``Preliminary Results''). Based on our analysis of the record, including information obtained since the preliminary results, we continue to apply adverse facts available (``AFA'') with respect to Shanghai Bloom International Trading Co., Ltd. (``Shanghai Bloom''), which failed to cooperate to the best of its ability, provided unverifiable information, and impeded the proceeding. See Adverse Facts Available section, below.

Light-walled Rectangular Pipe and Tube from the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination and Alignment of Final Countervailing Duty Determination with Final Antidumping Duty Determination
The Department of Commerce preliminarily determines that countervailable subsidies are being provided to producers and exporters of light-walled rectangular pipe and tube from the People's Republic of China. The Department of Commerce determines that imports of glycine from the Republic of Korea are being, or are likely to be, sold in the United States at less than fair value, as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The final weighted- average dumping margins are listed below in the section entitled ``Final Determination of Investigation.''
Brake Rotors From the People's Republic of China: Final Results of the 2006 Semiannual New Shipper Review
On September 25, 2007, the Department of Commerce (the ``Department'') published the preliminary results of the semiannual new shipper review of the antidumping duty order on brake rotors from the People's Republic of China. See Brake Rotors From the People's Republic of China: Preliminary Results of the 2006 Semiannual New Shipper Review, 72 FR 54430 (September 25, 2007) (``Preliminary Results''). The merchandise covered by this review is brake rotors, exported and manufactured by Longkou Qizheng Auto Parts Co., Ltd. (``Qizheng''), as described in the ``Scope of the Order'' section of this notice. The period of review is April 1, 2006, through October 31, 2006. We invited parties to comment on our Preliminary Results. We received no comments, and no new evidence was placed on the record to cause us to question that determination. Therefore, the final results are unchanged from those presented in the Preliminary Results. The final weighted-average dumping margin for Qizheng is listed below in the section entitled ``Final Results of the Review.''
Certain In-shell Roasted Pistachios from the Islamic Republic of Iran: Preliminary Results of Countervailing Duty New Shipper Review
The Department of Commerce (the Department) is conducting a new shipper review of the countervailing duty (CVD) order on certain in-shell roasted pistachios from the Islamic Republic of Iran (Iran) for the period January 1, 2006, through December 31, 2006. For information on the net subsidy rate for the reviewed company, please see the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results. (See the ``Public Comment'' section of this notice).
Notice of Final Determination of Sales at Less Than Fair Value and Affirmative Final Determination of Critical Circumstances: Glycine from Japan
The Department of Commerce determines that imports of glycine from Japan are being, or are likely to be, sold in the United States at less than fair value, as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The final weighted-average dumping margins are listed below in the section entitled ``Final Determination of Investigation.'' In addition, the Department of Commerce has determined that critical circumstances exist with respect to imports of glycine from Japan.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with October anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke one antidumping duty order in part.
Notice of Final Results of Antidumping Duty Administrative Review: Granular Polytetrafluoroethylene Resin From Italy
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on granular polytetrafluoroethylene (PTFE) resin from Italy, covering the period August 1, 2005, through July 31, 2006. The review covers one producer/ exporter of the subject merchandise, Solvay Solexis, Inc. and Solvay Solexis S.p.A. (collectively, Solvay Solexis). Based on our analysis of the comments received, we have made no changes in the margin calculation for these final results.
Certain Cut-to-Length Carbon-Quality Steel Plate Products From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review and Intent To Rescind Administrative Review in Part
In response to requests by interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain cut-to-length carbon-quality steel plate products from the Republic of Korea. This review covers three producers/exporters of the subject merchandise. The period of review (POR) is February 1, 2006, through January 31, 2007. The Department has preliminarily determined that certain companies subject to this review made U.S. sales at prices less than normal value. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results of review. We will issue the final results of review no later than 120 days from the publication date of this notice.
Stainless Steel Bar From the United Kingdom: Notice of Final Results of Changed Circumstances Review and Revocation of Order, in Part
On October 11, 2007, the Department of Commerce (the Department) published a notice of initiation and preliminary results of a changed circumstances review for a partial revocation of the antidumping duty order on stainless steel bar from the United Kingdom with respect to SAF 2507 grade stainless steel bar. See Stainless Steel Bar from the United Kingdom: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Order in Part, 72 FR 57911 (October 11, 2007) (Initiation and Preliminary Results). We received no comments from interested parties objecting to the Initiation and Preliminary Results. Thus, we determine that changed circumstances exist to warrant revocation of the order, in part.
Certain Cut-to-Length Carbon Steel Plate From Romania: Notice of Court Decision Not in Harmony With Final Results of Antidumping Duty Administrative Review
On November 7, 2007, the United States Court of International Trade (CIT) affirmed the final remand results made by the Department of Commerce (the Department) pursuant to the CIT's remand of the final results of antidumping duty administrative review of the antidumping order on certain cut-to-length carbon steel plate from Romania. See Mittal Steel Galati S.A., Formerly Known as Ispat Sidex S.A. v. United States, Slip Op. 07-110 (CIT) (July 18, 2007) (Mittal Steel). This case arises out of the Department's final results in the administrative review covering the period August 1, 2002, through July 31, 2003. See Certain Cut-to-Length Carbon Steel Plate from Romania: Final Results and Final Partial Rescission of Antidumping Duty Administrative Review, 70 FR 12651 (March 15, 2005), and accompanying Issues and Decision Memorandum (Final Results). The judgment in this case was not in harmony with the Department's Final Results.
Certain Tissue Paper Products from the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is extending the time limit for the preliminary results of the administrative review of certain tissue paper products from the People's Republic of China (``PRC''). This review cover the period March 1, 2006, through February 28, 2007.
Certain Hot-Rolled Carbon Steel Flat Products from Argentina, Kazakhstan, Romania, and South Africa: Revocation of Antidumping Duty and Countervailing Duty Orders
As a result of the determinations by the International Trade Commission (ITC) that revocation of the antidumping (AD) orders on certain hot-rolled carbon steel flat products (HR steel) from Argentina, Kazakhstan, Romania, and South Africa and the countervailing duty (CVD) orders on HR steel from Argentina and South Africa would not be likely to lead to a continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time, the Department of Commerce (the Department) is publishing this notice of revocation of these AD and CVD orders pursuant to section 751(d)(2) of the Tariff Act of 1930, as amended (the Act).
Certain Cut-to-Length Carbon-Quality Steel Plate from the Republic of Korea: Notice of Preliminary Results and Preliminary Partial Rescission of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain cut-to-length carbon-quality steel plate (CTL plate) from the Republic of Korea (Korea) for the period January 1, 2006, through December 31, 2006, the period of review (POR). We have preliminarily determined that the administrative review regarding DSEC Co., Ltd. (DSEC) should be rescinded. For information on the net subsidy rate for the other reviewed company, Dongkuk Steel Mill Co., Ltd. (DSM), see the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results. See the ``Public Comment'' section of this notice.
Certain Pasta from Italy: Notice of Initiation of Antidumping Duty Changed Circumstances Review
The Department of Commerce (the Department) has obtained information with respect to Pasta Lensi S.r.l. (Lensi), a producer/ exporter of pasta from Italy, and American Italian Pasta Company (AIPC), Lensi's corporate parent and importer of subject merchandise produced by Lensi, sufficient to warrant the self-initiation of a changed circumstances review. Interested parties are invited to submit comments, as indicated below.
Purified Carboxymethylcellulose from the Netherlands: Partial Rescission of Antidumping Duty Administrative Review
In response to requests from respondent Akzo Nobel Functional Chemicals B.V. (``Akzo Nobel''), and Aqualon Company (``petitioner''), the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty order on purified carboxymethylcellulose (``CMC'') from the Netherlands. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, 72 FR 48613 (August 24, 2007). This administrative review covers the period July 1, 2006, through June 30, 2007. Due to the withdrawal of the requests for the administrative review by both parties, we are now rescinding this review with respect to Akzo Nobel.
Polyethylene Retail Carrier Bags from Thailand: Final Results of Antidumping Duty Administrative Review and Partial Rescission of Antidumping Duty Administrative Review
On July 11, 2007, the Department of Commerce published the preliminary results of the 2005/2006 administrative review of the antidumping duty order on polyethylene retail carrier bags from Thailand. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received and an examination of our calculations, we have made certain changes for the final results. The final weighted-average dumping margins for the respondents are listed below in the ``Final Results of the Review'' section of this notice.
Notice of Amended Final Results of Antidumping Duty Administrative Reviews: Ball Bearings and Parts Thereof from Japan and the United Kingdom
On October 12, 2007, the Department of Commerce published in the Federal Register the final results of the administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, Italy, Japan, Singapore, and the United Kingdom. The period of review is May 1, 2005, through April 30, 2006. Based on the correction of certain ministerial errors, we have changed the margins for Mori Seiki Co., Ltd., and the Barden Corporation/Schaeffler UK for the administrative reviews of ball bearings and parts thereof from Japan and the United Kingdom, respectively.
Honey From the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Review and Antidumping Duty New Shipper Review
The Department of Commerce (``the Department'') is further extending the time limit for the preliminary results of the aligned administrative and new shipper reviews of honey from the People's Republic of China (``PRC''). These reviews cover the period December 1, 2005, through November 30, 2006.
Ball Bearings and Parts Thereof from France, Germany, Italy, Japan, and the United Kingdom: Notice of Partial Rescission of Antidumping Duty Administrative Reviews
On June 29, 2007, in response to requests from interested parties, the Department of Commerce published a notice of initiation of administrative reviews of the antidumping duty orders on ball bearings (and parts thereof) from France, Germany, Italy, Japan, and the United Kingdom. The period of review is May 1, 2006, through April 30, 2007. The Department of Commerce is rescinding these reviews in part.
Chlorinated Isocyanurates From Spain: Final Results of Antidumping Duty Administrative Review
The Department of Commerce (``Department'' published its preliminary results of the administrative review of the antidumping duty order on chlorinated isocyanurates (``chlorinated isos'') from Spain on July 9, 2007. See Chlorinated Isocyanurates from Spain: Preliminary Results of Antidumping Duty Administrative Review, 72 FR 37189 (July 9, 2007) (``Preliminary Results''). The period of review (``POR'') is December 20, 2004, through May 31, 2006. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we have made changes to our calculations. The final dumping margins from this review are listed in the ``Final Results of Review'' section below.
North American Free-Trade Agreement, Article 1904 Binational Panel Reviews
On November 6, 2007, Holcim Apasco, S.A. de C.V. filed a First Request for Panel Review with the United States section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the Notice of Final Results of the Antidumping Changed Circumstances Review made by the International Trade Administration, respecting Gray Portland Cement and Clinker from Mexico. This determination was published in the Federal Register (72 FR 61863) on November 1, 2007. The NAFTA Secretariat has assigned Case Number USA-MEX-2007-1904-02 to this request.
Circular Welded Carbon Quality Steel Pipe from the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination; Preliminary Affirmative Determination of Critical Circumstances; and Alignment of Final Countervailing Duty Determination with Final Antidumping Duty Determination
The Department of Commerce preliminarily determines that countervailable subsidies are being provided to producers and exporters of circular welded carbon quality steel pipe from the People's Republic of China. For information on the estimated subsidy rates, see the ``Suspension of Liquidation'' section of this notice. The Department further determines preliminarily that critical circumstances exist with respect to imports of the subject merchandise. This notice also serves to align the final countervailing duty determination in this investigation with the final determination in the companion antidumping duty investigation of circular welded carbon quality steel pipe from the People's Republic of China.
Notice of Final Results of Antidumping Duty Administrative Review and Final Partial Rescission: Certain Cut-to-Length Carbon Steel Plate from Romania
On July 5, 2007, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty order on certain cut-to-length carbon steel plate (``cut-to-length plate'') from Romania. The review covers Mittal Steel Galati, S.A. (``MS Galati'') a Romanian producer/exporter of the subject merchandise. This administrative review also covers Metalexportimport SA (``MEI''), an unaffiliated exporter that was not involved with any of the U.S. sales during the period of review and for which the Department is rescinding this review. The period of review is August 1, 2005, through December 14, 2005.\1\

The President's Export Council (PEC) will hold a full Council meeting to discuss topics related to export expansion. The meeting will include discussion of trade priorities and initiatives, PEC subcommittee activity, and proposed letters of recommendation to the President. Second Amended Final Results of Antidumping Duty Administrative Review: Wooden Bedroom Furniture From the People's Republic of China
On August 22, 2007, the Department of Commerce (``Department'') published in the Federal Register the amended final results of the first administrative review and concurrent new shipper reviews of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC''). On May 10, 2007, the United States Court of International Trade (``Court'') sustained the Final Results of Redetermination Pursuant to Court Remand, Fuyao Glass Industry Group Co., Ltd. et al., v. United States (February 15, 2006) (``Third Remand Redetermination'') made by the Department of Commerce (``the Department'') pursuant to the Court's third remand of the final determination of the less-than-fair- value investigation of Certain Automotive Replacement Glass Windshields from the People's Republic of China (``PRC''). See Fuyao Glass Industry Group Co. v. United States, Consol. Court No. 02-00282, Slip Op. 06-21 (CIT February 15, 2006) (``Fuyao Glass III''). As there is now a final and conclusive court decision in this case, the Department is amending the final determination and antidumping duty order of this investigation.

On June 28, 2007, the United States Court of International Trade (``Court'') entered a final judgement in Xinyi Automotive Glass v. United States, Ct. No. 02-00321, Judgment (CIT, June 28, 2007) (``Xinyi v. United States'') sustaining the third remand results made by the Department of Commerce (``the Department'') pursuant to the Court's remand of the final determination with respect to Certain Automotive Replacement Glass Windshields from the People' Republic of China (``PRC'') in Slip Op. 06-21 (CIT, February 15, 2006). This case arises out of the Department's Antidumping Duty Order on Certain Automotive Replacement Glass Windshields from the People's Republic of China, 67 FR 16087 (April 4, 2002) (``AD Order''). As there is now a final and conclusive court decision in this case, the Department is amending the final determination and antidumping duty order of this investigation.
