Certain Tissue Paper Products from the People's Republic of China: Notice of Initiation of Anti-circumvention Inquiry
In response to a request from the Seaman Paper Company of Massachusetts, Inc. (petitioner), the Department of Commerce (the Department) is initiating an anti-circumvention inquiry to determine whether certain imports of tissue paper from Vietnam are circumventing the antidumping duty order on certain tissue paper products (tissue paper) from the People's Republic of China (PRC). Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (the Department) is conducting the first administrative review of the antidumping duty order on floor-standing, metal-top ironing tables and certain parts thereof from the People's Republic of China (PRC). The period of review (POR) is February 3, 2004, through July 31, 2005. We have preliminarily determined that two of the three respondents made sales to the United States of the subject merchandise at prices below normal value. We invite interested parties to comment on these preliminary results. Parties that submit comments are requested to submit with each argument (1) a statement of the issue and (2) a brief summary of the argument(s).
Initiation of Antidumping Duty Changed Circumstances Review: Certain Corrosion-Resistant Carbon Steel Flat Products from Germany
In accordance with section 751(b) of the Tariff Act of 1930, as amended (``the Act''), and section 351.216(b) of the U.S. Department of Commerce's (``the Department'') regulations, ThyssenKrupp Steel North America, Inc. (``ThyssenKrupp''), a U.S. importer, filed a request for the Department to initiate a changed circumstances review of the antidumping duty (``AD'') orders on certain corrosion-resistant carbon steel flat products (``CORE'') from Germany. The purpose of such review would be to partially revoke the order with respect to a certain product because of lack of interest by the domestic industry.\1\ Mittal Steel USA (``Mittal Steel''), a domestic CORE producer, submitted a letter to the Department expressing a lack of interest in continuing to have the product in question subject to the antidumping duty order. Mittal Steel also stated that it is a major domestic producer of CORE. In response to the request made by the ``interested party'' within the meaning of section 771(9) of the Act, ThyssenKrupp, and the lack of interest from Mittal Steel, the Department is initiating a changed circumstances review on CORE from Germany with respect to a specific corrosion resistant steel product as described below.
Certain Cut-to-Length Carbon Steel Plate from Germany: Notice of Preliminary Results of Antidumping Duty Administrative Review
In response to a request from Nucor Corporation (the petitioner), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain cut- to-length carbon steel plate (CTL Plate) from Germany for the period of review (POR) August 1, 2004, through July 31, 2005. This review covers AG der Dillinger Huttenwerke, manufacturer of the subject merchandise, and its U.S. affiliate, Arcelor International America, LLC (AIA) (collectively, Dillinger). We preliminarily determine that during the POR, Dillinger did not make sales of subject merchandise at less than normal value (NV) (i.e., sales were made at de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. Parties who submit comments in this segment of the proceeding should also submit with them: (1) A statement of the issues and (2) a brief summary of the comments. Further, parties submittingwritten comments are requested to provide the Department with an electronic version of the public version of any such comments on diskette.
Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Notice of Preliminary Results of Antidumping Duty Administrative Review
In response to requests from petitioners\1\, the Department of Commerce (the Department) is conducting the twelfth administrative review of the antidumping order on corrosion-resistant carbon steel flat products (CORE) from Korea. This review covers four manufacturers and exporters (collectively, the respondents) of the subject merchandise: Dongbu Steel Co., Ltd., (Dongbu); Hyundai HYSCO (HYSCO); Pohang Iron & Steel Company, Ltd. and Pohang Coated Steel Co., Ltd. (POCOS), (collectively, the POSCO Group); and Union Steel Manufacturing Co., Ltd. (Union). The period of review (POR) is August 1, 2004, through July 31, 2005. We preliminarily determine that during the POR, Dongbu, the POSCO Group, and Union made sales of subject merchandise at less than normal value (NV). However, we preliminarily determine that HYSCO did not make sales of subject merchandise at less than NV (i.e., sales were made at ``zero'' or de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess HYSCO's appropriate entries at an antidumping liability of zero percent of the entered value and instruct CBP to assess Dongbu, the POSCO Group, and Union at the rates referenced in the ``Preliminary Results of the Review'' section of this notice.
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the ``Department'') is conducting an administrative review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets from the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003) (``Order''). We preliminarily find that QVD Food Company Ltd. (``QVD'') sold subject merchandise at less than normal value (``NV'') during the period of review (``POR''), August 1, 2004, through July 31, 2005. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries.
Low Enriched Uranium from France: Notice of Court Decision and Suspension of Liquidation
On August 3, 2006, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department's'') June 19, 2006, Final Results of Redetermination on Remand pursuant to Eurodif S.A., et. al. v. United States, Consol. Ct. No. 02-00219, Slip. Op. 06-75 (CIT May 18, 2006) (``LEU Remand Redetermination''), which pertains to the Antidumping Duty Order on Low Enriched Uranium (``LEU'') from France. Consistent with the decision of the U.S. Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), the Department is notifying the public that this decision is ``not in harmony'' with the Department's original determination and will continue to order the suspension of liquidation of the subject merchandise, where appropriate, until there is a conclusive decision in this case. If the case is not appealed, or if it is affirmed on appeal, the Department will instruct U.S. Customs and Border Protection to liquidate all relevant entries from Eurodif S.A./ Compagnie Generale Des Matieres Nucleaires (collectively, ``Eurodif'' or ``respondents'').
Continuation of Antidumping Duty Orders on Welded ASTM A-312 Stainless Steel Pipe from Korea and Taiwan
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on Welded ASTM A-312 Stainless Steel Pipe (WSSP) from Korea and Taiwan would likely lead to continuation or recurrence of dumping, the Department is publishing notice of continuation of these antidumping duty orders.
Preliminary Results of Countervailing Duty Administrative Review: Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on corrosion-resistant carbon steel flat products (i.e., corrosion- resistant carbon steel plate) from the Republic of Korea (Korea) for the period of review (POR) January 1, 2004, through December 31, 2004. Polyethylene Retail Carrier Bags from Thailand: Preliminary Results of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Thailand. The review covers seven manufacturers/ exporters. The period of review is January 26, 2004, through July 31, 2005. We have preliminarily determined that sales have been made below normal value by each of the companies subject to this review. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Certain Corrosion-Resistant Carbon Steel Flat Products from Canada: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests, the U.S. Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain corrosion-resistant carbon steel flat products (CORE) from Canada for the period of review (POR) August 1, 2004 through July 31, 2005. The review covers two respondents, Dofasco Inc. and Sorevco and Company, Ltd. (collectively Dofasco), and Stelco Inc. (Stelco). The Department preliminarily determines that Dofasco and Stelco made sales to the United States at less than normal value (NV). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of Dofasco and Stelco's merchandise during the period of review. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''
Certain Cut-to-Length Carbon Steel Plate from Romania: Preliminary Results of the Antidumping Duty Administrative Review and Partial Rescission
In response to a request from domestic producer, Nucor Corporation, and a Romanian producer/exporter, Mittal Steel Galati, S.A. (``MS Galati''), the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain cut-to-length carbon steel plate from Romania. The period of review (``POR'') is August 1, 2004, through July 31, 2005. With regard to the two Romanian companies that are subject to this administrative review, producer MS Galati and exporter Metalexportimport S.A. (``MEI''), we preliminarily determine that sales of subject merchandise produced by MS Galati have been made at less than normal value (``NV''). Since MS Galati had prior knowledge of the destination of the subject merchandise it produced, and MEI does not produce or take title to the subject merchandise, we are assigning a preliminary dumping margin to MS Galati only and rescinding the review with respect to MEI. For a full discussion of the intent to rescind with respect to MEI, see the ``Notice of Intent to Rescind in Part'' section of this notice below. We invite interested parties to comment on these preliminary results. Notice of Preliminary Results of Antidumping Duty Administrative Review: Granular Polytetrafluoroethylene Resin From Italy
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on granular polytetrafluoroethylene resin (PTFE) from Italy, covering the period August 1, 2004, through July 31, 2005. We preliminarily determine that sales of subject merchandise by Solvay Solexis, Inc. and Solvay Solexis S.p.A (collectively, Solvay) have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries based on the difference between the export price (EP) and the NV. Interested parties are invited to comment on these preliminary results.
Notice of Final Determination of Sales at Less Than Fair Value, and Affirmative Critical Circumstances, In Part: Certain Lined Paper Products From the People's Republic of China
We determine that imports of certain lined paper products (``CLPP'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 735 of the Tariff Act of 1930, as amended (''the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination'' section of this notice. Moreover, we determine that critical circumstances exist with regard to certain imports of CLPP from the PRC. See the ``Critical Circumstances'' section below.
Structural Steel Beams from Korea: Preliminary Results of Antidumping Duty Administrative Review
In response to a request from the Committee for Fair Beam Imports, Nucor Corp., Nucor-Yamato Steel Co., Steel Dynamics, Inc. and TXI-Chaparral Steel Co., (collectively, petitioners), INI Steel Company (INI), and Dongkuk Steel Mill Co., Ltd. (DSM), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on structural steel beams from the Republic of Korea (Korea). This review covers INI and DSM, manufacturers and exporters of the subject merchandise. The period of review (POR) is August 1, 2004 through July 31, 2005. We preliminarily determine that INI has sold subject merchandise at less than normal value (NV) during the POR. We also preliminarily determine that DSM has not sold subject merchandise at less than NV. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. We invite interested parties to comment on these preliminary results. Honey from the People's Republic of China: Initiation of New Shipper Antidumping Duty Review
On June 21, 2006, the Department of Commerce (``the Department'') received a request to conduct a new shipper review of the antidumping duty order on honey from the People=s Republic of China (``PRC'') from Shanghai Bloom International Trading Co., Ltd. (``Shanghai Bloom''). We have determined that this request meets the statutory and regulatory requirements for the initiation of a new shipper review.
Certain Pasta from Turkey: Final Results of Countervailing Duty Administrative Review
On June 9, 2006, the U.S. Department of Commerce (``the Department'') published in the Federal Register its preliminary results of the administrative review of the countervailing duty order on certain pasta from Turkey for the period January 1, 2004, through December 31, 2004. See Certain Pasta From Turkey: Preliminary Results of Countervailing Duty Administrative Review, 71 FR 33439 (June 9, 2006) (``Preliminary Results''). We preliminarily found that Gidasa Sabanci Gida Sanayi ve Ticaret A.S. (``Gidasa'') did not receive countervailable subsidies during the period of review. We did not receive any comments on our preliminary results, and we have made no revisions.
Honey from Argentina: Notice of Partial Rescission of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is partially rescinding its administrative review of the antidumping duty order on honey from Argentina for the period December 1, 2004, to November 30, 2005, with respect to two companies, Nexco S.A and HoneyMax S.A.
International Buyer Program; Support for Domestic Trade Shows
This notice sets forth objectives, procedures and application review criteria associated with support for domestic trade shows by the International Buyer Program of the United States and Foreign Commercial Service, International Trade Administration, U.S. Department of Commerce (DOC). This announcement covers selection for International Buyer Program participation for Calendar Year 2008 (January 1, 2008 through December 31, 2008). The International Buyer Program (IBP) was established to bring international buyers together with U.S. firms by promoting leading U.S. trade shows in industries with high export potential. The International Buyer Program emphasizes cooperation between the DOC and trade show organizers to benefit U.S. firms exhibiting at selected events and provides practical, hands-on assistance such as export counseling and market analysis to U.S. firms interested in exporting. The assistance provided to show organizers includes worldwide overseas promotion of selected shows to potential international buyers, end-users, representatives and distributors. The worldwide promotion is executed through the offices of the United States and Foreign Commercial Service (hereinafter referred to as the Commercial Service) in more than 70 countries representing the United States' major trading partners, and also in U.S. Embassies in countries where the Commercial Service does not maintain offices. The Department expects to select approximately 35 shows for the January 1, 2008 through December 31, 2008 period from among applicants to the program. Shows selected for the International Buyer Program will provide a venue for U.S. firms interested in expanding their sales into international markets. Successful show organizer applicants will be required to enter into a Memorandum of Agreement (MOA) with the DOC. The MOA constitutes an agreement between the DOC and the show organizer specifying which responsibilities are to be undertaken by DOC as part of the IBP and, in turn, which responsibilities are to be undertaken by the show organizer. Anyone requesting application information will be sent a sample copy of the MOA along with the application and a copy of this Federal Register Notice. The responsibilities to be undertaken by DOC will be carried out by the Commercial Service, the lead agency for this program.
Low Enriched Uranium from France: Final Results of Antidumping Duty Administrative Review
On March 7, 2006, the Department of Commerce (the Department) published the preliminary results of its third administrative review of the antidumping duty order on low enriched uranium (LEU) from France. The review covers one producer of the subject merchandise. The period of review (POR) is February 1, 2004 through January 31, 2005. Based on our analysis of the comments received, we have made changes to the preliminary results. For the final dumping margins see the ``Final Results of Review'' section below.
Wooden Bedroom Furniture From The People's Republic of China: Notice of Partial Rescission of New Shipper Review
On April 3, 2006, Senyuan Furniture Group (``Senyuan'') withdrew its request for a new shipper review of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC'') covering the period June 24, 2004, through December 31, 2005. Accordingly, because no other party requested a review for Senyuan, we are rescinding, pursuant to 19 CFR 351.214(f)(1), this new shipper review.
Oil Country Tubular Goods, Other Than Drill Pipe, from Korea: Preliminary Results of Antidumping Duty Administrative Review
In response to a request filed by IPSCO Tubulars, Inc., Lone Star Steel Company, and Maverick Tube Corporations (collectively, the ``petitioners''), and SeAH Steel Corporation (``SeAH''), the U.S. Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on oil country tubular goods, other than drill pipe (``OCTG'') from Korea. This review covers the following producers/exporters: SeAH and Husteel Co., Ltd. (``Husteel'') and SeAH. The period of review (``POR'') is August 1, 2004 through July 31, 2005. The preliminary results are discussed below in the section entitled ``Preliminary Results of Review.'' We preliminarily find that both Husteel and SeAH made sales below normal value (``NV''). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties based on the difference between the constructed export price (``CEP'') and the NV.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with July anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received requests to revoke one antidumping duty order in part.
Notice of Final Results of Antidumping Duty Changed Circumstances Review: Certain Softwood Lumber Products from Canada
The Department of Commerce (the Department) has determined, pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), that Ivis Partners Ltd. (IVIS) is the successor-in-interest to Ivis Wood Products Ltd. (Ivis Wood) and, as a result, should be accorded the same treatment previously accorded to Ivis Wood in regard to the antidumping order on certain softwood lumber products from Canada as of the date of publication of this notice in the Federal Register.

Stainless Steel Plate in Coils from Belgium: Notice of Rescission of Antidumping Duty Administrative Review
On July 3, 2006, in response to a timely request from Ugine & ALZ Belgium (respondent), the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on stainless steel plate in coils (SSPC) from Belgium. See Initiation of Antidumping and Countervailing Duty Administrative Reviews, 71 FR 37892 (July 3, 2006) (Initiation Notice). This administrative review covered the period May 1, 2005 through April 30, 2006. We are now rescinding this review as a result of respondent's withdrawal of its request for an administrative review of this order.

Final Results of Countervailing Duty Administrative Review: Low Enriched Uranium from France
On February 15, 2006, the Department of Commerce (``the Department'') published in the Federal Register its preliminary results of administrative review of the countervailing duty (``CVD'') order on low enriched uranium (``LEU'') from France for the period January 1, 2004, through December 31, 2004 (see Notice of Preliminary Results of Countervailing Duty Administrative Review: Low Enriched Uranium from France, 71 FR 7924 (February 15, 2006) (``LEU 2004 Preliminary Results'')). The Department has now completed the administrative review in accordance with section 751(a) of the Tariff Act of 1930, as amended (``the Act''). Based on our analysis of the comments received, the Department has not revised the net subsidy rate for Eurodif S.A. (``Eurodif'')/ Compagnie Generale Des Matieres Nucleaires (``COGEMA''), the producer/ exporter of subject merchandise covered by this review. On July 28, 2006, the United States Court of International Trade (``Court'') granted the joint motion for entry of stipulated judgment filed in Beihai Zhengwu Industry Co. Ltd., et al. v. United States, Court No. 05-00182, by the plaintiffs Shantou SEZ Xu Hao Fastness Freeze Aquatic Factory Co., Ltd.; Zhejiang Taizhou Lingyang Aquatic Products Co.; Taizhou Zhonghuan Industrial Co., Ltd.; Zhejiang Daishan Boafa Aquatic Product Co., Ltd.; Zhejiang Evenew Seafood Co., Ltd.; Zhoushan Juntai Foods Co., Ltd; Zhejiang Zhenglong Foodstuffs Co., Ltd.; Zhoushan Haichang Food Co.; Zhoushan Industrial Co., Ltd.; Zhoushan Putuo Huafa Sea Products Co., Ltd.; and Zhoushan Zhenyang Developing Co., Ltd. (collectively, the eleven respondents) and the defendant, the United States, and dismissed Count 1 of the eleven respondents' complaint. This case arises out of the Departments's Notice of Amended Final Determination of Sales at Less Than Fair Value and Antidumping Duty Order: Certain Frozen Warmwater Shrimp From the People's Republic of China, 70 FR 5149 (February 1, 2005) (``Amended Final Determination'').
North American Free-Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews
On August 11, 2006, the binational panel issued its decision in the review of the final determination made by the International Trade Administration, respecting Oil Country Tubular Goods from Mexico Final Antidumping Duty Administrative Review and Determination not to Revoke, Secretariat File No. USA-MEX-2001-1904-05. The binational panel remanded the determination to the International Trade Administration. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.
