Extension of Time Limits for Final
Results
Section 751(a)(2)(B)(iv) of the Tariff
Act of 1930, as amended (the Act), and
19 CFR 351.214(i)(1) require the
Department to issue the preliminary
results of a new shipper review within
180 days after the date on which the
new shipper review was initiated and
final results of a review within 90 days
after the date on which the preliminary
results were issued. The Department
may, however, extend the deadline for
completion of the final results of a new
shipper review to 150 days if it
determines that the case is

extraordinarily complicated. See section

the Department extended the deadline
for the submission of surrogate value
information and case and rebuttal briefs
by three weeks. As a result of the
extensions and the extraordinarily
complicated issues raised in this review
segment, including the honey valuation
and bona fides issues, it is not
practicable to complete these new
shipper reviews within the current time
limit. Accordingly, the Department is
extending the time limit for the
completion of the final results by 30
days until September 27, 2006, in
accordance with section 751(a)(2)(B)(iv)
of the Act and 19 CFR 351.214(i)(2).
We are issuing and publishing this
notice in accordance with sections
751(a)(1) and 777(i)(1) of the Act.

SUMMARY: The Department of Commerce
(the Department) is conducting an
administrative review of the
countervailing duty (CVD) order on
stainless steel sheet and strip in coils
from the Republic of Korea (Korea) for
the period January 1, 2004, through
December 31, 2004. We preliminarily
find that the net subsidy rate for the
producer/exporter under review is de
minimis. See the ‘‘Preliminary Results
of Review’’ section of this notice.
Interested parties are invited to
comment on these preliminary results.

Background
On August 6, 1999, the Department
published in the Federal Register the
CVD order on stainless steel sheet and
strip in coils from Korea. See Amended
Final Determination: Stainless Steel
Sheet and Strip in Coils from the
Republic of Korea; and Notice of
Countervailing Duty Orders: Stainless
Steel Sheet and Strip from France, Italy
and the Republic of Korea, 64 FR 42923
(August 6, 1999) (Amended Sheet and
Strip). On August 1, 2005, the
Department published a notice of
opportunity to request an administrative
review of this CVD order. See
Antidumping or Countervailing Duty
Order, Finding, or Suspended
Investigation; Opportunity to Request
Administrative Review, 70 FR 44085
(August 1, 2005). On August 31, 2005,
we received a timely request for review
from Dai Yang Metal Co., Ltd. (DMC).
On September 28, 2005, the Department
published a notice of initiation of the
administrative review of the CVD order
on stainless steel sheet and strip in coils
from the Republic of Korea covering the
period of review (POR) January 1, 2004,
through December 31, 2004. See

On October 19, 2005, the Department
sent questionnaires to DMC and the
Government of Korea (GOK). On
December 21, 2005, the Department
received questionnaire responses from
DMC and the GOK. On March 31, 2006,
DMC and the GOK submitted responses
to the Department’s March 17, 2006,
supplemental questionnaires. On April
26, 2006, the Department published in
the Federal Register an extension of the
preliminary results deadline. See

GOK submitted responses to the
Department’s June 30, 2006,

351.213(b), this review covers only
those producers or exporters for which
a review was specifically requested. The
only company subject to this review is
DMC.
Scope of Order
The products subject to this order are
certain stainless steel sheet and strip in
coils. Stainless steel is an alloy steel

less of carbon and 10.5 percent or more
of chromium, with or without other
elements. The subject sheet and strip is
a flat–rolled product in coils that is
greater than 9.5 mm in width and less
than 4.75 mm in thickness and that is
annealed or otherwise heat treated and
pickled or otherwise descaled. The
subject sheet and strip may also be
further processed (e.g., cold–rolled,
polished, aluminized, coated), provided
that it maintains the specific
dimensions of sheet and strip following
such processing.
