On December 31, 2024, the U.S. Department of Commerce (Commerce) published in the Federal Register the amended final results of the 2018-2019 administrative review of the antidumping duty (AD) order on tapered roller bearings and parts from the People's Republic of China (China). This notice incorrectly stated that for the non- selected companies that do not have a superseding cash deposit rate, Commerce will issue revised cash deposit instructions through U.S. Customs and Border Protection (CBP).

The Mid-Atlantic Fishery Management Council (Council) will hold public meetings of the Council and its Executive Committee.

As a result of these expedited sunset reviews, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on strontium chromate from Austria and France would be likely to lead to the continuation or recurrence of dumping at the dumping margins identified in the "Final Results of Sunset Reviews" section of this notice.

The U.S. Department of Commerce (Commerce) determines that imports of aluminum wire and cable (AWC) completed in the Socialist Republic of Vietnam (Vietnam) using certain AWC inputs manufactured in the People's Republic of China (China) are not covered by the scope of the antidumping duty (AD) and countervailing duty (CVD) orders on AWC from China. In addition, Commerce determines that AWC completed in Vietnam using certain AWC inputs manufactured in China are circumventing the AD and CVD orders on AWC from China.

The Department of Commerce, in accordance with the Paperwork Reduction Act (PRA) of 1995, invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment on the proposed new information collection prior to the submission of the information collection request (ICR) to OMB for approval.

The U.S. Department of Commerce (Commerce) and a representative of the signatory lemon juice producers/exporters accounting for substantially all imports of lemon juice from Argentina have signed an amendment to the Agreement Suspending the Antidumping Duty Investigation on Lemon Juice from Argentina (2016 Agreement) (collectively, amended 2016 Agreement). The amendment to the 2016 Agreement revises the reference prices and provides for enhanced monitoring and enforcement mechanisms.

That notice incorrectly stated the all-others rate established in the less than fair value investigation to be 6.58 percent. The correct all-others rate established in the less than fair value investigation is 6.04 percent.

The U.S. Department of Commerce (Commerce) published notice in the Federal Register on December 2, 2021, in which Commerce announced the final results of the 2019 administrative review of the antidumping duty (AD) order on softwood lumber from Canada. That notice incorrectly stated the all-others rate established in the less than fair value investigation to be 6.58 percent. The correct all-others rate established in the less than fair value investigation is 6.04 percent.

The U.S. Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty (AD) order on certain chassis and subassemblies thereof (chassis) from the People's Republic of China (China) for the period of review (POR) July 1, 2023, through June 30, 2024.

The U.S. Department of Commerce (Commerce) published notice in the Federal Register of January 14, 2025, in which Commerce initiated the countervailing duty (CVD) investigation on sol gel alumina-based ceramic abrasive grains (ceramic abrasive grains) from the People's Republic of China (China). This notice contained an appendix that included a typographical error with respect to the Harmonized Tariff Schedule of the United States (HTSUS) subheadings in the scope of the investigation.

In accordance with the Marine Mammal Protection Act (MMPA), as amended, its implementing regulations, and NMFS' MMPA Regulations for Taking Marine Mammals Incidental to Construction of the Empire Wind Offshore Wind Project Offshore of New York, notification is hereby given that upon request from Empire Wind, LLC (Empire Wind), NMFS has modified a Letter of Authorization (LOA) issued to Empire Wind for the take of marine mammals incidental to activities associated with construction of the Empire Wind Offshore Wind Energy Project (hereafter known as the "Project") in Federal and State waters offshore New York. Specifically, NMFS has modified the LOA Holder's name as well as mitigation and monitoring measures related to vessel strike avoidance, sound field verification reporting, and requirements for passive acoustic monitoring (PAM). NMFS has also made modifications to additional measures to improve clarify and better align with the Biological Opinion. NMFS has determined that these modifications do not change the findings made for the regulations and does not result in any change in the total estimated number of takes of marine mammals.

Notice is hereby given that the National Marine Fisheries Service is extending the public comment period associated with the notice of receipt for an application for a permit to import bottlenose dolphins (Tursiops truncatus) submitted by the Clearwater Marine Aquarium.

NMFS has received a request from the United States Coast Guard (USCG) for authorization to take marine mammals incidental to the Station Siuslaw River construction project in Florence, Oregon. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an incidental harassment authorization (IHA) to incidentally take marine mammals during the specified activities. NMFS is also requesting comments on a possible one-time, 1-year renewal that could be issued under certain circumstances and if all requirements are met, as described in Request for Public Comments at the end of this notice. NMFS will consider public comments prior to making any final decision on the issuance of the requested MMPA authorization and agency responses will be summarized in the final notice of our decision.

Notice is hereby given that the National Marine Fisheries Service is extending the public comment period associated with the notice of receipt for an application for a permit (File No. 28286) to conduct research and enhancement activities on one stranded, non- releasable beluga whale (Delphinapterus leucas) from the endangered Cook Inlet distinct population segment (DPS). The application has been updated to reflect additional information received from the applicant. Additionally, we propose extending SeaWorld's current permit, No. 22095-01, under which the subject beluga whale is currently held, for six months to allow additional processing of the updated application (File No. 28286).

In accordance with the Marine Mammal Protection Act (MMPA), as amended, its implementing regulations, and NMFS' MMPA Regulations for Taking Marine Mammals Incidental to Geophysical Surveys Related to Oil and Gas Activities in the Gulf of Mexico, notification is hereby given that NMFS has issued a Letter of Authorization (LOA) to bp Exploration and Production, Inc., (bp) for the take of marine mammals incidental to geophysical survey activity in the Gulf of Mexico (GOM).

NMFS, upon request from the U.S. Navy (Navy), issues these regulations pursuant to the Marine Mammal Protection Act (MMPA) to govern the taking of marine mammals incidental to the training and testing activities conducted in the Hawaii-Southern California Training and Testing (HSTT) Study Area between 2018 and 2025. In 2021, two separate U.S. Navy vessels struck unidentified large whales on two separate occasions, one whale in June 2021 and one whale in July 2021, in waters off Southern California. The takes by vessel strike of the two whales by the U.S. Navy were covered by the existing regulations and Letters of Authorization (LOAs), which authorize the U.S. Navy to take up to three large whales by serious injury or mortality by vessel strike between 2018 and 2025. The Navy reanalyzed the potential of vessel strike in the HSTT Study Area, including the recent strikes, and as a result, requested two additional takes of large whales by serious injury or mortality by vessel strike for the remainder of the current regulatory period. In May 2023, a U.S. Navy vessel struck a large whale in waters off Southern California. NMFS reanalyzed the potential for vessel strike based on new information, including the three strikes, and authorizes two additional takes of large whales by serious injury or mortality by vessel strike for the remainder of the current regulatory period (two takes in addition to the three takes authorized in the current regulations). The Navy's activities qualify as military readiness activities pursuant to the MMPA, as amended by the National Defense Authorization Act for Fiscal Year 2004 (2004 NDAA).

In this rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding 16 entities to the Entity List, under the destinations of China, People's Republic of (China) (14) and Singapore (2). These entities have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States.

NMFS withdraws a proposed rule published in the Federal Register on August 1, 2022 to amend the North Atlantic right whale (Eubalaena glacialis) vessel speed regulations. NMFS withdraws this proposed rule in light of numerous and ongoing requests from the public for further opportunity to review and engage with the Agency on the proposal. NMFS's existing vessel speed regulations remain in effect.
