Raisins Produced From Grapes Grown in California; Temporary Relaxation of Substandard and Maturity Dockage Requirements
This final rule adopts, without change, an interim final rule that temporarily changes the substandard and maturity dockage requirements for raisins covered under the Federal marketing order for raisins produced from grapes grown in California (Order). For the 2023- 2024 crop year, the minimum requirements for substandard and maturity dockage in the marketing order's handling regulations are relaxed to accommodate raisins adversely impacted by severe weather conditions.
Single Family Housing Guaranteed Housing Payment Supplement Account Demonstration Program
The Rural Housing Service (RHS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), is issuing this document for a demonstration program that will establish a new loss mitigation retention option, referred to as the Payment Supplement Account (PSA). The Agency's intention of this demonstration program is to assist borrowers who have experienced a documented hardship that led to an involuntary inability to pay their mortgage obligation, require payment reduction to resume making a monthly payment, and currently have a below market interest rate. This document briefly discusses a special servicing option for servicers to utilize to continue assisting struggling borrowers who seek loss mitigation alternatives, regardless of the nature of their hardship.

Amendment to the Caribou National Forest Land Management Plan
The Forest Service, U.S. Department of Agriculture, is amending the Caribou National Forest Land Management Plan (forest plan). The Forest Service has prepared a Final Supplemental Environmental Impact Statement for the Crow Creek Pipeline Project Lower Valley Energy and draft record of decision that includes a programmatic plan amendment to the forest plan. The plan amendment would establish a utility corridor and applies to approximately 44 acres of National Forest System lands on the Montpelier Ranger District. This notice is to inform the public that the Caribou-Targhee National Forest is initiating a 60-day period where individuals or entities with specific concerns about the amendment to the forest plan may file objections for Forest Service review prior to the approval of the amendment.
Tart Cherries Grown in the States of Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin; Amendments to the Marketing Order
This rulemaking proposes amendments to Marketing Order No. 930, which regulates the handling of tart cherries grown in Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin. The proposed amendments would modify the basis for calculating district representation on the Cherry Industry Administrative Board ("Board"), change the starting date for the term of office for Board members, simplify the way a Board member's sales constituency is determined, clarify how the sales constituency applies to alternate Board members, change the timeframe for submitting nominations, and clarify when districts are subject to volume regulation.
Importation of Grapes From Chile Into the United States
We are advising the public of our decision to revise the requirements relative to the importation into the United States of fresh table grapes from regions of Chile where European grapevine moth (Lobesia botrana, EGVM) is either absent or at very low prevalence. Based on the findings of a commodity import evaluation document, which we made available to the public for review and comment through a previous notice, we have determined that, in addition to the existing option of methyl bromide fumigation for EGVM and Chilean false red mite (Brevipalpus chilensis), grapes from Chile may be safely imported under a systems approach or irradiation for EGVM and B. chilensis. Current mitigation measures for Ceratitis capitata, or Medfly, will remain unchanged.
Opportunities for United States Grain Standards Act Designation in the Lower Northwest Texas Area; the Southeast Texas Area; the Keokuk, Iowa Area; and the Fargo, North Dakota Area
The Agricultural Marketing Service (AMS) requests comments on the need for U.S. Grain Standards Act (USGSA) services in the newly formed Lower Northwest Texas and Southeast Texas geographic areas described below in the SUPPLEMENTARY INFORMATION section. AMS is also asking persons, entities, or governmental agencies interested in providing official inspection and weighing services, in those areas, to apply for designation. The designated USGSA authority for two official agencies, Keokuk Grain Inspection (Keokuk) and North Dakota Grain Inspection, Inc. (NDGI), will end on the prescribed dates listed in the SUPPLEMENTARY INFORMATION section below. AMS is requesting designation applications from interested persons, entities, or governmental agencies that would like to provide official inspection and weighing services for the areas presently served by these two agencies. In addition to this request for applications, AMS seeks comments on the quality of services provided by Keokuk and NDGI.

We are advising the public that we have prepared a pest risk analysis that evaluates the risks associated with the importation of leaves and stems of fresh sage from Ethiopia into the continental United States. Based on the analysis, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of leaves and stems of fresh sage from Ethiopia. We are making the pest risk analysis available to the public for review and comment.
Softwood Lumber Research, Promotion, Consumer Education, and Information Order; Adjustment to Membership
This final rule implements recommendations from the Softwood Lumber Board (Board) to modify the membership by adding alternate positions for certain seats and a public member. In addition to these Board recommended changes, Harmonized Tariff Schedule (HTS) numbers for softwood lumber are also updated with the latest numbers from the U.S. International Trade Commission. The Board administers the Softwood Lumber Research, Promotion, Consumer Education and Industry Information Order (Order) with oversight by the U.S. Department of Agriculture (USDA).

Notice of Processing Timeline Change for the Rural Energy for America Program for Fiscal Year 2024
The Rural Business- Cooperative Service (the Agency) is issuing a notice of the Agency's intention to remove the self-imposed restriction that all Fiscal Year (FY) 2024 applications that are submitted under the Rural Energy for America Program (REAP) prior to June 30, 2024, and were not funded in the national unrestricted pooling competitions, must be withdrawn. The Agency is also updating its approach for application reviews. This Notice also outlines the Agency's prioritization of Underutilized Renewable Energy Technologies (UT) in National Office competitions for FY 2024.
Superior National Forest; Minnesota; Superior National Forest School Trust Land Exchange Project; Withdrawal of Draft Environmental Impact Statement
The Superior National Forest is withdrawing its draft environmental impact statement (EIS) for the Superior National Forest School Trust Land Exchange Project. The Superior National Forest's decision to withdraw the draft EIS is based on several issues that arose with the original exchange. Through consideration of public comments and consultation from local Tribes, a variety of viewpoints on the exchange proposal were considered. These considerations informed a decision by the State of Minnesota to withdraw its request for a land exchange. Because the State of Minnesota has withdrawn their request, the draft EIS is being canceled.
Olives Grown in California; Decreased Assessment Rate
This action decreases the assessment rate established for the 2024 fiscal year and subsequent fiscal years for California olives as recommended by the California Olive Committee. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.
Cranberries Grown in Massachusetts, et al.; Termination of Marketing Order and Data Collection Requirements for Cranberries Not Subject to the Marketing Order
This rulemaking terminates Federal Marketing Order No. 929 regulating the handling of cranberries grown in the States of Massachusetts, Rhode Island, Connecticut, New Jersey, Wisconsin, Michigan, Minnesota, Oregon, Washington, and Long Island in the State of New York, and the rules and regulations issued thereunder. The data collection, reporting and recordkeeping requirements applicable to cranberries not subject to the marketing order are also terminated (7 CFR part 926). This rulemaking also removes the marketing order from the Code of Federal Regulations.
National School Lunch, Special Milk, and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates
This Notice announces the annual adjustments to the national average payments, the amount of money the Federal Government provides States for lunches, afterschool snacks, and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the maximum reimbursement rates, the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution that participates in the Special Milk Program for Children. The annual payments and rates adjustments for the National School Lunch and School Breakfast Programs reflect changes in the Food Away From Home series of the Consumer Price Index for All Urban Consumers. The annual rate adjustment for the Special Milk Program reflects changes in the Producer Price Index for Fluid Milk Products. Further adjustments are made to these rates to reflect higher costs of providing meals in Alaska, Guam, Hawaii, Puerto Rico, and Virgin Islands. The payments and rates are prescribed on an annual basis each July.

The Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) is seeking nominations for individuals to serve on the USDA Grain Inspection Advisory Committee (Advisory Committee). The Advisory Committee meets no less than once annually to advise AMS on the programs and services it delivers under the U.S. Grain Standards Act (USGSA). The committee is governed in accordance with the Federal Advisory Committee Act. Recommendations by the Advisory Committee help AMS better meet the needs of its customers who operate in a dynamic and changing marketplace.

Advisory Committee on Minority Farmers
Pursuant to the provisions of the rules and regulations of the United States Department of Agriculture (USDA) and the Federal Advisory Committee Act (FACA), notice is hereby given that a public meeting of the Advisory Committee on Minority Farmers (ACMF) will be convened. During this public meeting, the ACMF will consider USDA programs and policies and their impacts on minority farmers. The ACMF will recommend action-oriented strategies that maximize the participation of minority farmers in USDA programs and services.
Codex Alimentarius Commission: Meeting of the Codex Committee on Food Import and Export Inspection and Certification Systems
The U.S. Codex Office is sponsoring a public meeting on August 21, 2024. The objective of the public meeting is to provide information and receive public comments on agenda items and draft U.S. positions to be discussed at the 27th Session of the Codex Committee on Food Import and Export Inspection and Certification Systems (CCFICS) of the Codex Alimentarius Commission (CAC). The 27th Session of the CCFICS will be held in Cairns, Australia, from September 16-20, 2024. The U.S. Manager for Codex Alimentarius and the Under Secretary for Trade and Foreign Agricultural Affairs recognize the importance of providing interested parties the opportunity to obtain background information on the 27th Session of the CCFICS and to address items on the agenda.
Food Distribution Program: Value of Donated Foods from July 1, 2024 Through June 30, 2025
This notice announces the national average value of donated foods or, where applicable, cash in lieu of donated foods, to be provided in school year 2025 (July 1, 2024 through June 30, 2025) for each lunch served by schools participating in the National School Lunch Program (NSLP), and for each lunch and supper served by institutions participating in the Child and Adult Care Food Program (CACFP).
