Abstract: The Animal Health Protection Act (7 U.S.C. 8301 et seq.) provides the Secretary of Agriculture broad authority to prohibit or restrict, through orders and regulations, the importation or entry of any animal, article, or means of conveyance if the U.S. Department of Agriculture determines that the prohibition or restriction is necessary to prevent the introduction or spread of any pest or disease of livestock within the United States. Disease prevention is the most effective method for maintaining a healthy animal population. As an element of the Animal and Plant Health Inspection Service (APHIS) disease prevention mission, the National Veterinary Services Laboratories (NVSL) safeguard U.S. animal health by ensuring that timely and accurate laboratory support is provided through a nationwide animal VerDate Sep<11>2014 16:55 Jul 15, 2024 Jkt 262001 health diagnostic system. These statistics along with research based on the data will be used to identify the causes and consequences of food insecurity, and to assess the need for, and performance of, domestic food and nutrition assistance programs. The data will also be used to improve the measurement of food security and to develop measures of additional aspects and dimensions of food security. This consistent measurement of the extent and severity of food insecurity will aid in policy decision-making. The supplemental survey instrument was developed in conjunction with food security experts nationwide as well as survey method experts within the Census Bureau and was reviewed in 2006 by the Committee on National Statistics of the National Research Council. Authority: Legislative authority for the planned data collection are 7 U.S.C. 2204(a) and 7 CFR 2.67. These statutes and regulations authorize the Secretary of Agriculture and the Administrator of the Economic Research Service to conduct research and collect statistics on the U.S. food system, consumers, and human nutrition. Confidentiality: The Census Bureau collects data for the Current Population Survey under the authority of Title 13, U.S. Code, section 8b, which allows the Census Bureau to undertake surveys for other government agencies. Under Title 13, U.S. Code, section 9 the Census Bureau holds all information in strict confidence. Information reported in the survey which would permit the identification of a household or any of its members is not reported to anyone outside of the Census Bureau. Russell National School Lunch Act authorized and funded USDA to establish a farm to school program in order to assist eligible entities, through grants and technical assistance, in implementing farm to school programs that improve food and agriculture education as well as access to local foods in schools. This work is housed within the FNS Community Food Systems Division. As part of the Farm to School Program’s authorization, CFSD collects and disseminates information on farm to school activity throughout the country. CFSD conducted a national census of farm to school activity in 2013, 2015, 2019, and 2023. The Farm to School Census provides the only nationallyrepresentative data available on farm to school participation and activities in the United States.
