Notice of a Revision to a Currently Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces the Rural Utilities Service's (RUS or the Agency), an agency with the United States Department of Agriculture, Rural Development, intention to request a revision to a currently approved information collection package for the Rural Decentralized Water Systems program. The Agency invites comments on this information collection for which the Agency intends to request approval from the Office of Management and Budget (OMB).
Chippewa National Forest; Minnesota; Transfer of Administrative Jurisdiction to Lands To Be Held in Trust by the United States for the Benefit of the Leech Lake Band of the Minnesota Chippewa Tribe Pursuant to the Leech Lake Band of Ojibwe Reservation Restoration Act
Pursuant to the Leech Lake Band of Ojibwe Reservation Restoration Act (Act), the Secretary of Agriculture (Secretary), with the publication of this Notice, transfers administrative jurisdiction to approximately 11,760 acres of land (Federal land), located in the Chippewa National Forest in Cass County, Minnesota, to the Secretary of the Interior to be held in trust by the United States for the benefit of the Leech Lake Band of the Minnesota Chippewa Tribe, referred to in the Act as the Leech Lake Band of Ojibwe (LLBO or Tribe). A table containing the legal descriptions of the lands to which administrative jurisdiction is hereby transferred, along with accompanying Exhibit A, identifying existing public roads, and Exhibit B, identifying existing Forest roads and a Forest trail that the Forest Service will continue to operate pursuant to the terms of reserved easement rights approved by the Tribe, are provided at the end of this notice.
Fair and Competitive Livestock and Poultry Markets
The United States Department of Agriculture's (USDA or Department) Agricultural Marketing Service (AMS) proposes to amend the regulations under the Packers and Stockyards Act of 1921 (the P&S Act or the Act) to clarify the unfair practices that the P&S Act prohibits. The proposed rule would define unfair practices as conduct that harms market participants and conduct that harms the market. Combined, these comprehensively define the contours of "unfair practices" under the P&S Act. The purpose of this proposed rule is to promote fair and competitive markets in the livestock, meats, poultry, and live poultry markets.
Procedures for Quantification, Reporting, and Verification of Greenhouse Gas Emissions Associated With the Production of Domestic Agricultural Commodities Used as Biofuel Feedstocks
The U.S. Department of Agriculture is seeking public input on procedures for the quantification, reporting, and verification of the effect of climate-smart farming practices on the greenhouse gas (GHG) net emissions estimates associated with the production of domestic (i.e., grown in the U.S.) agricultural commodities used as biofuel feedstocks. Agricultural management practices that mitigate GHG emissions and/or sequester soil carbon can be integrated into GHG analysis to reflect the differing GHG outcomes of feedstocks based on their production. However, many clean transportation fuel programs currently do not assign lower carbon intensity (CI) estimates (i.e., lower lifecycle GHG emissions of the fuel per unit of energy) to crops grown with climate-smart practices relative to the same crops grown with conventional farming practices. This Request for Information seeks information on practices that have the potential to mitigate GHG emissions and/or sequester carbon, and quantification, reporting, and verification approaches for the GHG outcomes associated with domestic agricultural commodities used as biofuel feedstocks.
Expanding Options for Specialty and Organic Growers (EOSOG)
The Federal Crop Insurance Corporation (FCIC) is amending its regulations to expand the availability of enterprise and optional units. FCIC is also clarifying double cropping requirements when another plan of insurance does not require records of acreage and production. FCIC is removing burdensome written agreement requirements and setting new yield guarantee limits for new breaking acreage. In this rule, FCIC is providing flexibility and clarifying rules regarding assignment of indemnity and streamlining and shortening good farming practice determinations. FCIC is also clarifying the timing and method of yield reductions for several perennial crops, and allowing sunburn damaged walnuts to be eligible for indemnity payments through quality adjustment. The changes to the crop insurance policies resulting from the amendments in this rule are applicable for the 2025 and succeeding crop years for crops with a contract change date on or after June 30, 2024. For all other crops, the changes to the policies made in this rule are applicable for the 2026 and succeeding crop years.
U.S. Grade Standards for Pecans in the Shell and Shelled Pecans
The Agricultural Marketing Service (AMS) is revising the U.S. Standards for Grades of Pecans in the Shell and the U.S. Standards for Grades of Shelled Pecans by replacing the current grades with U.S. Extra Fancy, U.S. Fancy, U.S. Choice, and U.S. Standard grades. In addition, AMS is updating terminology, definitions, and defect scoring guides.
Notice of Funds Availability (NOFA) for the Food Safety Certification for Specialty Crops Program
The Farm Service Agency (FSA) is announcing the availability of $19 million through the new Food Safety Certification for Specialty Crops Program (FSCSC) for specialty crop operations that incur eligible on-farm food safety program expenses to obtain or renew a food safety certification in calendar years 2024 and 2025. To be eligible for assistance with expenses related to a 2024 food safety certification, the certification must have been issued on or after June 26, 2024. Specialty crop operations incur significant costs to comply with regulatory requirements and market-driven food safety certification requirements each year with little opportunity to recover the increased costs. In this document, FSA is providing the eligibility requirements, application process, and payment calculation for FSCSC.

OneRD Annual Notice of Guarantee Fee Rates, Periodic Retention Fee Rates, Loan Guarantee Percentage and Fee for Issuance of the Loan Note Guarantee Prior to Construction Completion for Fiscal Year 2025
The Rural Business-Cooperative Service (RBCS), Rural Housing Service (RHS), and the Rural Utilities Service (RUS), agencies of the Rural Development mission area within the U.S. Department of Agriculture (USDA), hereinafter collectively referred to as the Agency, offer loan guarantees through four programs: Community Facilities (CF) administered by the RHS; Water and Waste Disposal (WWD) administered by the RUS; and Business and Industry (B&I) and Rural Energy for America Program (REAP) administered by the RBCS. This notice provides applicants with the Guarantee Fee rates, Guarantee percentage for Guaranteed Loans, the Periodic Retention Fee, and Fee for Issuance of the Loan Note Guarantee Prior to Construction Completion for Fiscal Year (FY) 2025. These fees are to be used when applying for loan note guarantees under the guaranteed loan types listed above during FY2025. This notice is being published prior to the passage of a FY 2025 appropriation. Should the fees need to be adjusted after passage of the FY 2025 appropriations, the agency will publish a subsequent notice in the Federal Register.

Codex Alimentarius Commission: Meeting of the Codex Committee on Nutrition and Foods for Special Dietary Uses
The U.S. Codex Office is sponsoring a public meeting on September 3, 2024. The objective of the public meeting is to provide information and receive public comments on agenda items and draft U.S. positions to be discussed at the 44th Session of the Codex Committee on Nutrition and Foods for Special Dietary Uses (CCNFSDU44) of the Codex Alimentarius Commission (CAC), which will convene in Dresden, Germany, from October 2-6, 2024. The U.S. Manager for Codex Alimentarius and the Under Secretary for Trade and Foreign Agricultural Affairs recognize the importance of providing interested parties the opportunity to obtain background information on the 44th Session of the CCNFSDU and to address items on the agenda.
Importation of Fresh Ginseng Roots (Panax ginseng C.A. Mey.) From the Republic of Korea Into the United States
We are advising the public of our decision to authorize the importation of fresh ginseng roots (Panax ginseng C.A. Mey.) from the Republic of Korea into the United States. Based on the findings of a pest risk analysis, which we made available to the public for review and comment through a previous notice, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh ginseng roots from the Republic of Korea.
Single Family Housing Section 504 Repair Pilot
The Rural Housing Service (RHS or the Agency), a Rural Development agency of the United States Department of Agriculture (USDA), is issuing this document to continue to waive two regulatory requirements for the Section 504 Direct Single Family Housing Loans and Grants (DSFHLG) pilot program while the Agency contemplates a future rulemaking to remove regulatory barriers to assist eligible applicants with improved ease of use for very low-income homeowners seeking to repair or rehabilitate their homes. This document briefly discusses the waivers that the Agency intends to continue and provides contact information for additional details about the pilot program.
Notice of Funding Opportunity for the Broadband Technical Assistance Program for Fiscal Year 2024
The Rural Utilities Service (RUS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the acceptance of applications for the Broadband Technical Assistance (BTA) Program for fiscal year (FY) 2024. The BTA Program provides competitive cooperative agreement funding to eligible entities to receive or deliver broadband technical assistance and training that promotes the expansion of broadband into rural areas. Examples of broadband technical assistance projects may include conducting feasibility studies, completing network designs, and developing broadband financial assistance applications. This announcement lists the information needed to submit an application.
Notice of Request To Renew an Approved Information Collection: Foodborne Illness Outbreak Investigation Survey for FSIS Public Health Partners
In accordance with the Paperwork Reduction Act of 1995 and Office of Management and Budget (OMB) regulations, FSIS is announcing its intention to renew an approved information collection regarding partner collaboration in response to illness outbreaks associated with FSIS-regulated food products. This information collection continues to inform FSIS partner outreach efforts to effectively investigate and prevent foodborne illnesses. There are no changes to the existing information collection. The approval for this information collection will expire on November 30, 2024.

The Idaho Panhandle Resource Advisory Committee will hold a public meeting according to the details shown below. National Advisory Committee on Meat and Poultry Inspection; Charter Renewal
The USDA intends to renew the National Advisory Committee on Meat and Poultry Inspection (NACMPI) charter. The purpose of the Committee is to provide advice to the Secretary of Agriculture concerning State and Federal programs with respect to meat and poultry inspection, food safety, and other matters that fall within the scope of the Federal Meat Inspection Act (FMIA) and the Poultry Products Inspection Act (PPIA).
Section 8e Import Inspection Fee Structure
The Agricultural Marketing Service (AMS) of the Department of Agriculture (USDA) proposes to revise the regulations governing the inspection and certification for fresh fruits, vegetables, and other products by amending certain fees charged for Section 8e import inspections from a per-carlot basis to a per-pound basis, reducing the fee for each additional sublot by 50 percent, and establishing a new fee calculation for lots less than a carlot. These revisions are necessary to recover, as nearly as practicable, the costs of performing inspection services on imported commodities in accordance with the Agricultural Marketing Agreement Act of 1937.
Urban Agriculture and Innovative Production Advisory Committee Meeting
The Natural Resources Conservation Service (NRCS) will hold a public meeting of the Urban Agriculture and Innovative Production Advisory Committee (UAIPAC). UAIPAC will convene to discuss proposed recommendations for the Secretary of Agriculture on the development of policies and outreach relating to urban, indoor, and other emerging agriculture production practices. Notice of Intent To Renew Information Collection
The U.S. Department of Agriculture (USDA) seeks comments on the U.S. National Arboretum's (USNA) intent to renew an information collection that expires December 31, 2024. The information collection serves to collect fees for certain uses of the facilities, grounds, programs, and services. This includes fees for educational programs and workshops, and for use of the grounds and facilities for commercial photography and cinematography. Fees will be used to promote the mission and defray expenses of the USNA.

Privacy Act of 1974; System of Records
The Animal and Plant Health Inspection Service (APHIS) is reopening the comment period for our notice that proposes to modify an existing system of records titled, APHIS Animal Health Surveillance and Monitoring System, USDA/APHIS-15, which will be renamed Animal Health, Disease, and Pest Surveillance and Management System, USDA/APHIS-15. This system is used by APHIS to collect, manage, and evaluate animal health data for disease and pest control and surveillance programs. This action will allow interested persons additional time to prepare and submit comments.
Soybean Promotion and Research: Adjustments to Representation on the United Soybean Board
The Agricultural Marketing Service (AMS) proposes to adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2021. As required by the Soybean Promotion, Research, and Consumer Information Act (Act), membership on the Board is reviewed every 3 years and adjustments are made accordingly. The proposed changes would result in a decrease in Board membership for the State of North Dakota from 4 members to 3 members and an increase in Board membership for the State of New York from 1 member to 2 members, thus the total number of Board members would remain at 77. These changes would be reflected in the Soybean Promotion and Research Order (Order) and would be effective with the Secretary of Agriculture's (Secretary) appointments for terms in the year 2025.
Notice of Funding Availability for the Section 533 Housing Preservation Grant (HPG) for Fiscal Year 2024
The Rural Housing Service (RHS or the Agency), a Rural Development (RD) mission area agency of the United States Department of Agriculture (USDA), announces the availability of $12.2 million in funding for the Housing Preservation Grant (HPG) program for fiscal year (FY) 2024, which includes approximately $2.2 million that will be made available for disaster assistance. The funds are available to eligible sponsoring organizations for the repair or rehabilitation of housing owned or occupied by low- and very-low-income rural citizens under the HPG Program. This notice announces the opening and closing dates for receipt of preapplications for HPG funds, including the availability of calendar year 2022 disaster assistance, from eligible applicants, as well as submission requirements. Expenses incurred in developing preapplications will be at the applicant's cost.
Notice of Intent To Prepare an Environmental Impact Statement for the Elm and Turkey Creeks Watershed Project in Buffalo and Dawson Counties, Nebraska
The Natural Resources Conservation Service (NRCS) Nebraska State Office announces its intent to prepare an EIS that will examine alternative solutions to flood risk reduction for the Elm and Turkey Creeks Project watershed plan for these watersheds near Kearney, Nebraska. The Elm Creek and Turkey Creek Watersheds face recurring flooding issues due to limited channel capacity and frequent overland flooding. A catastrophic 2019 flood caused significant damage to properties and infrastructure, with estimated losses exceeding $35 million in the Kearney area. The watershed's rural economy relies on agriculture, and addressing these challenges is crucial for managing flood impacts and protecting lives and property. NRCS is requesting comments to identify significant issues, potential alternatives, information, and analyses relevant to the proposed action from all interested individuals, Federal and State agencies, and Tribes.

Determination of Total Amounts of Fiscal Year 2025 WTO Tariff-Rate Quotas for Raw Cane Sugar and Certain Sugars, Syrups and Molasses
The Foreign Agricultural Service announces the establishment of the Fiscal Year (FY) 2025 (October 1, 2024-September 30, 2025) in- quota aggregate quantity of raw cane sugar at 1,117,195 metric tons raw value (MTRV), and the establishment of the FY 2025 in-quota aggregate quantity of certain sugars, syrups, and molasses (also referred to as refined sugar) at 232,000 MTRV.
Notice of Intent To Prepare an Environmental Impact Statement for the Lower Bear River Watershed Plan in Box Elder County, Utah
The Natural Resources Conservation Service (NRCS) Utah State Office announces its intent to prepare an EIS for the Lower Bear River Watershed Plan in Box Elder County, Utah. The proposed EIS will examine alternative solutions to address agricultural water management, prevent flooding, protect the watershed, and enhance recreational opportunities in Tremonton, Elwood, Bear River City, Garland, and portions of unincorporated Box Elder County. The Lower Bear River Watershed includes small cities and towns, existing irrigation and municipal water resource infrastructure, U.S. Forest Service-managed land in the upper watershed, and wetlands associated with the Great Salt Lake (GSL). NRCS is requesting comments to identify significant issues, potential alternatives, information, and analyses relevant to the proposed action from all interested individuals, Federal and State agencies, and Tribes.
Final Record of Decision for the Revised Land Management Plan for the Grand Mesa, Uncompahgre, and Gunnison National Forests
Chad Stewart, Forest Supervisor for the Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forests, Rocky Mountain Region, signed the final Record of Decision (ROD) for the Revised Land Management Plan (LMP) for the GMUG National Forests. The final ROD documents the rationale for approving the Revised LMP and is consistent with the Reviewing Officers' responses to objections and instructions.

This workshop registration form requests the following information from participants: contact information, current profession, professional experience, affiliation, basic demographic information, and database searching experience. Swine Vesicular Disease Status of the Regions of Tuscany and Umbria, Italy
We are advising the public that we are recognizing the regions of Tuscany and Umbria, Italy as being free of swine vesicular disease. This recognition is based on a risk evaluation we prepared in connection with this action and made available to the public for review and comment through a previous notice. As a result of this action, live swine, pork, and pork products may safely be imported into the United States from the regions of Tuscany and Umbria, Italy subject to conditions in the regulations. This notice also announces the availability of our final environmental assessment and finding of no significant impact.
Notice of Funding Opportunity for the Delta Health Care Services Grant Program for Fiscal Year 2024
This Notice of Funding Opportunity (Notice) announces that the Rural Business-Cooperative Service (RBCS, Agency) is accepting fiscal year (FY) 2024 applications for the Delta Health Care Services (DHCS) grant program. The purpose of this program is to provide financial assistance to address the continued unmet health needs in the Delta Region through cooperation among health care professionals, institutions of higher education, research institutions, and economic development entities in the Delta Region. There is $3,046,583 currently available for FY 2024. Ten percent of funds must support projects located in persistent poverty counties in the Delta Region and as described under paragraph A.2.b. in the Overview section of this Notice. All applicants are responsible for any expenses incurred in developing their applications.
Decision To Recognize Freedom From Citrus Longhorned Beetle and Asian Longhorned Beetle in Certain Countries
We are notifying the public that we are updating the U.S. Department of Agriculture Plants for Planting Manual by recognizing the United Kingdom and 21 European Union Member States as being free from citrus longhorned beetle (CLB) and Asian longhorned beetle (ALB) and removing them from the list of countries where CLB and ALB are present. We are also changing the entry conditions in the manual for imports of certain host plant taxa of CLB and ALB from Belgium, Denmark, the Netherlands, and the United Kingdom because they have previously approved genera exempted from the category of plants Not Authorized Pending Pest Risk Analysis. These changes will relieve certain restrictions on imports of host plants of CLB and ALB into the United States from Belgium, Denmark, the Netherlands, and the United Kingdom while continuing to mitigate the risk of introducing quarantine pests into the United States.

National Poultry Improvement Plan and Auxiliary Provisions
We are proposing to amend the regulations governing the National Poultry Improvement Plan (NPIP). These amendments would, among other things, condition indemnity for low pathogenicity avian influenza on adherence to biosecurity plans, clarify existing provisions of the regulations, fix editorial errors, and align the regulations more closely with current producer practices. These proposed changes were voted on and approved by the voting delegates at the NPIP's 2022 National Plan Conference.

Poultry Grower Payment Systems and Capital Improvement Systems
The U.S. Department of Agriculture's (USDA) Agricultural Marketing Service (AMS or the Agency) is soliciting comments on proposed revisions to its regulations under the Packers and Stockyards Act, 1921 (P&S Act or Act). The proposal would prohibit certain payment practices under poultry grower ranking systems (commonly known as tournaments) in contract poultry production for broiler chickens, require live poultry dealers (LPDs) to adopt policies and procedures for operating a fair ranking system for broiler growers, and require LPDs to provide certain information to broiler growers when the LPD requests or requires the grower to make additional capital investments (ACIs). AMS proposes these changes in response to numerous complaints from growers about the use of tournament systems. AMS intends for the proposed regulations to increase transparency and address deception and unfairness in broiler grower payments, tournament operations, and capital improvement systems.

The Rural Housing Service (RHS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the acceptance of applications under the Rural Community Development Initiative (RCDI) program for fiscal year (FY) 2024. Up to $5 million in funding is available for fiscal year (FY) 2024. These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development that will support the community. Applicants are responsible for any expenses incurred in developing their applications.

The Forest Service (Forest Service or Agency), U.S. Department of Agriculture, provides direction to employees through issuances in its Directive System, comprised of the Forest Service Manual and Forest Service Handbooks. The Agency must provide public notice of and opportunity to comment on any directives that formulate standards, criteria, or guidelines applicable to Forest Service programs. Once per quarter, the Agency provides advance notice of proposed and interim directives that will be made available for public comment during the next three months; proposed and interim directives that were previously published for public comment but not yet finalized and issued; and notice of final directives issued in the last three months.
Helena-Lewis and Clark Resource Advisory Committee

Northeast Oregon Forests Resource Advisory Committee
The Northeast Oregon Forests Resource Advisory Committee will hold a public meeting according to the details shown below.
