Adjustments to Mango Board Representation; Withdrawal of Proposed Rule
The Agricultural Marketing Service (AMS) withdraws a proposed rule recommended by the National Mango Board (Board) that would have adjusted the Mango Promotion, Research, and Information Order (Order) to allocate the seven foreign producer Board seats to the top five mango exporting countries, based on mango volume exported to the United States, with an additional seat allocated to the top exporting country, and one at-large seat. In addition, the proposal would have required no more than one Board member be employed by or be affiliated with the same company. After reviewing and considering the comments received, the proposed rule is being withdrawn.
Information Collection Request; Conservation Outreach, Education, and Technical Assistance
In accordance with the Paperwork Reduction Act requirement, the Natural Resources Conservation Service (NRCS), Outreach and Partnership Division (OPD) is requesting comments from all interested individuals and organizations on a new information collection request associated with Conservation Outreach, Education, and Technical Assistance. Empowering Rural America (New ERA) Program
The Rural Utilities Service, a Rural Development agency of the United States Department of Agriculture (USDA), hereinafter referred to as ``RUS'' or ``the Agency'' announced its intent to solicit Letters of Interest (LOI) for applications under the Empowering Rural America (New ERA) Program in a Notice of Funding Opportunity (NOFO) on May 16, 2023, in the Federal Register. In addition, the NOFO also announced the eligibility requirements, application process and deadlines, and the criteria that RUS will use to assess New ERA Applications. The New ERA funds will be used to assist Eligible Entities in achieving the greatest reduction in Greenhouse Gas (GHG) emissions while advancing the long-term resiliency, reliability, and affordability of rural electric systems. This Notice announces an update on how to submit an LOI, additional information that must be submitted and an extension of time to submit LOIs.

Semiannual Regulatory Agenda, Spring 2023
This agenda provides summary descriptions of significant and not significant regulations being developed in agencies of the U.S. Department of Agriculture (USDA) in conformance with Executive Orders (E.O.) 12866, ``Regulatory Planning and Review,'' 13563, ``Improving Regulation and Regulatory Review,'' and 14094, ``Modernizing Regulatory Review.'' The agenda also describes regulations affecting small entities as required by section 602 of the Regulatory Flexibility Act, Public Law 96-354. This agenda also identifies regulatory actions that are being reviewed in compliance with section 610(c) of the Regulatory Flexibility Act. We invite public comment on those actions as well as any regulation consistent with Executive Order 13563. USDA has attempted to list all regulations and regulatory reviews pending at the time of publication except for minor and routine or repetitive actions, but some may have been inadvertently missed. Single Family Housing Section 502 Guaranteed Loan Program
The Rural Housing Service (RHS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), is announcing the implementation of two pilot programs for the Section 502 Single Family Housing Guaranteed Loan Program (SFHGLP), which are the Tribal Property Valuation Pilot Program and the Tribal Rehabilitation Pilot Program. Both pilot programs will provide flexible options for obtaining financing on tribal lands, one with a flexible appraisal option and the other permitting rehabilitation loans for homeowners. The Agency's intention is to evaluate the existing regulations, expand opportunities for economic development, and improve the quality of life in rural tribal communities. Details about these two pilot programs are provided in this notification.

Horse Protection; Licensing of Designated Qualified Persons and Other Amendments
The Animal and Plant Health Inspection Service (APHIS) of the United States Department of Agriculture is proposing to withdraw a final rule that was filed for public inspection by the Office of the Federal Register on January 19, 2017, in advance of publication, and that amends the Agency's Horse Protection Act regulations (the 2017 HPA final rule). On January 23, 2017, APHIS withdrew the 2017 HPA final rule from publication without undertaking notice and comment procedures, in accordance with a memorandum that was issued by the Executive Office of the President on January 20, 2017. However, following a lawsuit, the U.S. Court of Appeals for the District of Columbia Circuit found this withdrawal to be deficient. The District Court has indicated that one way to remedy this deficiency is to undertake notice and comment procedures on the proposed withdrawal. APHIS is therefore proposing to withdraw the 2017 HPA final rule, and take public comment on this matter.

For both Direct Loan Making and Direct Loan ServicingPrimary, the collected information is used in eligibility and feasibility determinations for loan making and loan servicing actions. Future releases of the FSA Online Loan Application will provide additional functionality and components for Direct Loan Making & Direct Loan ServicingPrimary applications.
Announcement of the Availability of Community Facilities Program Disaster Repair Grants
The Rural Housing Service (RHS or Agency), a Rural Development (RD) mission area of the United States Department of Agriculture (USDA), announces the availability of up to $50 million in grant funding through its Community Facilities Program (CF) to repair Essential community facilities damaged by Presidentially Declared Disasters in Calendar Year (CY) 2022, to remain available until expended. Notice of Intent To Prepare an Environmental Impact Statement for the Joint System Canal Project, Jackson County, OR
The Natural Resources Conservation Service (NRCS) Oregon State Office announces its intent to prepare a Watershed Plan and EIS for the Joint System Canal Project, located approximately 4 miles east of Eagle Point, in Jackson County, Oregon. The proposed Watershed Plan will examine alternatives through the EIS process for modernizing the Joint System Canal to improve agricultural water management. Medford Irrigation District (MID) is the sponsoring local organization for the project and Rogue River Valley Irrigation District (RRVID) is a partner organization. NRCS is requesting comments to identify significant issues, potential alternatives, and analyses relevant to the proposed action from all interested individuals, Federal and State agencies, and Tribes.
Agency Information Collection Activities: Proposed Collection; Comments Request-Understanding Risk Assessment in Supplemental Nutrition Assistance Program (SNAP) Payment Accuracy Study
In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This collection is a new collection. The primary purpose of this study is to provide FNS with information about SNAP State agencies' use of risk assessment (RA) tools to reduce payment errors, the effects of these tools, and best practices for FNS and the SNAP State agencies to consider in the development and use of RA tools. RA tools may apply statistical models using SNAP household characteristics to estimate the relative risk of improper payment.

The purpose of this system is to provide industry standard customer service to respond to inquiries from the general public regarding programs and services provided by USDA. The system keeps track of the people asking questions for continuity of support and maintains a record of their interaction. The system provides multiple public channels like phone, email, and live chat. Also, the system maintains a common knowledge base across the organization that improves response consistency. This system also improves the efficiency of the Federal staff providing answers to public inquiry.

Notice of Funding Opportunity for Rural Energy for America Program Technical Assistance Grant Program for Fiscal Year 2023
The Rural Business Cooperative Service (RBCS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces that it is accepting applications under the Rural Energy for America (REAP) Technical Assistance Grant (TAG) Program for fiscal year (FY) 2023. These grant funds will be made to qualified type of Applicants to provide technical assistance to Agricultural Producers and Rural Small Businesses applying to REAP, with priority for Applicants assisting distressed/disadvantaged communities, Applicants pursuing projects using underutilized technologies, and Applicants pursuing projects under $20,000. This Program has $21,250,000 available for FY 2023 utilizing funding provided under the Inflation Reduction Act of 2022. All Applicants are responsible for any expenses incurred in developing their applications.
Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing: Preliminary Determination and Solicitation of Comment; Extension of Comment Period
On May 18, 2023, the U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Agriculture (USDA) published in the Federal Register a notice of preliminary determination entitled ``Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing: Preliminary Determination and of Comment,'' announcing the two agencies' joint preliminary determination, as required under section 481(d)(1) of the Energy Independence and Security Act of 2007 (EISA), that adoption of the 2021 IECC and ASHRAE 90.1-2019 code standards will not negatively affect the affordability and availability of housing for new construction of HUD and USDA housing covered by EISA and seeking public comment on the preliminary determination. The preliminary determination is the first step to ultimately requiring compliance with these standards in HUD and USDA housing covered by EISA. The notice provided for a 60-day comment period, which would have ended July 17, 2023. HUD has determined that a 21-day extension of the comment period, until August 7, 2023, is appropriate. This extension will allow interested persons additional time to analyze the preliminary determination and prepare their comments.
Food Distribution Program: Value of Donated Foods from July 1, 2023 through June 30, 2024

Notice of Funding Opportunity for Calendar Year 2022 Disaster Water Grants Program for Fiscal Year 2023; Water and Environmental Programs; Correction
The Rural Utilities Service (RUS or Agency), a Rural Development (RD) mission area of the United States Department of Agriculture (USDA), published a Notice of Funding Opportunity (NOFO) in the Federal Register on June 22, 2023, to announce the acceptance of applications under the Calendar Year (CY) 2022 Disaster Water Grants Program for Fiscal Year (FY) 2023. The NOFO also announced the availability of at least $247,250,000 in grant funding through the Disaster Relief Supplemental Appropriations Act, 2023. Grant funds will be made available to qualified, rural applicants to pay for necessary expenses related to water infrastructure systems damaged by events that occurred during CY 2022 and were recognized through Presidentially Declared Disasters. This correction notice is amending the list of states that were identified as containing areas that have been impacted by qualifying events during CY 2022.
