In accordance with the Paperwork Reduction Act of 1995, the Forest Service is seeking public comment on reapproval of a currently approved information collection request, Interagency Generic Clearance for Federal Land Management Agencies Collaborative Visitor Surveys on Recreation and Transportation Related Programs and Systems.

On August 30, 2023, the Federal Crop Insurance Corporation corrected the Common Crop Insurance Policy (CCIP) Basic Provisions, Arizona-California Citrus Crop Insurance Provisions, California Avocado Crop Insurance Provisions, Macadamia Nut Crop Insurance Provisions, and the Texas Citrus Fruit Crop Insurance Provisions. In reviewing the changes made, FCIC found incorrect crop years in the Crop Provisions. This document makes the corrections.

This final rule implements a recommendation from the California Olive Committee (Committee) to increase the assessment rate established for the 2023 fiscal year and subsequent fiscal years. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.

In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, FSIS is announcing its intention to request a new information collection to solicit feedback from small and very small establishment owners. FSIS plans to use a multi-language survey to ascertain how FSIS can better service the needs of small and very small establishments and improve outreach to them. This is a new information collection with 417 hours.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Agricultural Marketing Service's (AMS) intention to request approval from the Office of Management and Budget (OMB) for an extension of a currently approved information collection for the Reporting and Recordkeeping Requirements Under Regulations Under the Perishable Agricultural Commodities Act (PACA), 1930, as amended.

On August 1, 2023, the Agricultural Marketing Service (AMS) published a rule amending the regulation that redefines two of the seven designated spot markets and changing the names of the affected markets. The amendatory language in this rule did not provide instructions necessary to effectuate the changes in the Code of Federal Regulations. This action corrects the names and definitions of the two affected cotton spot markets.

The National Agricultural Statistics Service, Department of Agriculture (NASS) submitted a request to the Office of Management and Budget (OMB) for emergency clearance and review for the Hawaii Agricultural Disaster Survey. As required by the Paperwork Reduction Act of 1995, NASS is soliciting comments for this collection.

The Rural Housing Service (RHS or Agency), a Rural Development agency of the United States Department of Agriculture (USDA), is announcing an extension of the public comment period by 15 days for the notice of proposed rulemaking for the ``Updating Manufactured Housing Provisions.'' The intent of the extended comment period is to allow the public additional time to review and provide comments on the proposed changes.

This notice lists the newspapers that will be used by all Ranger Districts, Grasslands, Forests, and the Regional Office of the Southwestern Region to publish legal notices. The intended effect of this action is to inform interested members of the public which newspapers the Forest Service will use to publish notices of proposed actions, notices of decision, and notices of opportunity to file an objection. This will provide the public with constructive notice of Forest Service proposals and decisions, provide information on the procedures to comment or object, and establish the date that the Forest Service will use to determine if comments or objections were timely.

Notice is hereby given, pursuant to the provisions of the rules and regulations of the United States Department of Agriculture (USDA) and the Federal Advisory Committee Act (FACA), that a public meeting of the USDA Equity Commission (EC or Commission), Subcommittee for Agriculture and the Rural Community Economic Development (RCED) Subcommittee will convene to continue its work reviewing USDA programs, services, and policies for the purpose of making recommendations for how the Department can improve access and advance equity. The Commission and Subcommittees are authorized under section 22007c of the Inflation Reduction Act of 2022, Public Law 117-169, and operates in compliance with the Federal Advisory Committee Act, as amended.

The Forest Service (Forest Service or Agency), United States Department of Agriculture, is proposing to revise the Forest Service's criminal prohibitions to enhance consistency of the Forest Service's law enforcement practices with those of State and other Federal land management agencies. The Forest Service is proposing to streamline enforcement of criminal prohibitions in related to fire and use of vehicles on National Forest System roads and trails by eliminating the requirement to issue an order for enforcement.

The Forest Service (Forest Service or Agency), United States Department of Agriculture, is proposing to update its special uses regulations, consistent with the requirement in the Cabin Fee Act, to provide for suspension or temporary reduction of the land use fee for a recreation residence permit if access to, or occupancy of, the recreation residence is significantly restricted.

This rule implements a recommendation from the Almond Board of California (Board) to change multiple provisions in the administrative requirements prescribed under the Federal marketing order regulating the handling of almonds grown in California (Order). This action amends administrative requirements regulating quality control, exempt dispositions, and interest and late charges provisions. In addition, the rule stays two sections of the administrative requirements that define almond butter and stipulate disposition in reserve outlets by handlers to facilitate the efficient administration of the Order.
