Comprehensive River Management Plan for Nine Wild and Scenic Rivers on Mt. Hood National Forest, Forest Service, and Northwest Oregon District, Bureau of Land Management, Clackamas, Multnomah, Wasco and Hood River Counties, Oregon

In accordance with Section 3(d)(1) of the Wild and Scenic Rivers Act, the Forest Service, U.S. Department of Agriculture, and Bureau of Land Management (BLM) announce the completion and availability of a comprehensive river management plan for nine wild and scenic rivers (CRMP for Nine Wild and Scenic Rivers), including Collawash River, Eagle Creek, East Fork Hood River, Fifteenmile Creek, Fish Creek, Middle Fork Hood River, South Fork Clackamas River, South Fork Roaring River, and Zigzag River. Approximately 0.6 miles of South Fork Clackamas River is managed by the BLM; the remaining portion of South Fork Clackamas River and all other eight wild and scenic rivers in this plan are managed by the Forest Service. On January 10, 2022, Mt. Hood National Forest Forest Supervisor, Meta Loftsgaarden, signed a decision notice to adopt the CRMP for Nine Wild and Scenic Rivers on National Forest System lands. Also on January 13, 2022, the BLM Northwest Oregon District's Cascades Field Office Manager John Huston signed a decision to adopt this CRMP on the BLM-administered lands. The CRMP for Nine Wild and Scenic Rivers addresses resource protection, development of lands and facilities, user capacities, and other management practices necessary or desirable to achieve the purposes of the Wild and Scenic Rivers Act. This CRMP was prepared after consultation with Tribal, State and local governments and the interested public. An environmental assessment (EA) was prepared as part of the CRMP development. This EA has been prepared in compliance with the National Environmental Policy Act and other relevant federal laws and regulations. The EA discloses the direct, indirect, and cumulative environmental effects that would result from adopting the CRMP.

The Rural Business-Cooperative Service (Agency), a Rural Development agency of the United States Department of Agriculture (USDA), published a Notice of Solicitation of Applications (NOSA) in the Federal Register on December 20, 2021 for the Rural Innovation Stronger Economy (RISE) grant program. Following publication of the NOSA, the Agency found that corrections due to error, omissions or need for clarity were necessary. The marketing order regulates the handling of avocados grown in South Florida and is administered locally by the Avocado Administrative Committee (Committee). A corresponding change will be made to the avocado import regulation as required under section 8e of the Agricultural Marketing Agreement Act of 1937.

This final rule adopts most changes as presented in the proposed rule published on November 25, 2019, in the Federal Register. This final rule also addresses public comments received by the Agency and makes some modifications based on consideration of those comments, including revisions to the refinancing provisions which will help provide relief to homeowners who have difficulty keeping their accounts current (e.g., coming off a payment moratorium), based on the availability of funds and Agency priorities.
Single Family Housing Guaranteed Loan Program

The Rural Housing Service (RHS or Agency), is implementing changes to Single-Family Housing Guaranteed Loan Program (SFHGLP) to mandate the use of the Guaranteed Underwriting System (GUS) and the Lender Loan Closing System (LLC) by approved lenders. The Agency's mandated use of GUS in loan originations and the LLC for loan closings will allow the Agency to decrease time-consuming and expensive manual file reviews, improve performance monitoring and reduce program risk of the guaranteed loan portfolio.
Child Nutrition Programs: Transitional Standards for Milk, Whole Grains, and Sodium

USDA is finalizing its November 25, 2020, proposed rulemaking regarding child nutrition meal pattern requirements. This final rule will establish transitional standards to support the continued provision of nutritious school meals as schools respond to and recover from the pandemic and while USDA engages in notice-and-comment rulemaking to update the meal pattern standards to more comprehensively reflect the Dietary Guidelines for Americans, 2020-2025. This final rule will provide immediate relief to schools during the return to traditional school meal service following extended use of COVID-19 meal pattern flexibilities. This rule finalizes the proposed milk provision by allowing local operators of the National School Lunch Program and School Breakfast Program to offer flavored, low-fat milk (1 percent fat) for students in grades K through 12 and for sale as a competitive beverage. It will also allow flavored, low-fat milk in the Special Milk Program for Children and in the Child and Adult Care Food Program for participants ages 6 and older. Beginning in SY 2022-2023, this final rule will require at least 80 percent of the weekly grains in the school lunch and breakfast menus to be whole grain-rich. Lastly, this final rule will modify the proposed sodium standards and establish Sodium Target 1 as the sodium limit for school lunch and breakfast in SY 2022-2023 as proposed, but implement a Sodium Interim Target 1A effective for school lunch beginning in SY 2023-2024.

FSIS also intends to collect information on consumer understanding of other ``USDA'' labeling on meat products, such as the ``USDA Choice'' label and the USDA mark of inspection. This is a new information collection with an estimated annual burden of 1,815.1 hours.

The U.S. Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) proposes amendments to the National List of Allowed and Prohibited Substances (National List) section of the USDA's organic regulations to implement recommendations submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB). This rule proposes to add low-acyl gellan gum, a food additive used as a thickener, gelling agent, and stabilizer; and paper- based crop planting aids to the National List, along with a definition of paper-based crop planting aids. If finalized, low-acyl gellan gum would be allowed as an ingredient in processed organic products, and paper-based crop planting aids would be allowed in organic crop production. The rule also proposes the correction of a spelling error on the National List to change ``wood resin'' to ``wood rosin''.

We are advising the public that we have prepared a pest risk analysis relative to the importation of three Acer spp. (Acer buergerianum, A. palmatum, and A. pseudosieboldianum) dwarf plants from the Republic of Korea into the continental United States. Currently, Acer spp. are included in our lists of taxa of plants for planting whose importation into the United States is not authorized pending pest risk analysis. Based on the findings of the pest risk analysis, we are proposing to remove Acer buergerianum, A. palmatum, and A. pseudosieboldianum dwarf plants from the Republic of Korea from the not authorized pending plant risk analysis lists, thereby allowing the importation of such Acer spp. into the United States, subject to certain conditions. We are making the pest risk analysis available to the public for review and comment.

The Rural Business-Cooperative Service (RBCS or Agency), an agency of the United States Department of Agriculture (USDA), published a Notice of Funding Opportunity (NOFO) in the Federal Register on December 13, 2021, entitled Notice of Funding Opportunity for the Biofuel Producer Program for Fiscal Year 2021, to announce the application window, application requirements and the availability of up to $700 million in payments to eligible biofuel producers for unexpected market losses as a result of COVID-19 in order to maintain a viable and significant biofuels market for agricultural producers that supply biofuel producers. This notice will amend Sections A, D and E of the NOFO to include production to meet marketing obligations or fulfill or maintain essential markets in the calculations of a biofuel producer's market losses as a result of COVID-19.

We are advising the public of our decision to revise the requirements relative to the importation into the United States of plums from Chile. Based on the findings of a commodity import evaluation document, which we made available to the public for review and comment through a previous notice, we have determined that, in addition to the existing option of irradiation, plums from Chile may safely be imported under a systems approach for mitigation of the risk posed by European grapevine moth, with an additional option for fumigation with methyl bromide.
