The Forest Service, U.S. Department of Agriculture, is revising the Nantahala and Pisgah National Forests' Land Management Plan (Forest Plan). The Forest Service has prepared a Final Environmental Impact Statement (FEIS) for its revised Forest Plan, and a draft Record of Decision (ROD). This notice is to inform the public that the National Forests in North Carolina is initiating a 60-day period where individuals or entities with specific concerns about the Nantahala and Pisgah National Forests' revised Forest Plan and the associated FEIS may file objections for Forest Service review prior to the approval of the revised Forest Plan. The Rural Utilities Service (RUS) announces its intent to prepare an Environmental Impact Statement (EIS) and to hold a virtual public scoping meeting in connection with possible impacts related to a project proposed by Speedway Solar LLC (Speedway Solar). The primary scope of the EIS is to evaluate the environmental impacts of and alternatives to Speedway Solar's application for financial assistance to develop the Speedway Solar Project (Project), a 199-megawatt (MW) solar array using photovoltaic (PV) modules on private, primarily agricultural lands in Shelby County, Indiana. RUS is considering funding this application, thereby making the proposed Project an undertaking subject to review under the National Historic Preservation Act (NHPA). RUS has determined that a loan for the Project would be a federal action and is, therefore, subject to National Environmental Policy Act (NEPA) review.

The Bridger-Teton National Forest (BTNF) is preparing an Environmental Impact Statement (EIS) for the Dell Creek and Forest Park Feedgrounds: Long-Term Special Use Permit project. The Wyoming Game and Fish Commission (WGFC) has applied for continued use of facilities on National Forest System lands to conduct their elk management activities, including providing hay to wintering elk at Dell Creek and Forest Park feedgrounds between mid-November and the end of April. The Dell Creek feedground is in the Big Piney Ranger District on Dell Creek Road (Forest Service Road 30600) about 4 miles east of Highway 191/189, in Bondurant, Wyoming, and has been maintained by the WGFC under a Forest Service special use permit since 1975. The Forest Park feedground is in the Greys River Ranger District along the Greys River Road (Forest Service Road 10138) about 33 miles from Alpine, Wyoming, and has been maintained by the WGFC under a Forest Service special use permit since 1979. The Forest Service action is to determine whether to authorize the requested long-term use and if so, under what conditions.

Agriculture has two PRBs with representatives from each USDA Mission Area. The PRBs are comprised of a Chairperson and a mix of career and noncareer senior executives and senior professionals that meet annually to review and evaluate performance appraisal documents. The PRB provides a written recommendation to the Secretary for final approval of each executive's performance rating, performance-based pay adjustment, and performance award. Importation of Sheep, Goats, and Certain Other Ruminants; Correction

The Animal and Plant Health Inspection Service recently issued a final rule that was published in the Federal Register on December 3, 2021. The rule amended the regulations governing the importation of animals and animal products to revise conditions for the importation of live sheep, goats, and certain other non-bovine ruminants, and products derived from sheep and goats, with regard to transmissible spongiform encephalopathies such as bovine spongiform encephalopathy and scrapie. The final rule improperly worded an amendatory instruction that resulted in the unintentional duplication of a sentence and left an obsolete section number in the regulations for the location of the requirements for the importation of sheep and goats from Canada for immediate slaughter. This document corrects that inadvertent error and amends the regulations with the proper wording.
