Summer Food Service Program; 2021 Reimbursement Rates
This notice informs the public of the annual adjustments to the reimbursement rates for meals served in the Summer Food Service Program for Children. These adjustments address changes in the Consumer Price Index, as required under the Richard B. Russell National School Lunch Act. The 2021 reimbursement rates are presented as a combined set of rates to highlight simplified cost accounting procedures. The 2021 rates are also presented individually, as separate operating and administrative rates of reimbursement, to show the effect of the Consumer Price Index adjustment on each rate.

Financial Support for Transmission and Distribution Lines To Pump Stations 15, 16, 17, 18, and 19 in Connection With the TransCanada Keystone XL Pipeline
In accordance with the National Environmental Policy Act of 1969, the Rural Utilities Service (RUS) has prepared a Record of Decision. This Record of Decision (ROD) is for the construction of transmission and distribution lines and associated facilities to service five pump stations for the TransCanada XL Keystone Pipeline in South Dakota. By this notice, the RUS is announcing the availability of the Record of Decision.
Notice of Intent To Prepare an Environmental Impact Statement for the Husky 1 North Dry Ridge Phosphate Mine and Notice of Cancellation of Environmental Impact Statement Preparation for the Nu-West Mining Husky 1-North Dry Ridge Phosphate Mine Project
The Bureau of Land Management (BLM) and Forest Service will consider approving the Husky 1 North Dry Ridge phosphate Mine and Reclamation Plan (MRP) on Federal Phosphate Leases, lease modifications, and Special Use Authorizations for ancillary facilities located off-lease on National Forest System lands. Previous plans submitted by Nu-West Mining (doing business as Agrium Conda Phosphate Operations) for the mining property are no longer being considered for approval. The former Notice of Intent published in 2012 (77 FR 46107) is cancelled and preparation of the Environmental Impact Statement (DOI-BLM-ID-I020-2012-0047-EIS) is terminated.

Plant Variety Protection Board; Open Teleconference Meeting
Pursuant to the Federal Advisory Committee Act (FACA), the Agricultural Marketing Service (AMS) is announcing a meeting of the Plant Variety Protection Board (Board). The meeting is being held to discuss a variety of topics including, but not limited to, regulation updates, subcommittee activities, and program activities. The meeting is open to the public. This notice sets forth the schedule and location for the meeting.
Availability of FSIS Guideline for Industry Response to Customer Complaints
The Food Safety and Inspection Service (FSIS) is announcing the availability of an updated version of the guideline for industry on how to respond to customer complaints of meat and poultry products contaminated with foreign materials. FSIS originally published the guideline in March 2019. Additionally, FSIS is responding to comments received on the March 2019 guideline.
Availability of FSIS Guideline To Assist With the Donation of Eligible Meat & Poultry Products to Non-Profit Organizations
The Food Safety and Inspection Service (FSIS) is announcing the availability of and requesting comment on a guideline for meat and poultry establishments interested in donating products to non-profit organizations. FSIS has received several questions from meat and poultry establishments and non-profit organizations on this subject and has decided to address the major concerns associated with donation in this guideline. FSIS encourages establishments to donate meat and poultry products to non-profit organizations, when possible, to reduce food loss and waste.
Notice of Request for Renewal of an Approved Information Collection (Common or Usual Name for Raw Meat and Poultry Products Containing Added Solutions)
In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, the Food Safety and Inspection Service (FSIS) is announcing its intention to request renewal of the approved information collection regarding labeling requirements for raw meat and poultry products that do not meet the standard of identity regulations and to which solutions have been added. There are no changes to the existing information collection. The approval for this information collection will expire on June 30, 2021.
Pioneer Hi-Bred International; Determination of Nonregulated Status for Enhanced Grain Yield Potential and Glufosinate-Ammonium Resistant Maize
We are advising the public of our determination that the corn variety designated as maize event DP202216, which has been genetically engineered for increased yield potential and resistance to the herbicide glufosinate-ammonium, is no longer considered regulated under our regulations governing the introduction of certain genetically engineered organisms. Our determination is based on evaluation of information Pioneer submitted in its petition for a determination of nonregulated status, our analyses, and public comments received in response to previous notices announcing the availability of the petition for nonregulated status and our associated environmental assessment and plant pest risk assessment. This notice also announces the availability of our written determination and finding of no significant impact.

The Tri-County Resource Advisory Committee (RAC) will meet virtually. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. Inviting Applications for Value-Added Producer Grants and Solicitation of Grant Reviewers
This Notice announces that the Rural Business-Cooperative Service (Agency) is accepting applications for the Value-Added Producer Grant (VAPG) program. Approximately $19 million is currently available. The Agency may also utilize any funding that becomes available through enactment of FY 21 appropriations. The Agency will publish the program funding level on the Rural Development website (https:// www.rd.usda.gov/programs-services/value-added-producer-grants ). Section VII also announces solicitation of non-Federal independent grant reviewers to evaluate and score applications submitted under this Notice.
Solicitation of Applications for the Higher Blends Infrastructure Incentive Program (HBIIP) for Fiscal Year 2021
The Commodity Credit Corporation (CCC) and the Rural Business- Cooperative Service (RBCS), a Rural Development agency of the United States Department of Agriculture (USDA), announced the general policy and application procedures for funding under the Higher Blends Infrastructure Incentive Program (HBIIP) in a Notice of Funding Availability (NOFA) which published on May 5, 2020 in the Federal Register. HBIIP provides up to $100 million in competitive grants to eligible entities for activities designed to expand the sales and use of renewable fuels under the Higher Blends Infrastructure Incentive Program (HBIIP). This Notice announces the opening date for a second HBIIP application window for the remaining (approximately) $22 million (of the $100 million) and amends certain provisions and requirements of the original solicitation and clarifying notices published in the Federal Register on May 15, 2020 and June 3, 2020.

Cotton Research and Promotion Program: Determination of Whether To Conduct a Referendum Regarding 1990 Amendments to the Cotton Research and Promotion Act
This notice announces the Department's determination, based on a review by the Agricultural Marketing Service, that it is not necessary to conduct a referendum among producers and importers on continuation of the 1990 amendments to the Cotton Research and Promotion Act. The 1990 amendments require the Secretary of Agriculture to conduct a review to determine whether to hold a continuance referendum. Although USDA is of the view that a referendum is not needed, it will initiate a sign-up period, as required by the Act, to allow cotton producers and importers the opportunity to request a continuance referendum.
Mycotoxin Test Kit Design Specifications and Performance Criteria
The United States Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) evaluates the conformance of mycotoxin test kits to AMS-established design specifications and performance criteria. Only test kits that conform to all of the AMS requirements are approved for the official testing of grains and related commodities. AMS proposes to make several changes to the existing test kit criteria to improve testing services and better facilitate domestic and international trade. AMS is seeking public comment on the proposed changes to the criteria.
Agency Information Collection Activities: Proposed Collection; Comment Request-Generic Clearance for the Special Nutrition Programs Quick Response Surveys (SNP QRS)
In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This collection is a revision of a currently approved collection to conduct short, quick-turnaround surveys of State and local agencies providing food, education, and other services in the Child Nutrition and Supplemental Nutrition and Safety Programs administered at the federal level by the Food and Nutrition Service (FNS). Notice of Proposed Revision To Import Requirements for the Importation of Fresh Citrus Fruit From Australia Into the United States
We are advising the public that we have prepared a pest risk analysis and treatment evaluation document relative to the importation into the United States of citrus fruit from additional areas of production in Australia. Based on the findings of these documents, we are proposing to authorize the importation of citrus fruit from additional areas of production in Australia, and revise the conditions under which citrus fruit from authorized areas of production in Australia may be imported into the United States. We are making the pest risk analysis and treatment evaluation document available to the public for review and comment.

Guidance for Identification of Nonindustrial Private Forest Land (NIPF)
NRCS is requesting input about guidance it intends to provide its agency staff concerning the identification of NIPF for NRCS conservation programs. NRCS welcomes input from the public prior to NRCS incorporating the guidance into the NRCS conservation program manual. This guidance will be used by staff to identify NIPF and relates to eligibility for certain NRCS programs.
Equal Participation of Faith-Based Organizations in the Federal Agencies' Programs and Activities
This rule amends the regulations of the agencies listed above (``the Agencies'') to implement Executive Order 13831 of May 3, 2018 (Establishment of a White House Faith and Opportunity Initiative). This rule provides clarity about the rights and obligations of faith-based organizations participating in the Agencies' Federal financial assistance programs and activities. This rulemaking is intended to ensure that the Agencies' Federal financial assistance programs and activities are implemented in a manner consistent with the requirements of Federal law, including the First Amendment to the Constitution and the Religious Freedom Restoration Act.
Notice of Intent To Request Approval To Revise and Extend an Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces the intention of the National Agricultural Statistics Service (NASS) to request approval to revise and extend a currently approved information collection, the Milk and Milk Products Surveys. Revision to burden hours will be needed due to changes in the size of the target population, sample design, and/or questionnaire length.
Tongass National Forest; Alaska; Mendenhall Glacier Visitor Facility Improvement Project
The U.S. Department of Agriculture, Forest Service will prepare an Environmental Impact Statement (EIS) to analyze a variety of actions to improve visitor experience, increase capacity to meet current and projected demand, and to protect the existing ecosystem of the Mendenhall Glacier Recreation Area (MGRA). The purpose of the project is to provide a range of sustainable recreation experiences that meet Forest Plan goals and objectives for Recreation and Tourism, including opportunities consistent with public demand with an emphasis on locally popular recreation places and those important to the tourism industry. The need to improve the MGRA was identified during the Mendenhall Glacier Master Plan process.
Notice of Solicitation for Inviting Applications for the Rural Microentrepreneur Assistance Program for Fiscal Year 2021
This Notice is to invite applications for loans and grants under the Rural Microentrepreneur Assistance Program (RMAP) for fiscal year (FY) 2021, subject to the availability of funding. This notice is being issued in order to allow applicants sufficient time to leverage financing, prepare and submit their applications, and give the Agency time to process applications within FY 2021. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available through appropriations. RMAP provides the following types of support: Loan only, combination loan and technical assistance grant, and subsequent technical assistance grants to Microenterprise Development Organizations (MDO). Tart Cherries Grown in the States of Michigan, New York, Pennsylvania, Oregon, Utah, Washington and Wisconsin; Modification of Assessment Rate
This proposed rule would implement a recommendation from the Cherry Industry Administrative Board (Board) to decrease the portion of assessments allocated to research and promotion activities and increase the portion allocated to administrative expenses. The overall assessment rate would remain unchanged. The proposed assessment rate would remain in effect indefinitely unless modified, suspended, or terminated.
Egg Products Inspection Regulations
Food Safety and Inspection Service (FSIS) is correcting a final rule that published on October 29, 2020. The final rule requires official plants that process egg products (herein also referred to as ``egg products plants'' or ``plants'') to develop and implement Hazard Analysis and Critical Control Point (HACCP) Systems and Sanitation Standard Operating Procedures (Sanitation SOPs) and to meet other sanitation requirements consistent with FSIS's meat and poultry regulations.
Uniform Compliance Date for Food Labeling Regulations
The Food Safety and Inspection Service (FSIS) is establishing January 1, 2024, as the uniform compliance date for new meat and poultry product labeling regulations that will be issued between January 1, 2021, and December 31, 2022. FSIS periodically announces uniform compliance dates for new meat and poultry product labeling regulations to minimize the economic impact of label changes.

Alaska Subsistence Regional Advisory Council Meetings for 2021
The Federal Subsistence Board (Board) announces the public meetings of the 10 Alaska Subsistence Regional Advisory Councils (hereafter, Councils or RACs) for the winter and fall cycles of 2021. The 10 Councils each meet approximately twice a year to provide advice and recommendations to the Federal Subsistence Board about subsistence hunting and fishing issues on Federal public lands in Alaska.
Bitterroot National Forest; Montana; Gold Butterfly Project Supplemental Environmental Impact Statement
The Bitterroot National Forest, Stevensville Ranger District, Montana, intends to prepare a Supplemental Environmental Impact Statement (SEIS) for the Gold Butterfly Project. Since publication of the original EIS, it was determined that a project-specific forest plan amendment is necessary.
Removal of Emerald Ash Borer Domestic Quarantine Regulations
We are removing the domestic quarantine regulations for the plant pest emerald ash borer. This action will discontinue the domestic regulatory component of the emerald ash borer program as a means to more effectively direct available resources toward management and containment of the pest. Funding previously allocated to the implementation and enforcement of these domestic quarantine regulations will instead be directed to nonregulatory options to mitigate and control the pest.

Information Collection; Storage and Use of Explosives and Magazine Security on National Forest System Lands Under a Special Use Authorization
In accordance with the Paperwork Reduction Act of 1995, the Forest Service is seeking comments on a new information collection request entitled Storage and Use of Explosives and Magazine Security on National Forest System Lands under a Special Use Authorization.
Changes to Accreditation of Non-Federal Analytical Testing Laboratories.
FSIS is proposing to revise the regulations prescribing the statistical methods used in measuring the performance of chemistry laboratories in its voluntary Accredited Laboratory Program (ALP) and to expand the scope of accreditations offered by the program. Currently, participants in the ALP are accredited for the analysis of food chemistry (moisture, protein, fat, and salt), specific chemical residues, and classes of chemical residues. FSIS is proposing to change the statistical method it uses to evaluate laboratory proficiency testing (PT) sample results to the z score approach for those accreditations that are currently evaluated by Cumulative Summation (CUSUM). FSIS also is proposing to accredit non-Federal laboratories for microbiological indicator organisms and pathogen testing, in response to industry interest. Additionally, the Agency is proposing to make various minor edits and changes to the regulation for the sake of clarity and to incorporate all sample types under the jurisdiction of FSIS (e.g., to include egg products), as appropriate for the associated analyte, and to improve program flexibility. Improving program flexibility includes updating definitions to remove specific references that are currently limiting the program.
Notice of Request for Renewal and Revision of the Currently Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces a public comment period on the information collection requests (ICRs) associated with the Standard Reinsurance Agreement and Appendices I, II and IV administered by Federal Crop Insurance Corporation (FCIC). Appendix III is excluded because it contains the Data Acceptance System requirements.
2021 Rate Changes for the Basetime, Overtime, Holiday, Laboratory Services, and Export Application Fees
The Food Safety and Inspection Service (FSIS) is announcing the 2021 rates it will charge meat and poultry establishments, egg products plants, and importers and exporters for providing voluntary, overtime, and holiday inspection and identification, certification, and laboratory services. Additionally, FSIS is announcing that there will be no changes to the fee FSIS assesses to exporters that choose to apply for export certificates electronically through the export component of the Agency's Public Health Information System. The 2021 basetime, overtime, holiday, and laboratory services rates will be applied on January 3, 2021.
Undue and Unreasonable Preferences and Advantages Under the Packers and Stockyards Act
This final rule establishes a new regulation containing criteria the Secretary of Agriculture will consider when determining whether an undue or unreasonable preference or advantage has occurred in violation of the Packers and Stockyards Act, 1921 (Act). A provision of the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill) requires the Secretary to establish the criteria. The Act protects fair trade, financial integrity, and competitive marketing for livestock, meat, and poultry.
Boundary Descriptions for the Columbia River Gorge National Scenic Area, Hood River, Multnomah and Wasco Counties, Oregon; Clark, Klickitat and Skamania Counties, Washington State
In accordance with the Columbia River Gorge National Scenic Area Act of Nov. 17, 1986, the Forest Service has prepared boundary descriptions for the Columbia River Gorge National Scenic Area exterior boundary, Special Management Area boundaries, and Urban Area boundaries.
