The Commodity Credit Corporation (CCC) is announcing the availability of competitive grants to fund States, the Commonwealth of Puerto Rico, and Washington, DC (referred to as ``States'' in this document), with respect to activities designed to expand the infrastructure for renewable fuels. BIP grantees must provide matching contributions with a goal of a one-to-one basis to the CCC funds. The CCC funds must be used to pay a portion of the costs related to the installation of fuel pumps and related infrastructure dedicated to the distribution of higher ethanol blends, for example ``E15'' and ``E85,'' at vehicle fueling locations, including, but not limited to, local fueling stations, convenience stores (CS), hypermarket fueling stations (HFS), or fleet facilities. The matching contributions may be used for these items or for additional related BIP costs such as additional infrastructure to support pumps, marketing, education, data collection, program evaluation, and administrative costs associated with the application process.

The USDA Forest Service will prepare an Environmental Impact Statement (EIS) for a project called Ringo, centered around Ringo Butte south of Wickiup Reservoir on the Crescent Ranger District. The Ringo project area is home to a myriad of wildlife and plant species including big game species, northern spotted owl, Oregon spotted frog, and other wildlife. The project area borders private forest land on the east as well as surrounding the community of Wickiup Acres. It contains popular locations for hunting, fishing, and other types of recreation. Values and ecosystem services within the Ringo project area were derived from values mapping exercises with the Ringo IDT and from a public meeting. Prominent values expressed include high quality wildlife habitat for sensitive and threatened species, nearby private land and communities, timber, firewood, forest products, access to the forest for hiking, wildlife viewing, driving, winter recreation, developed and dispersed camping, hunting opportunities, and Odell Butte Lookout. The Ringo Interdisciplinary Team (IDT) determined the largest potential for changes or threats to these values comes from wildfire, insects and disease. As evidenced by the Davis fire, which covers a portion of the planning area, wildfire can rapidly and dramatically alter large areas and affect safety and property. Disturbances such as wildfire and insect and disease outbreaks are natural processes however, with the current fuel loading and high density of trees in the Ringo project area these disturbances can become uncharacteristically severe. In order to continue to provide these values and services on the landscape into the future, there is a need to reduce tree density and surface fuels in order to restore and maintain a resilient, fire- adapted ecosystem. The project area is approximately 30,000 acres in portions of the Upper Little Deschutes, Crescent Creek, Middle Little Deschutes, and Brown's Creek-Deschutes watersheds. It is located in T. 22 S., R. 8 E.; and R. 9 E.; T. 23 S., R. 8 E.; and R. 9 E.; T. 24 S., R. 7 E.; T. and R. 8 E.; T. 25 S., R. 7 E.; Willamette Meridian. The alternatives would include the proposed action, no action, and additional alternatives that respond to issues generated through the scoping process. The agency will give notice of the full environmental analysis and decision making process so interested and affected parties may participate and contribute to the final decision.
Soybean Promotion and Research: Amend the Order To Adjust Representation on the United Soybean Board

This proposed rule would adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2012. As required by the Soybean Promotion, Research, and Consumer Information Act (Act), membership on the Board is reviewed every 3 years and adjustments are made accordingly. This proposed change would result in an increase in Board membership for three States, increasing the total number of Board members from 70 to 73. These changes would be reflected in the Soybean Promotion and Research Order (Order) and would be effective for the 2016 appointment process.

This Notice announces that the Rural Business-Cooperative Service (Agency) is accepting fiscal year (FY) 2015 applications for the Rural Cooperative Development Grant (RCDG) program as authorized by the Consolidated and Further Continuing Appropriations Act of 2015 (Pub. L. 113-235). Approximately $5.8 million is available to be competitively awarded. The purpose of this program is to provide financial assistance to improve the economic condition of rural areas through cooperative development. Eligible applicants include a non- profit corporation or an institution of higher education. The Agency is encouraging applications that direct grants to projects based in or serving census tracts with poverty rates greater than or equal to 20 percent. This emphasis will support Rural Development's (RD) mission of improving the quality of life for Rural Americans and its commitment to directing resources to those who most need them.

This proposed rule would revise and amend the regulations at 7 CFR 1493 subpart C used to administer the Facility Guarantee Program (FGP). Changes in this proposed rule incorporate statutory changes from the Food, Conservation, and Energy Act of 2008 and modifications intended to reduce burden on participants and improve program efficiency and effectiveness. Certain revisions will ensure the FGP is operated in compliance with the Organisation for Economic Cooperation and Development (OECD) Arrangement on Officially Supported Export Credits. Additionally, this proposed rule incorporates significant changes made to the regulations for the Export Credit Guarantee Program (GSM-102), that are also applicable to the FGP.

The Food Safety and Inspection Service (FSIS) is announcing the availability of its updated ``Best Practices Guidance for Controlling Listeria monocytogenes (Lm) in Retail Delicatessens'' and responding to comments received on the guidance that FSIS posted on its Web site and announced in April 2014 in the Federal Register. The best- practices guidance discusses steps that retailers can take to prevent certain ready-to-eat (RTE) foods that are prepared or sliced in retail delicatessens (delis) and consumed in the home, such as deli meats and deli salads, from becoming contaminated with Lm and thus a source of listeriosis. FSIS encourages retailers to review the guidance and evaluate the effectiveness of their retail practices and intervention strategies in reducing the risk of listeriosis to consumers from RTE meat and poultry deli products.

In accordance with the Paperwork Reduction Act of 1995, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations on a new information collection associated with the Generic Clearance for the Collection of Qualitative Customer Feedback on FSA Service Delivery. This is a relatively new option for approval that will streamline the timing to implement certain types of surveys and related collection of information. FSA will use the approval to cover the instruments of collection (such as a survey, a window pop-up survey, a focus group, or a comment card) to get customer feedback on FSA service delivery for various programs. This request for approval broadly addresses FSA's need for information about what our customers think of our services so that we can improve service delivery; specific information collection activities will be incorporated into the approval as the need for the information is identified. For example, when we implement a new program and provide information about the services for the program on our Web site, we may provide a voluntary customer service questionnaire about how well the program is working for our customers and specifically within the areas of our customer service.

Notice of Intent to Accept Applications To Be an Intermediary Under the Certified Loan Application Packaging Process Within the Section 502 Direct Single Family Housing Program

The Rural Housing Service (RHS or Agency) published a final rule on April 29, 2015, in the Federal Register that amended its regulations for the section 502 direct single family housing loan program to create a certified loan application packaging process. The section 502 direct single family housing loan program is authorized in Title V of the Housing Act of 1949. Under the certified loan application packaging process, a certified loan application packager and its qualified employer will submit applications to the Agency via an intermediary (unless the applicable Rural Development State Director approves the certified packager to opt not to go through an intermediary). The intermediary will perform quality assurance reviews on the packaged loan applications as well as provide supplemental training, technical assistance, and support to certified packagers and qualified employers to promote quality standards and accountability. Through this notice, the Agency will accept applications to be an intermediary under the certified loan application packaging process outlined in 7 CFR 3550.75 and other applicable regulations. Approval will be subject to fully meeting the conditions outlined within this notice and regulations, a recommendation by a review panel consisting of Agency staff at the state and national levels, and approval by the RHS Administrator. Intermediaries operating under the loan application packaging pilot program, which expires on September 30, 2015, are not guaranteed an intermediary role beyond their participation in the pilot program and must apply under this application process should they wish to serve as an intermediary under the regulation.

The procedures would also be used for any subsequent referendum under the Order. USDA is reopening the comment period with respect to specific issues identified in this proposed rule. USDA is taking this action in response to the extensive comments received in response to a separate 2013 proposed rule on specific provisions of the proposed Order. A supplemental notice proposing to amend the 2013 proposed Order is being published separately in this issue of the Federal Register. The changes proposed herein are conforming changes to ensure definitions are the same in the proposed Order and proposed referendum procedures.

This rulemaking invites comments on three proposed amendments to Marketing Order No. 925 (order), which regulates the handling of table grapes grown in a designated area of southeastern California. Two amendments are based on proposals made by the California Desert Grape Administrative Committee (Committee), which is responsible for the local administration of the order. For FY 2015, projects eligible for Section 6025 priority points will compete one time with all other projects eligible for the applicable underlying program's year-end pool of funds. These priority points are not eligible to projects competing for FY 2015 funding prior to the program's year-end pool of funds competition.
