The Flathead Resource Advisory Committee will meet in Kalispell, Montana. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 112-141) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The Glenn/Colusa County Resource Advisory Committee (RAC) will meet in Willows, California. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110- 343) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The meeting is open to the public. The purpose of the meeting is to review and discuss new project proposals.

The Fremont and Winema Resource Advisory Committee will meet in Klamath Falls Oregon, for the purpose of evaluating and recommending resource management projects for funding in FY 2013, under the provisions of Title II of the Secure Rural Schools and Community Self- Determination Act of 2000 (reauthorized in 2008, extended for one year through September 30, 2013).

The Florida National Forests Resource Advisory Committee will meet in Tallahassee, FL. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L 110-343) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The meeting is open to the public. The purpose of the meeting is to review and recommend for funding those projects agreed to by the committee. Anyone interested in National Forest management may attend.

Pursuant to the authorities in the Federal Advisory Committee Act (Pub. L. 92-463) and under the Secure Rural Schools and Community Self-Determination Act of 2000 (Pub. L. 106-393) the Lolo and Kootenai National Forests' Sanders County Resource Advisory Committee will meet on August 23, 2012 at 5:30 p.m. and on September 20, 2012 at 5:30 p.m. in Thompson Falls, Montana for business meetings. These meetings are open to the public.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with a Plant Protection and Quarantine stakeholder/customer satisfaction survey.

The Shoshone Resource Advisory Committee (Committee) will hold a meeting on September 19, 2012. The Umatilla National Forest, Southeast Washington Resource Advisory Committee will meet in Pomeroy, Washington as authorized under the Secure Rural Schools and Community Self-Determination Act, as amended, in compliance with the Federal Advisory Committee Act. Purpose of the meeting will be to monitor projects being implemented under Public Law 110-343 and if authorized by the Secretary of Agriculture by the meeting date, to review and recommend projects to be funded under Public Law 112-141. This meeting is open to the public.

The Shoshone Resource Advisory Committee (Committee) will hold a conference call on September 5, 2012. The Committee is meeting as authorized under the Secure Rural Schools and Community Self- Determination Act (Pub. L. 110-343) and in compliance with the Federal Advisory Committee Act. The purpose of the conference call is to review the project proposals for 2012 Title II funds.

The Yavapai County Resource Advisory Committee (RAC) will meet in Prescott, Arizona. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L 110- 343) and in compliance with the Federal Advisory Committee Act. The purpose of the meeting is to discuss the 1-year extension and select projects for the Yavapai County RAC.

The Huron Manistee Resource Advisory Committee will meet in Mio, Michigan. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The meeting is open to the public. The purpose of the meeting is to conduct committee business, monitor progress on project implementation and to recommend proposed projects for Fiscal Year 2013.

The San Juan National Forest Resource Advisory Council (RAC) will meet in Durango, Colorado. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 112- 141) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The meeting is open to the public. The purpose of the meeting is to review and recommend projects authorized under Title II of the Act.

This proposed rule establishes the sole process by which the public may file objections seeking predecisional administrative review for proposed projects and activities implementing land management plans, including projects authorized pursuant to the Healthy Forests Restoration Act of 2003 (HFRA). The Consolidated Appropriations Act of 2012 directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to provide for a pre-decisional objection process for proposed actions of the Forest Service concerning projects and activities implementing land and resource management plans developed under the Forest and Rangeland Renewable Resources Planning Act of 1974, and documented with a Record of Decision (ROD) or Decision Notice (DN). Section 428 further directs the Secretary to apply these procedures in lieu of the Appeal Reform Act (ARA), which provided for a postdecisional administrative appeal process. The proposed rule also establishes procedures concerning how the Forest Service will provide notice for such projects and activities. The Forest Service invites written comments on this proposed rule.

In accordance with the Paperwork Reduction Act of 1995 this notice announces the intention of the National Agricultural Statistics Service (NASS) to request revision and extension of a currently approved information collection, the Agricultural Labor Survey. Revision to burden hours may be needed due to changes in the size of the target population, sampling design, and/or questionnaire length.

The Trinity County Resource Advisory Committee (RAC) will meet in Weaverville, California. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The purpose of this meeting is to discuss monitoring of past RAC projects and if authorized, vote on recommendation of project proposals, the Secure Rural Schools one-year extension to the 2008-2011 RAC authorization, and recruitment of new RAC Committee members.

We are advising the public that the Animal and Plant Health Inspection Service has prepared an environmental assessment relative to the release of Symnus coniferarum to control hemlock woolly adelgid. The environmental assessment considers the effects of, and alternatives to, the release of Symnus coniferarum into the eastern United States for use as a biological control agent to reduce the severity of hemlock woolly adelgid infestations. We are making the environmental assessment available to the public for review and comment.

The purpose of the meeting is to review with the Chippewa National Forest Resource Advisory Committee members their roles and responsiblities, review project proposals and develop project priorities.

In compliance with the National Environmental Policy Act (NEPA) of 1969, the Federal Land Policy and Management Act (FLPMA) of 1976, and the Mineral Leasing Act of 1920, as amended, notice is hereby given that the Department of the Interior, Bureau of Land Management (BLM), Pocatello Field Office, and the U.S. Department of Agriculture, Forest Service (FS), Caribou-Targhee National Forest, will jointly prepare an Environmental Impact Statement (EIS) to determine and analyze the effects of a proposed phosphate mine and reclamation plan on Federal mineral leases held by Nu-West Mining, Inc., in eastern Idaho. The EIS will also consider the effects of increasing the size of existing leases through lease modifications.

The Manti-La Sal National Forest Resource Advisory Committee will meet in Price, Utah.
