NMFS has received a request from the U.S. Navy (Navy) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to Civilian Port defense activities within and near the Ports of Los Angeles and Long Beach from October through November 2015. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to the Navy to incidentally take, by Level B harassment only, marine mammals during the specified activity.

On May 1, 2015, the Department initiated the second sunset review of the Order on Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof (ironing tables) from the People's Republic of China (PRC) pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act).\1\ The Department determined that it was appropriate to conduct an expedited review. The Department finds that revocation of this antidumping duty order would be likely to lead to continuation or recurrence of dumping up to the rate identified in the ``Final Results of Review'' section of this notice.

The Visiting Committee on Advanced Technology (VCAT or Committee), National Institute of Standards and Technology (NIST), will meet in open session on Tuesday, October 6, 2015 from 8:30 a.m. to 1:45 p.m. Eastern Time and Wednesday, October 7, 2015 from 8:00 a.m. to 11:00 a.m. Eastern Time. The VCAT is composed of fifteen members appointed by the NIST Director who are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations.

In January 2011, NMFS implemented the groundfish trawl rationalization program (a catch share program) for the Pacific coast groundfish limited entry trawl fishery. The program was implemented through Amendment 20 to the Pacific Coast Groundfish Fishery Management Plan and the corresponding implementing regulations. Amendment 20 established the trawl rationalization program, which includes an Individual Fishing Quota program for limited entry trawl participants. Under current regulations, quota share (QS) permit owners must divest quota share holdings that exceed accumulation limits by November 30, 2015. This proposed action would make minor procedural modifications to the program regulations to clarify how divestiture and revocation of excess quota share could occur in November, 2015, and establish procedures applicable in the future if divestiture becomes necessary.

The Department of Commerce (the Department) is initiating a new shipper review of the antidumping duty order on certain pasta from Turkey involving DURUM Gida Sanayi ve Ticaret A.S. (Durum).

On June 8, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from the Netherlands.\1\ We invited interested parties to comment on the Preliminary Results. We received no comments or requests for a hearing. Therefore, for the final results, we continue to find that sales of subject merchandise by Akzo Nobel Functional Chemicals, B.V./ AkzoNobel Chemicals AG (Akzo Nobel) were not made at less than normal value during the period of review (POR).\2\

NMFS announces eight inseason actions in the ocean salmon fisheries. These inseason actions modified the commercial and recreational salmon fisheries in the area from the U.S./Canada border to the U.S./Mexico border.

The Bureau of Industry and Security publishes this rule to correct an error in License Exception Temporary imports, exports, reexports, and transfers (in-country) (TMP) to make certain consumer communications devices and related software eligible for temporary export and reexport to Sudan as ``tools of trade.'' This error was introduced in a final rule published in February 2015 that amended the Export Administration Regulations to authorize License Exception Consumer Communications Devices (CCD) for use in Sudan and made changes to License Exception TMP. BIS is publishing this rule to facilitate use of employer-owned devices such as cell phones, Wi-Fi-equipped computers and tablets by persons engaged in humanitarian efforts in Sudan.

The Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding twenty-nine persons under thirty-three entries to the Entity List. The twenty-nine persons who are added to the Entity List have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States. BIS is taking this action to ensure the efficacy of existing sanctions on the Russian Federation (Russia) for violating international law and fueling the conflict in eastern Ukraine. These persons will be listed on the Entity List under the destinations of Crimea region of Ukraine, Cyprus, Finland, Romania, Russia, Switzerland, Ukraine, and the United Kingdom. This final rule also revises the reference to Crimea (occupied) on the Entity List to conform to other references in the EAR that refer to the Crimea region of Ukraine.

NMFS approves the transfer of 2015 commercial Atlantic bluefish quota from the State of North Carolina and the Commonwealth of Virginia to the State of Rhode Island. These transfers comply with the Bluefish Fishery Management Plan quota transfer provisions, specified in federal regulations. This announcement also informs the public of the revised commercial quota for each state involved.

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating the five-year review (``Sunset Review'') of the antidumping and countervailing duty (``AD/ CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.

The United States Manufacturing Council (Council) will hold the third meeting of the current members' term by teleconference on Wednesday, September 16, 2015. The Council was established in April 2004 to advise the Secretary of Commerce on matters relating to the U.S. manufacturing industry. The purpose of the meeting is for Council members to review and deliberate on recommendations developed by the Trade, Tax Policy, and Export Growth subcommittee looking at issues of funding of federal transportation infrastructure and long-term reauthorization of the Export-Import Bank of the United States for consideration by the Manufacturing Council. The agenda may change to accommodate Council business. The final agenda will be posted on the Department of Commerce Web site for the Council at https://trade.gov/manufacturingcouncil, at least one week in advance of the meeting.

The New England Fishery Management Council (Council) is scheduling a public meeting of its Scallop Committee Meeting on Thursday, September 17, 2015 to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from this group will be brought to the full Council for formal consideration and action, if appropriate.

As a science-based services agency, the National Oceanic and Atmospheric Administration (NOAA) strives to understand and predict changes in weather, climate, oceans, and coasts, and to provide critical environmental intelligence to the American public, decision makers, and our partners. NOAA accomplishes this, in part, through the use of observations obtained through a range of systems, including satellites, ships, ground, and in-situ networks. NOAA's space-based Earth observations are both important and challenging to obtain. In recent years, the commercial sector has invested increasing amounts of capital and resources to develop new technologies, and to build, launch, and operate satellites and ground- based systems. In order to respond to an ever-growing demand for environmental information, NOAA seeks to maintain an observing enterprise that is flexible, responsive to evolving technologies, and economically sustainable, while supporting and upholding NOAA's strong commitment to public safety and the international data sharing system upon which NOAA depends for global data. This policy establishes the broad principles for the use of commercial space-based approaches for NOAA's observational requirements, and opens a pathway for new industry to join the space- based Earth observation process. As a part of this effort, and to ensure we examine potential solutions, NOAA is seeking comments, suggestions, and innovative ideas from the public on Draft NOAA Commercial Space Policy. Does this policy allow for the development of viable business models for potential providers of commercial data? 3. Does this policy sufficiently consider the impacts to the private weather industry, academia, and other stakeholders? 4. Does this policy appropriately reflect the importance of U.S. data policy and international data sharing commitments?

In response to a request by Ashland Specialty Ingredients, G.P. (Ashland), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from the Netherlands. Based on the information received, we preliminarily intend to revoke the Netherlands Order.\1\ Interested parties are invited to comment on these preliminary results.

The National Telecommunications and Information Administration (NTIA) will convene meetings of a multistakeholder process concerning the collaboration between security researchers and software and system developers and owners to address security vulnerability disclosure. This Notice announces the first meeting, which is scheduled for September 29, 2015.

The National Advisory Council on Innovation and Entrepreneurship (NACIE) will hold a public meeting on Thursday, September 17, 2015, 2:00-3:30 p.m. Eastern Daylight Time (EDT) and Friday, September 18, 2015, 8:45 a.m.-12:00 p.m. EDT. During this time, members will continue to work on various Council initiatives which include: Innovation, entrepreneurship and workforce talent. Additionally, the Council will discuss and identify next steps.

The Mid-Atlantic Fishery Management Council will hold eight scoping hearings in September and October 2015 to solicit public input on a management action to prohibit the development of new, or expansion of existing directed fisheries on unmanaged forage species until adequate scientific information is available to promote ecosystem sustainability. The Council is also soliciting written comments through 11:59 p.m. on Friday October 2, 2015. The Council has not yet determined which type of action it will develop. The action could take the form of a new fishery management plan, an amendment to an existing fishery management plan, or another action.
