The Bureau of Industry and Security publishes this rule to correct an error in License Exception Temporary imports, exports, reexports, and transfers (in-country) (TMP) to make certain consumer communications devices and related software eligible for temporary export and reexport to Sudan as ``tools of trade.'' This error was introduced in a final rule published in February 2015 that amended the Export Administration Regulations to authorize License Exception Consumer Communications Devices (CCD) for use in Sudan and made changes to License Exception TMP. BIS is publishing this rule to facilitate use of employer-owned devices such as cell phones, Wi-Fi-equipped computers and tablets by persons engaged in humanitarian efforts in Sudan.

The Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding twenty-nine persons under thirty-three entries to the Entity List. The twenty-nine persons who are added to the Entity List have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States. BIS is taking this action to ensure the efficacy of existing sanctions on the Russian Federation (Russia) for violating international law and fueling the conflict in eastern Ukraine. These persons will be listed on the Entity List under the destinations of Crimea region of Ukraine, Cyprus, Finland, Romania, Russia, Switzerland, Ukraine, and the United Kingdom. This final rule also revises the reference to Crimea (occupied) on the Entity List to conform to other references in the EAR that refer to the Crimea region of Ukraine.

This action serves as a notice that NMFS, on behalf of the Secretary of Commerce (Secretary), has found that the following four stocks of Pacific salmon are subject to overfishing: Chinook salmon Columbia River Basin: Upper River Summer; Chinook salmonWashington Coast: Willapa Bay Fall Natural; Chinook salmonWashington Coast: Grays Harbor Fall; and Coho salmonWashington Coast: Hoh. In addition, NMFS has found that the North Pacific swordfish stock in the Eastern Pacific Ocean, which is jointly managed by the Pacific Fishery Management Council and the Western Pacific Fishery Management Council, is subject to overfishing. NMFS, on behalf of the Secretary, notifies the appropriate fishery management council (Council) whenever it determines that overfishing is occurring, a stock is in an overfished condition, a stock is approaching an overfished condition, or when a rebuilding plan has not resulted in adequate progress toward ending overfishing and rebuilding affected fish stocks. None of these stocks is in an overfished condition.

As a science-based services agency, the National Oceanic and Atmospheric Administration (NOAA) strives to understand and predict changes in weather, climate, oceans, and coasts, and to provide critical environmental intelligence to the American public, decision makers, and our partners. NOAA accomplishes this, in part, through the use of observations obtained through a range of systems, including satellites, ships, ground, and in-situ networks. NOAA's space-based Earth observations are both important and challenging to obtain. In recent years, the commercial sector has invested increasing amounts of capital and resources to develop new technologies, and to build, launch, and operate satellites and ground- based systems. In order to respond to an ever-growing demand for environmental information, NOAA seeks to maintain an observing enterprise that is flexible, responsive to evolving technologies, and economically sustainable, while supporting and upholding NOAA's strong commitment to public safety and the international data sharing system upon which NOAA depends for global data. This policy establishes the broad principles for the use of commercial space-based approaches for NOAA's observational requirements, and opens a pathway for new industry to join the space- based Earth observation process. As a part of this effort, and to ensure we examine potential solutions, NOAA is seeking comments, suggestions, and innovative ideas from the public on Draft NOAA Commercial Space Policy. NMFS announces the availability of the ``Draft Programmatic Environmental Assessment (DPEA) for Fisheries Research Conducted and Funded by the Northwest Fisheries Science Center (NWFSC).'' Publication of this notice begins the official public comment period for this DPEA. The purpose of the DPEA is to evaluate, in compliance with the National Environmental Policy Act (NEPA), the potential direct, indirect, and cumulative impacts of conducting and funding fisheries and ecosystem research along the U.S. West Coast, including the Northern California Large Marine Ecosystem (NCLME), Puget Sound, and the Lower Columbia River Research Area (LCRRA).

The South Atlantic Fishery Management Council (Council) will hold meetings of the Habitat Protection and Ecosystem-Based Management Committee; Protected Resources Committee; Dolphin Wahoo Committee; Personnel Committee (Closed Session); Advisory Panel Selection Committee (Closed Session); Southeast Data, Assessment and Review (SEDAR) Committee (partially Closed Session); King and Spanish Mackerel Committee; Snapper Grouper Committee; Data Collection Committee; Law Enforcement Committee; Executive Finance Committee; and a meeting of the Full Council. The Council will also hold a Council Member Visioning Workshop for the Snapper Grouper Fishery. The Council will take action as necessary. The Council will also hold a formal public comment session.
