Fisheries of the Northeastern United States; Atlantic Bluefish Fishery; Quota Transfer
NMFS announces that the Commonwealth of Virginia is transferring a portion of its 2015 commercial Atlantic bluefish quota to the Commonwealth of Massachusetts. This quota adjustment is necessary to comply with the Bluefish Fishery Management Plan quota transfer provisions. This announcement informs the public of the revised commercial quota for each state involved.

Fisheries of the Exclusive Economic Zone Off Alaska; Reapportionment of the 2015 Gulf of Alaska Pacific Halibut Prohibited Species Catch Limits for the Trawl Deep-Water and Shallow-Water Fishery Categories
NMFS is reapportioning the seasonal apportionments of the 2015 Pacific halibut prohibited species catch (PSC) limits for the trawl deep-water and shallow-water species fishery categories in the Gulf of Alaska. This action is necessary to account for the actual halibut PSC use by the trawl deep-water and shallow-water species fishery categories from May 15, 2015 through June 30, 2015. This action is consistent with the goals and objectives of the Fishery Management Plan for Groundfish of the Gulf of Alaska.
Ocean Exploration Advisory Board Meeting
This notice sets forth the schedule and proposed agenda of a forthcoming meeting of the Ocean Exploration Advisory Board (OEAB). The Department of Commerce is currently seeking additional applications from travel and tourism leaders from the restaurant sector for membership on the Board of Directors (Board) of the Corporation for Travel Promotion (dba Brand USA). The purpose of the Board is to guide the Corporation for Travel Promotion on matters relating to the promotion of the United States and communication of travel facilitation issues, among other tasks. On June 22, 2015, we published in the Federal Register a ``Notice of an opportunity seeking applications from travel and tourism industry leaders from specific industries for membership on the Board of Directors of the Corporation for Travel Promotion (dba Brand USA)'' (80 FR 35627), and on June 26, 2015, we published ``The Department of Commerce is currently seeking applications from travel and tourism leaders from specific industries for membership on the Board of Directors (Board) of the Corporation for Travel Promotion (dba Brand USA) (80 FR 36767), announcing membership opportunities from four specific industry sectors on the Board of Directors of the Corporation for Travel Promotion. The application period closed on August 7, 2015. We are now reopening the application period to solicit additional applications specifically from the restaurant sector. This notice supplements the notices of June 22, 2015, and June 26, 2015. There were insufficient applicants from the restaurant sector, and the open period for making application in this sector and this sector only is now reopened to solicit additional applicants. Interested parties who have already applied for this position in response to those Federal Register notices do not need to re-apply.

Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the Rehabilitation of Jetty A at the Mouth of the Columbia River
In accordance with the regulations implementing the Marine Mammal Protection Act (MMPA) as amended, notification is hereby given that we have issued an incidental harassment authorization (IHA) to the U.S. Army Corp of Engineers (the Corps) to incidentally harass, by Level B harassment only, six species of marine mammals during activities related to the rehabilitation of Jetty A at the mouth of the Columbia River (MCR).
Federal Policy for the Protection of Human Subjects
The departments and agencies listed in this document propose revisions to modernize, strengthen, and make more effective the Federal Policy for the Protection of Human Subjects that was promulgated as a Common Rule in 1991. This NPRM seeks comment on proposals to better protect human subjects involved in research, while facilitating valuable research and reducing burden, delay, and ambiguity for investigators. This proposed rule is an effort to modernize, simplify, and enhance the current system of oversight. The participating departments and agencies propose these revisions to the human subjects regulations because they believe these changes would strengthen protections for research subjects while facilitating important research.
Prestressed Concrete Steel Wire Strand From the People's Republic of China: Final Results of Expedited First Sunset Review of Countervailing Duty Order
As a result of this sunset review, the Department of Commerce (the ``Department'') finds that revocation of the countervailing duty (``CVD'') order on prestressed concrete steel wire strand (``PC Strand'') from the People's Republic of China (``PRC'') would likely to lead to continuation or recurrence of countervailable subsidies at the level indicated in the ``Final Results of Review'' section of this notice.
Large Power Transformers From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on large power transformers (LPTs) from the Republic of Korea (Korea).\1\ The period of review (POR) is August 1, 2013, through July 31, 2014. The review covers five producers/exporters of the subject merchandise, Hyosung Corporation (Hyosung), Hyundai Heavy Industries Co., Ltd. (Hyundai), ILJIN, ILJIN Electric Co., Ltd. (ILJIN Electric), and LSIS Co., Ltd. (LSIS). We preliminarily determine that sales of subject merchandise by Hyosung and Hyundai, the two companies selected for individual examination, were made at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.
Certain Steel Nails From the People's Republic of China: Preliminary Results of the Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2013-2014
The Department of Commerce (``Department'') is conducting the sixth administrative review of the antidumping duty order on certain steel nails (``nails'') from the People's Republic of China (``PRC'').\1\ The Department selected two respondents for individual review.\2\ The Department preliminarily determines that Stanley sold subject merchandise in the United States at prices below normal value (``NV'') during the period of review (``POR''), August 1, 2013, through July 31, 2014. The Department also preliminarily determines that Shandong Oriental Cherry failed to cooperate to the best of its ability in participating in the review, warranting the application of facts otherwise available with adverse inferences, and that it is part of the PRC-wide entity. If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

NMFS reduces the commercial trip limit for vermilion snapper in or from the exclusive economic zone (EEZ) of the South Atlantic to 500 lb (227 kg), gutted weight. This trip limit reduction is necessary to protect the South Atlantic vermilion snapper resource.

Takes of Marine Mammals Incidental to Specified Activities; Marine Geophysical Survey in the Eastern Mediterranean Sea, November to December, 2015
NMFS has received an application from the Lamont-Doherty Earth Observatory (Lamont-Doherty) in collaboration with the National Science Foundation (NSF), for an Incidental Harassment Authorization (Authorization) to take marine mammals, by harassment only, incidental to conducting a marine geophysical (seismic) survey in the eastern Mediterranean Sea, mid-November through December, 2015. The proposed dates for this action would be mid-November 2015 through December 31, 2015, to account for minor deviations due to logistics and weather. Per the Marine Mammal Protection Act, we are requesting comments on our proposal to issue an Authorization to Lamont-Doherty to incidentally take, by Level B harassment, of 22 species of marine mammals during the specified activity and to incidentally take by Level A harassment, of four species of marine mammals. Although considered unlikely, any Level A harassment potentially incurred would be expected to be in the form of some smaller degree of permanent hearing loss due in part to the required monitoring measures for detecting marine mammals and required mitigation measures for power downs or shut downs of the airgun array if any animal is likely to enter the Level A exclusion zone. Neither mortality nor complete deafness of marine mammals are expected to result from this survey.
Takes of Marine Mammals Incidental to Specified Activities; U.S. Navy Civilian Port Defense Activities at the Ports of Los Angeles/Long Beach, California
NMFS has received a request from the U.S. Navy (Navy) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to Civilian Port defense activities within and near the Ports of Los Angeles and Long Beach from October through November 2015. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to the Navy to incidentally take, by Level B harassment only, marine mammals during the specified activity.
U.S. Institutional Investor Roadshow
The Department of Commerce, International Trade Administration, Global Markets, Office of Africa is seeking representatives of 15 U.S. institutional investors to participate in the launch of the U.S. Institutional Investor Roadshow. The Roadshow will provide a platform for U.S. institutional investors and African government representatives to discuss and implement best practices for reducing governance risk, strengthening capital markets and increasing long-term investment flows. The program is designed to help U.S. financial institutions and exporters participate in large-scale business opportunities arising from transformational infrastructure projects in Africa. Representatives of several African governments, including one or more heads of state, are expected to participate in the launch event. U.S. institutional investors and U.S. investment fund managers that represent U.S. institutional investors are invited to express interest in participating in the launch event and on-going roadshow.
Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof From the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Order
On May 1, 2015, the Department initiated the second sunset review of the Order on Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof (ironing tables) from the People's Republic of China (PRC) pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act).\1\ The Department determined that it was appropriate to conduct an expedited review. The Department finds that revocation of this antidumping duty order would be likely to lead to continuation or recurrence of dumping up to the rate identified in the ``Final Results of Review'' section of this notice.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; 2015 Commercial Accountability Measure and Closure for South Atlantic Gray Triggerfish; July Through December Season
NMFS implements accountability measures for commercial gray triggerfish in the exclusive economic zone (EEZ) of the South Atlantic. NMFS projects commercial landings for gray triggerfish, will reach the commercial annual catch limit (ACL) for the period July through December by September 8, 2015. Therefore, NMFS is closing the commercial sector for gray triggerfish in the South Atlantic EEZ on September 8, 2015. This closure is necessary to protect the gray triggerfish resource.
Visiting Committee on Advanced Technology
The Visiting Committee on Advanced Technology (VCAT or Committee), National Institute of Standards and Technology (NIST), will meet in open session on Tuesday, October 6, 2015 from 8:30 a.m. to 1:45 p.m. Eastern Time and Wednesday, October 7, 2015 from 8:00 a.m. to 11:00 a.m. Eastern Time. Magnuson-Stevens Act Provisions; Fisheries Off West Coast States; Pacific Coast Groundfish Fishery; Process for Divestiture of Excess Quota Shares in the Individual Fishing Quota Fishery
In January 2011, NMFS implemented the groundfish trawl rationalization program (a catch share program) for the Pacific coast groundfish limited entry trawl fishery. The program was implemented through Amendment 20 to the Pacific Coast Groundfish Fishery Management Plan and the corresponding implementing regulations. Amendment 20 established the trawl rationalization program, which includes an Individual Fishing Quota program for limited entry trawl participants. Under current regulations, quota share (QS) permit owners must divest quota share holdings that exceed accumulation limits by November 30, 2015. This proposed action would make minor procedural modifications to the program regulations to clarify how divestiture and revocation of excess quota share could occur in November, 2015, and establish procedures applicable in the future if divestiture becomes necessary.

The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with July anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.

Uncovered Innerspring Units From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
On February 23, 2015, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on uncovered innerspring units (``innersprings'') from the People's Republic of China (``PRC'') covering the period February 1, 2013, through January 31, 2014.\1\ The Department gave interested parties an opportunity to comment on the Preliminary Results. Based on our analysis of these comments, our final results remain unchanged from the Preliminary Results.
Purified Carboxymethylcellulose From the Netherlands: Final Results of Antidumping Duty Administrative Review; 2013-2014
On June 8, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from the Netherlands.\1\ We invited interested parties to comment on the Preliminary Results. We received no comments or requests for a hearing. Therefore, for the final results, we continue to find that sales of subject merchandise by Akzo Nobel Functional Chemicals, B.V./ AkzoNobel Chemicals AG (Akzo Nobel) were not made at less than normal value during the period of review (POR).\2\
Certain Preserved Mushrooms From Chile, India, Indonesia and the People's Republic of China: Continuation of the Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) in their five year (sunset) reviews that revocation of the antidumping duty (AD) orders on certain preserved mushrooms (mushrooms) from Chile, India, Indonesia and the People's Republic of China (PRC) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the AD orders on mushrooms from Chile, India, Indonesia, and the PRC.
